A RESOLUTION AUTHORIZING THE CITY MANAGER TO
NEGOTIATE AND EXECUTE AN AGREEMENT, IN A FORM
ACCEPTABLE TO THE CITY ATTORNEY, BETWEEN THE
CITY OF MIAMI AND SHEPHERD, LOBE, COSTA, INC.
FOR PROFESSIONAL SERVICES RELATED TO THE
PREPARATION AND PRINTING OF THE CITY OF MIAMI
MARKETING, PROMOTION & INFORMATION PACKAGE,
WITH FUNDS HEREBY ALLOCATED FROM 11TH YEAR
COMMUNITY DEVELOPMENT BLOCK GRANT'FUNDS.
WHEREAS, it is the policy of the City to promote
economic development by attracting new businesses to the area,
and providing relevant information on the City to the prospective
businesses; and
WHEREAS, the City Commission allocated $50,000 from the
11th year Community Development Block Grants (Ordinance # 9991)
for the purpose of printing information materials to promote the
City and the neighborhoods; and
WHEREAS, the City
advertisement to invite all

WHEREAS, a Consultant Selection Committee was appointed
by the City Manager to review all submissions responding to the
Request For Proposals; and
WHEREAS, the Consultant Selection Committee received
presentations from the proposers evaluating and selected the four
most qualified firms for the Marketing, Promotion & Information
Package proposal; and
WHEREAS, Shepherd, Lobe, Costa, Inc. received the
highest score of the four firms selected to compete in the Phase
II (and final) portion of the selection process by the members of
the Selection Committee;

NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION
OF THE CITY OF MIAMI, FLORIDA:
SECTION 1. The City Manager is hereby authorized to
negotiate and execute an agreement, in a form acceptable to the
City Attorney, between the City and Shepherd, Lobe, Costa, Inc.
to provide professional services related to the preparation and
printing of the City of Miami Marketing, Promotion & Information
Package.
SECTION 2. The amount of $50,000 is hereby allocated
from the ?Atlo year Community Development Block Grants to cover
the costs of said services.

RECOMMENDATION:
It is respectfully recommended that the City Commission adopt the
attached resolution authorizing the City Manager to negotiate and
execute an agreement, in a form acceptable to the City Attorney,
with the consulting firm of Shepherd, Lobe, Costa, Inc. for
professional services related to the preparation and printing of
the City of Miami Marketing, Promotion & Information Package. It
is further recommended that the City Commission approve the use
of $50,000 from the 11th year Community Development Block Grant
Funds which were previously allocated for this project (Ordinance
# 9991).
BACKGROUND:
The Department of Development, along with the Planning
Department, support the idea of publishing a Marketing, Promotion
& Information Package to promote the City, eight selected
neighborhoods, and major public/private development projects.
The importance of this Marketing, Promotion & Information Package
for the City of Miami cannot be overstated. The City does not
have any current city-wide or neighborhood information brochures
for distribution and/or to respond to the inquiries directed by
the individuals and/or businesses.
The Marketing, Promotion & Information Package shall be used to
attract domestic and international firms to relocate to the City,
and strengthen Miami's overall image as a place to do business
and a place to live. These objectives can best be realized
through the dissemination of well planned, creative, and
effective marketing materials.

Thb City Commission allocated $50,000 from the lath year
Community Development Block Grant Funds (Ordinance # 9991) for
the purpose of publishing city-wide and neighborhood brochures to
support and reinforce the overall economic development efforts
undertaken by the City.
On October 14, 1986, the City distributed a request for proposals
(RFP) document to graphics, public relations, and marketing firms
to solicit their participation in this process (see attachment 1
for copy of RFP) . A major effort was made by the City to inform
all minority firms that were identified in Dade County's Minority
Vendor Directory.
The RFP document specified the prospective consultants to comply
with a scope of services which includes:
1. A promotional and informational brochure about the
City of Miami's: organizational structure, development
opportunities, economy, trade, industries,
transportation, life-style, education, culture, etc.
2. A promotional and informational supplement for each
of eight selected neighborhoods of the City (C.D.
target areas), their characteristics, opportunities,
recent development trends maps, and other demographic
and economic information.
3. A promotional and informational supplement for five
major joint public/private development projects in the
City.
It was also stated in the RFP that the Departments of Community
Development, Development, and Planning would provide all the
relevant information and data for the project. The consultant
would be responsible of the graphic layout and design, special
graphics, printing of copy, and providing 5,000 copies of the
city-wide brochure and 2,500 copies of each of the supplements.
As a result of the public notice, the following firms submitted
proposals by the November 14, 1986 deadline:

The Committee met on December 3, 1986 to review Phase I
submissions from the 19 firms. As noted in the public
advertisement and in the RFP, the selection committee evaluated
the submissions on the basis of: 1) the proposer's experience, 2)
minority participation, 3) proposer's portfolio, 4) experience of
the staff assigned for the project, 5) proposer's work experience
in local market, and 6) proposer's business location.
The Committee then selected four firms to submit Phase II
Marketing, Promotion b Information Package proposals. These four
finalists have very significant minority/female ownership and/or

firms to furnish the City, by January 21, 1987, with a
description and a layout of the Marketing, Promotion b
Information Package proposal within a proposed budget of $50,000

The Office of Public Information (OPI), a division of the
Community Development Department, also expressed an interest in
producing this project in-house. In additions to the above
consultants, the Selection Committee reviewed the OPI's proposal
and presentation.

After a careful examination and in order to create the most
effective and sophisticated marketing tool to serve the City's
needs, the Selection Committee recommends to the City Manager to
negotiate a contract with the private consultant Shepherd, Lobe,
Costa, Inc.
Therefore, it is requested that the City Commission authorize the
City Manager to negotiate a contract with Shephard, Lobe, Costa,
Inc., which will include a stipulation of conditions and a
detailed scope of professional services. It is also requested
that the City Commission authorize the City Manager to allocate
$SO,000 from the filth year Community Development Block Grant
Funds which were appropriated for the purpose of publishing
marketing and information materials for the City and
neighborhoods.

I. PUBLIC NOTICE
The CITY OF MIAMI hereby invites interested parties to
submit proposals for the preparation and printing of a Marketing,
Promotion & Information Package. All proposals shall be
submitted in accordance with the Request for Proposals document,
which may be obtained from: Erdal Donmez, Department of
Development, 300 Biscayne Blvd. Way, Suite: 400, Miami, FL 33131,
(305) 579-3366. This document contains detailed and specific
information regarding the objectives of the City for this
project. This is a two phase proposal; phase I will identify the
proposers and their relevant professional experience; and phase
II will discuss the scope of services. The City has allocated
$50,000 for this project for all costs.
The City of Miami reserves the right to accept any
proposal deemed to be in the best interest of the City, to waive
any irregularities in any proposal, or to reject any or all
proposals and to re -advertise for new proposals . In making such
determinations, the City's considerations shall include, but not
be limited to: the proposer's experience, the minority
participation proposed, professional reputation of the proposer,
and the evaluation by the City of all information submitted in
support or explanation of the proposed Marketing, Promotion
Information Package.
Phase 1 proposals are due no later than 2:00 PM,
November 05, 1986, will only be received by the City Clerk's
Office, 3500 Pan American Drive, Miami, Florida 33133.

The City of Miami has become one of the major
international trading centres in the western hemisphere, anchored
by a strong economic base in banking and finance,'global
transportation facilities And communications networks, and new
and viable industries such as sophisticated health care services.
The City has been providing detailed information about this fast
growing area and its neighborhoods, ranging from attractions and
life-styles to commerce and industry, as well as compendium of
demographic, statistical and other business related data.
The City of Miami is committed to achieve its economic
development goals by promoting the City and it's neighborhoods
and major public/private development projects to potential
Investors, businesses, and individuals. Therefore, The City of
Miami is soliciting written proposals from those responsible and
qualified service providers, to furnish the City with a
Marketing, Promotion 5 Information Package to foster the economic
development objectives of the City whfch are noted below:
1) Assist by providing information to prospective
investors, businesses and residents on the
attributes of the City of Miami as a place to do
business and live;
2) Promote the City of Miami, selected neighborhoods
such as Allapattah, Coconut Grove, Little Havana
Model City, etc., and the major Public/Private
development efforts such as Bayside, Overtown Park
West Redevelopment Project, Latin Quarter Project,
etc., undertaken by the City.
The scope of services should address, but not be
limited to, the following items:
A high quality Marketing, Promotional & Information Package to
include:
1. A promotional and informational brochure about the City
of Miami's: organizational structure, development
opportunities, economy, trade, industries, transportation,
life-style, education, culture, etc.
2. Promotional and informational supplement brochures for
each of the eight selected neighborhoods of the City,
their characteristics, opportunities, recent developments,
maps, and other demographic and economic information.

3. Should additional funds become available, also
promotional and informational supplement brochures which
highlight specific areas and major public/private
development projects in the City.

The Community Development Department,the Department of
Development and the Planning Department will provide all the
relevant information and data for the project. The consultant
will be responsible for the preparation of the final copy,
graphic layout and design, special graphics and 5,000 copies of
the City brochure and 2,500 of each of the supplements.
III. CONTRACT BUDGET AND TERMS
The total approved budget for this Marketing, Promotion
& Information Package is $50,000. The service provider, in the
proposal, should orient the approach, work plan, and application
of the resources in such a manner as to produce the best possible
results within the budget.
IV. SELECTION OF PROPOSER
A firm with expertise in the area of copywriting,
graphics and capabilities of printing will be selected from among
those firms responding to this Request for Proposals for a joint
venture project.
.All proposals received will be.reviewed by a Marketing,
Promotion & Information Package Selection Committee, whose
members will be appointed by the City Manager of the City of
Miami.
Based on the information received during the proposal's
Phase I, certain proposers will be selected to participate in
Phase II of the proposal process. Those proposers that are
selected to participate in Phase II will be rated on, among other
criteria: credentials, previous experience with similar projects,
and minority involvement.
Once the selected proposers submit the proposals for
Phase II, the committee will screen each proposal for conformance
with the proposal submission requirements contained in this
Request for Proposals, will then interview selected proposers.
The committee will submit the results of the proposal evaluation
process to the Miami City Manager.

V. PROOOSAL SUBMISSION
Phase I proposals submitted in response to this
invitation must include the following information and should be
organized as follows: �.
Background information on the respondent, including such
information as:
a) the address of the principal office, the address of all
offices in the State of Florida, and the address of the
office which would be handling this project;
b) the individuals who would be assigned to the project,
their experience, and their responsibilities if the
proposer is selected;
c) the proposer's experience in developing and
implementing similar projects (also provide the name,
title, address, and telephone number of the contact person
in the client organization);
d) provide a portfolio of examples of proposer's present
and past work relevant to the City's needs, and .
demonstrating the high quality of proposer's concepts and
production;
c) whether or not the proposer.should be categorized as an
entity with minority ownership (51% or more of the equity
should be held by blacks, hispanics, or women); if not,
then provide previous subcontracting experience with
minority firms in Dade County (provide minority firm(s)
name and contact, telephone number, and contract dollars
awarded during 1984 and 1985); also provide number and
percentage of staff composed of blacks, hispanics and
women.
The Phase I proposal submission on background
information is to be delivered by 2:00 PM on•November 05, 1986,
as described in Section VI.

Based on the November 5 submissions, a selection review
committee will determine which professional organizations should
submit a Marketing, Promotion b Information Package proposal as
explained below. Those proposers invited to submit a Marketing,
Promotion & Inforsa.tiot% Package proposal will be notified by
November 16, 1986. An additional three weeks will be allowed, to
those invited proposers,, to submit their Marketing, Promotion b
Information Package proposals (more precise details will be
provided at the time of the invitation on/or before November 16,
1986). The Marketing, Promotion & Information Package proposal
should include:
Based on budgetary constraints, the submitted proposal
must include a breakdown of the allocation of the funds
(i.e., your organization's professional fees, graphics,
pictures, printing costs, etc.).

VI. PROPOSAL SUBMISSION INSTRUCTIONS
1. The City of Miami reserves the right to waive any
irregularities in the proposal submission process and reserves
the right to reject all proposals. The City also reserves the
right to further negotiate fees, tasks,and schedules subsequent
to selection of the underwriters. The Proposals must be limited
to no more than 15 pages. An original and ten (10) copies of the
proposal should be delivered no later than 2:00 PM on November
05, 1986, to:
