A RESOLUTION ALLOCATING $18,284 FROM SPECIAL
PROGRAMS AND ACCOUNTS, CONTINGENT FUND, FOR
THE PURPOSE OF FUNDING ANCILLARY COSTS AND
EXPENSES PERTAINING TO THE UPDATE OF ZONING
ORDINANCE 9500.
WHEREAS, Ordinance 9500, the Zoning Ordinance of the City of
Miami was adopted September, 1982, and took effect June 27, 1983;
and
WHEREAS, in the four years since Zoning Ordinance 9500 took
effect, it has become obvious that there are deficiencies in the
substance and procedures of the Ordinance; and
WHEREAS, the City Commission wishes to streamline the
development process and finds that an overall revision of Zoning
Ordinance 9500 would be in the best interests of the City of
Miami; and
WHEREAS, various costs and expenses, in addition to fees for
planning and technical zoning expertise services will exist
pertaining to the update of Zoninq Ordinance 9500; and
WHEREAS, funding for FY 186-187 ancillary costs and expenses
is available from Special Programs and Accounts, Contingent Fund;
and
WHEREAS, funding for FY 187-188 portion of costs and
expenses related to this updating shall be included in the FY
187-188 Annual Appropriations Ordinance;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY
OF MIAMI, FLORIDA:

Section 1. Funds for ancillary costs and expenses
pertaining to the update of Zoning Ordinance 9500 in the amount
of $18,284 is hereby allocated from the FY 186-187 Special
Programs and Accounts, Contingent Fund, with the remainder of
monies required for the costs and expenses related to this
updating to be appropriated in the FY 187-188 Annual
Appropriations Ordinance. CITY COMMSSICIN

It is respectfully recommended that the City Commission adopt the attached
resolution allocating $80,000 from Special Programs and Accounts - Contingencies
for the purpose of funding overall revisions to Zoning Ordinance 9500 for the
period of June 15, 1987 - June 14, 1988.
BACKGROUND
The Planning Department proposes a program whereby a professional and technical
team would undertake a 12 month effort to comprehensively revise and update Zoning
Ordinance 9500.
Zoning Ordinance 9500 took effect in June 1983. The Ordinance at that time was a
completely new approach to zoning in content, format and procedures. Some of
these approaches have proven to be sound; others have not held up in day-to-day
administration. Since 1983 there have been 19 comprehensive text revisions and
other single -subject text revisions. Yet, the general public still has difficulty
in using the ordinance to their satisfaction.
This 12-month effort and the professionally and technically demanding tasks
involved dictate the need to use a two -person team approach. This team, in turn,
would work closely with the Building and Zoning Department, under the general
supervision of the Planning Director.
This funding would underwrite two professional and technical services contracts
(see companion items) and ancillary supplies.
