RESOLUTION NO. 87-556
1 A RESOLUTION DESIGNATING THE PROJECT ENTITLED
THE "CITY-WIDE NEIGHBORHOOD PARK RENOVATIONS
PROJECT" AS A CATEGORY B PROJECT FOR TEN (10)
CITY PARKS ON A COLLECTIVE AND/OR ON AN
INDIVIDUAL BASIS AND AUTHORIZING THE CITY
MANAGER TO ADVERTISE FOR, ON A COLLECTIVE
AND/OR ON AN INDIVIDUAL PARK BASIS, THE
PROFESSIONAL SERVICES OF A QUALIFIED PLANNING
AND DESIGN CONSULTANT(S), THROUGH THE
COMPETITIVE SELECTION PROCESS, TO PREPARE
PLANS, SPECIFICATIONS AND TO OVERSEE CONSTRUC-
TION FOR SAID PROJECT(S), ON A COLLECTIVE
AND/OR ON AN INDIVIDUAL PARK BASIS; AUTHOR-
IZING THE CITY MANAGER TO APPOINT A COMPET-
ITIVE SELECTION COMMITTEE, ON A COLLECTIVE
AND/OR ON AN INDIVIDUAL PARK PROJECT BASIS,
FOR THE CONSULTANT SELECTION; FURTHER
APPOINTING WALTER E. GOLBY TO SERVE AS THE
CHAIRMAN OF SAID COMMITTEE; IN ACCORDANCE WITH
ORDINANCE NO. 9572, ADOPTED FEBRUARY 10, 1983,
WHICH ESTABLISHED PROCEDURES FOR CONTRACTING
SUCH PROFESSIONAL SERVICES AND WHICH ESTAB-
LISHED COMPETITIVE NEGOTIATION REQUIREMENTS
WITH REGARD TO THE FURNISHING OF SUCH
SERVICES.
WHEREAS, the City proposes to develop or renovate ten
(10) City Parks with funds available from the Citywide
Neighborhood Park Renovations Project; and
WHEREAS, the ten (10) City Parks to be developed or
renovated include African Square, Allapattah-Comstock,
Clemente, Grapeland, Hadley, Morningside, Range, Robert King
High, Virginia Key and Virrick; and
WHEREAS, the City will be seeking the professional
services of a qualified and an experienced planning and design
consultant(s) to provide complete professional design and
construction administration services for the project(s); and
WHEREAS, the City Manager recommends that the ten (10)
City Parks be designated a Category B Project on a collective
and/or on an individual basis, in accordance with the provi-
sions of Ordinance No. 9572, adopted February 10, 1983; and
WHEREAS, the City Manager further recommends that Walter
E. Golby, Director of the Department of Parks, Recreation and
Public Facilities be appointed as the Chairman of the

NOW, THEREFORE, BE IT RESOLVED BY THE; COMMISSION OF EHE
CITY OF MIAMI, FLORIDA:
Section 1. The project=entitled "City-wide Neighborhood
Park Renovations Project," which includes ten (10) City Parks
is hereby designated as a Category B Project, on a collective
and/or on an individual basis, in accordance with the
provisions of Ordinance No. 9572, adopted February 10, 1983,
which ordinance established procedures for contracting for
certain professional services and also established competitive
negotiation requirements with regard to the furnishing of such
services.
Section 2. The City Manager is hereby authorized to
advertise for, on a collective and/or on an individual basis,
the professional services of a qualified planning and design
consultant(s), through the competitive selection process, to
prepare plans, specifications and to oversee construction for
said project(s), on a collective and on an individual park
basis.
Section 3. The City Manager is hereby further authorized
to appoint a competitive selection committee, on a collective
and/or on an individual park project basis, for said
consultant selection, in accordance with the provisions of
Ordinance No. 9572.
Section 4. The City Commission hereby appoints Walter E.
Golby, Director of the Department of Parks, Recreation and
Public Facilities as Chairperson of said Competitive Selection
Committee in accordance with the provisions of Ordinance No.
9572.
