HomeMy WebLinkAboutR-87-0527J-87-530 b/2/875.7�� RESOLUTION N0. 8 �2 A RESOLUTION AUTHORIZING THE CITY MANAGER TO NEGOTIATE AND ENTER INTO AN AGREEMENT, IN A FORM ACCEPTABLE TO THE CITY ATTORNEY, WITH MIAMI-DADE COMMUNITY COLLEGE, FOR THE PURPOSE OF DEVELOPING THE LIBERTY CITY EDUCATIONAL CENTER; WITH SAID ALLOCATION OF FIVE HUNDRED THOUSAND DOLLARS ($500,000) APPROPRIATED BY ORDINANCE N0. 9991 OF THE ELEVENTH (11TH) YEAR COMMUNITY DEVELOPMENT BLOCK GRANT PROGRAM FUND; FURTHER ELIMINATING THE CASH CONTRIBUTION REQUIREMENT OF FIVE HUNDRED THOUSAND DOLLARS ($500,000) FROM METROPOLITAN DADE COUNTY AND DADE COUNTY SCHOOL BOARD. WHEREAS, the City Commission is committed to economic development and the expansion of trade and commerce; and WHEREAS, the promotion of economic and business development within the City of Miami is an important part of the City's economic development strategy; and WHEREAS, Miami -Dade Community College was donated a parcel of land and a physical structure located in the heart of the Model Cities/Edison Center Commercial district; and WHEREAS, the proposed Liberty City Educational Center will be designed to provide management training and technical assistance to existing and potential Black Business entrepreneurs; and WHEREAS, the proposed area's of study at the Liberty City Educational Center will include, but not be limited to, entrepreneurial training, business formation and incubation, and employment training and job assistance; and • A �j CITY C4MMSION MEETING OF J U N 11 1987 REWI.00N No. 87 27 REMARK& j WHEREAS, the State of Florida has appropriated $2.3 million dollars to Miami -Dade Community College, in its 1986-87 fiscal budget, for the purpose of rehabilitating and developing the proposed Liberty City Educational Center; and WHEREAS, the City has appropriated five hundred thousand dollars ($500,000) of Eleventh (11th) Year Community Development Block Grant funds for said purpose; and WHEREAS, as a result of the State of Florida's funding allocation, the City is desirous of negotiating and executing an agreement with Miami -Dade Community College, in an expeditious manner to begin the development of the Liberty City Educational Center; and WHEREAS, the City is willing to waive the matching cash contribution requirement from Metropolitan Dade County and Dade County Pablic School Board, respectively; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The City Manager is hereby authorized to negotiate and enter into a contract, in a form acceptable to the City Attorney, with Miami -Dade Community College which provides five hundred thousand dollars ($500,000) for the development of the Liberty City Educational Center. Section 2. The cash contribution requirement from Metropolitan Dade County and Dade County School Board is hereby eliminated. Funds for said Project are hereby allocated from Eleventh (11th) Year Community Development Block Grant Funds. Odio Miami -Dade Junior College FROM: City Manager REFERENCES: ENCLOSURES: RECOMMENDATION: It is respectfully recommended that the City Commission adopt the attached Resolution authorizing the execution of a contract, in a form acceptable to the City Attorney, between the City of Miami and Miami -Dade Junior College for the purpose of developing the Entrepreneurial Institute in the Model Cities/Edison Center target area. BACKGROUND: The Department of Community Development has analyzed the need to enterintoan agreement with Miami -Dade Junior College and provide technical and financial support in the development and establishment of the Entrepreneurial Institute. On December 13, 1984, the City Commission passed Motion No. 84- 1366 approving the concept of creating the Liberty City Educational Center. The proposed center would be designed as an outreach center for the technical and/or management training of existing and potential Black entrepreneurs. In addition, the aforementioned Motion stipulated that City funds in the amount of five hundred thousand dollars ($500,000) be appropriated in the preceding Community Development Block Grant fund program year. Also, that the City's funding would be contingent upon a matching cash contribution from Metropolitan Dade County and Dade County School Board, respectively. However, no final financial commitment has been received from either entityto date. The City Commission passed Ordinance No. 9991 appropriating said five hundred thousand dollars ($500,000) in the Eleventh (11th) Year Community Development Block Grant fund program. The State of Florida, as part of its programmatic fiscal budget for 1986-87, has appropriated $2.3 million dollars to Miami -Dade Junior College for the purpose of developing the Liberty City Educational Center. 9 -/ 87-"Zo -)27 R Honorable Mayor and Members of the City Commission Page 2 As a principal institution, Miami -Dade Junior College proposed to serve as the catalyst in developing and implementing the objectives of the Liberty City Educational Center. The program design will be to assist existing and potential minority entrepreneurs that are in need of practical management skills and knowledge related to operating a small business. The Educational Center will also be a resource for new entrepreneurs in providing management assistance in product evaluation, preparation of a business plan, financing, marketing, purchasing and inventory, etc. Community education will also be a part of the center's program, which will have non -degree related courses and/or programs. The site of the proposed center is located two blocks from the North -South Expressway (I-95) on the west side of 7th Avenue between N.W. 63rd & N.W. 64th Streets. The site contains approximately 22,684 square feet of space. Development of the site will entail demolition of the existing structure, and when completed, will house classrooms, secretarial career laboratories, microcomputer laboratory, entrepreneurial areas, offices and various support spaces. It is recommended that authorization be granted to the City administration to negotiate the terms and objectives of the City's funding allocation and to execute a contract agreement for said amount with Miami -Dade Junior College for the development of the Liberty City Educational Center.
