RESOLUTION NO.
A RESOLUTION CONCERNING THE DOWNTOWN DESK DASH
TO BE CONDUCTED BY THE DOWNTOWN MIAMI BUSINESS
ASSOCIATION ON JULY 17, 1987, PROVIDING FOR
THE CLOSURE OF DESIGNATED STREETS TO THROUGH
VEHICULAR TRAFFIC AND ESTABLISHING A
PEDESTRIAN MALL SUBJECT TO THE ISSUANCE OF
PERMITS BY THE DEPARTMENTS OF POLICE AND FIRE,
RESCUE AND INSPECTION SERVICES; AUTHORIZING A
ONE -DAY PERMIT TO SELL BEER AND WINE IN
CONNECTION WITH SAID EVENT SUBJECT TO THE
ISSUANCE OF ALL PERMITS REQUIRED BY LAW;
FURTHER ESTABLISHING AN AREA PROHIBITED TO
RETAIL PEDDLERS DURING THE PERIOD OF THE
EVENT;ALL CONDITIONED ON THE REQUIREMENT THAT
THE CITY WILL BE INSURED AGAINST ANY POTENTIAL
LIABILITY AND UPON ORGANIZERS PAYING FOR ALL
NECESSARY COSTS OF CITY SERVICES ASSOCIATED
WITH SAID EVENT.
WHEREAS, on June 11, 1987, the City Commission by Motion 87-
546, authorized the closure of certain streets in connection with
the Downtown Desk Dash to be conducted by the Downtown Miami
Business Association on July 17, 1987; and
WHEREAS, the Downtown Miami Business Association has
requested authorization to sell beer and wine and that retail
peddlers be restricted in the area of the event;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY
OF MIAMI, FLORIDA:
Section 1. In order to effectuate safe passage and
establish a temporary pedestrian mall during the Downtown Desk
Dash, the following streets are hereby closed to through
vehicular traffic from 7:00 A.M. to 12:00 Midnight on Friday,
July 17, 1987 as specified below:
Flaqler Street between Biscayne Blvd. and N.W. 2nd Avenue
West 1st Avenue between N.W. 1st Street and S.W. 1st Street
N.W. Miami Court between W. Flagler Street and N.W. 1st
Street
Included in the herein closure are all streets,
avenues, alleys, ways and thoroughfares which
intersect the enumerated areas delineated in this

Section 2. Such closing of streets is subject to State
approval and issuance of permits by the Departments of Police and
Fire, Rescue and Inspection Services. Said permit from the
Department of Police is to be issued upon the full approval of
the Chief of Police after giving all due consideration to the
safety and traffic needs of residents, businesses, and religious
institutions in the area for entering and crossing through said
arterials and upon the favorable exercise of the City Manager's
judgement predicated upon all factors set forth herein.
Section 3. Upon the issuance of a temporary permit by the
Florida Department of Business Regulation, Division of Alcoholic
Beverages and Tobacco, to sell beer and wine pursuant to City
Code 54-12.1, the request of the Downtown Miami Business
Association to sell beer and wine for a one -day period in
connection with the Downtown Desk Dash to be held July 17, 1987,
is hereby granted subject to the issuance of all permits required
by law.
Section 4. Pursuant to the provision of Ordinance No. 8851,
enacted September 28, 1978, all retail peddlers' occupational
licenses issued under the provisions of Chapter 31 of the City
Code, as amended, will not be valid July 17, 1987, during the
hours of 7:00 A.M. to 12:00 Midnight on the above designated
streets and on all intersecting streets for two blocks in all
directions.
Section 5. Such authorizations are hereby subject to the
organizers obtaining insurance requirements as mandated by the
City of Miami and paying for all necessary costs of City
services.

ENCLOSURES:
RECOMMENDATION:
It is respectfully recommended that the City Commission adopt the
attached resolution authorizing certain street closures,
establishing a pedestrian mall, authorizing the sale of beer and
wine and prohibiting retail peddlers in the area for the Downtown
Desk Dash. The street closures for this event are subject t•n the
issuance of permits by the Departments of Police and Fire. Rescue
and Inspection Services and conditioned upon the organizers
paying for the cost of City services.
BACKGROUND:
The Department of Community Development has prepared the
appropriate legislation for certain street closures establishing
a pedestrian mall, authorizing the sale of beer and wine and
authorizing the restriction of retail peddlers in the area in
connection with the Downtown Desk Dash to be conducted by the
Downtown Miami Business Association on Friday, July 17, 1987.
This event has become an annual event in the Downtown area.
On June 11, 1987 the City Commission by Motion.87-546, authorized
the closure of certain streets in connection with this event.
The Downtown Miami Business Association is
requesting the restriction of retail peddlers
permit for the sale of beer and wine in order
Downtown Desk Dash.
