Odio City Manager RECOMMENDATION: Resolution Allocating SUBJECT: $30,000 to Summer Youth Employment and Training Program REFERENCES: City Commission Agenda ENCLOSURES: Item June 25, 1987 It is respectfully recommended that the City Commission adopt the attached resolution allocating $30,000 of Eleventh Year Community Block Grant Funds: Contingencies for the operation of the City :)f Miami Summer Youth Employment and Training Program. BACKGROUND: The Department of Community Development is recommending that $30,000 of Eleventh Year Community Development Block Grant funds be allocated to provide supplemental equipment and materials for the 1987 Summer Youth Employment and Training Program (SYETP). At the City Commission meeting of May 28, 1987, the City Commission adopted Emergency Ordinance 10271 which authorized acceptance of a grant of $931,120 from the Department of Labor for operation of the City's SYETP. The SYETP will provide meaningful work experiences for 824 disadvantaged youth, ages 14 to 21. The Commission directed that these youth be placed in City Departments and that special projects be undertaken which would clean-up and beautify the City. To date, 759 positions have been identified in City departments. These positions include clerical assistants, teacher aides, recreational aides, painters, landscapers, field surveyors, inspection assistants, and sanitation assistants. Attachment I details the locations and categories of placements by departments. j As part of this effort, several special initiatives have been j developed which should result in an appreciable improvement of the appearance of the City's parks and public rights of way. [ - Twenty-three (23) parks will be improved, 'through sodding, landscaping, clean-up of playgrounds, and/or painting of buildings. The specific improvements to be undertaken are delineated in Attachment II. i i i ........... ON To: Honorable Mayor and Members of the City Commission - 2 - A special crew will assist the Department of Public Works Operations Division in maintaining the landscaping in public rights of way. A special maintenance crew will assist the Department of Solid Waste Operations Division in cleaning up major corridors. Specific assistance will be given to the White Wingers and the Trash detail. In addition, selected participants will receive training on the word processing program of the Burroughs computer system. In order to accomplish these special initiatives, staff has determined that various equipment and materials are required that cannot be obtained from the departments' budgets; nor can these items be obtained from the SYETP funds from the Department of Labor. These items include brooms, rakes, safety vests, gloves, safety shoes, paint, brushes, rollers, temporary supervisory personnel, transportation, background checks, etc. Staff estimates that approximately $30,000 are required to purchase the necessary equipment and other items. These funds are available from the Eleventh Year Community Development Block Grant: Contingencies, and the use outlined herein is an eligible activity. The allocation would be disbursed through the Department of Community Development's Neighborhoods Jobs Program, through which the SYETP is administered. It should be noted that City departments will not be able to absorb all 824 slots allocated for the SYETP. Therefore, staff is recommending that any slots remaining be allocated to positions requested at several area schools and to not for profit organizations which receive funding from the City of Miami. The attached proposed Resolution provides the vehicle to allocate the supplemental funds needed to achieve the goals of the City's 1987 SYETP.
