Odio City Manager RECOMMENDATION: DATE: J U N 3 0 1981 PILi: SUIBACT: Fire Department Senior Citizens' Home Safety Program Agreement REFERENCES: ENCLOSURES: It is recommended that the City Manager be authorized to execute an agreement, in a form acceptable to the City Attorney, with Senior Citizen Community Services Employment Program and Senior Centers of Dade County, Inc.•to utilize senior citizens, who are residents of the City, as Home Fire Safety Advisors. BACKGROUND: In June of 1978, the City of Miami first entered into agreement on behalf of the Department of Fire, Rescue, and Inspection Services with the Senior Community Service Program and Senior Centers of Dade County, Inc., to utilize senior citizens as Home Safety Advisors. The proposed continuation of this Fire Safety and Education Program necessitates execution of the agreement on an annual basis, beginning July 1, 1987, and terminating on June 30, 1988. This program involves up to 46 senior citizens in an ongoing, bilingual public safety education program to reduce fires caused by public ignorance and apathy. The senior citizens are supervised by department personnel in door-to-door home fire safety inspections, advisement to homeowners on benefits of early warning devices (smoke detectors), and also in giving general instructions in all phases of fire safety in the home. The Program is federally funded by the Title V, Older American Act `min the total amount of $180,968.80. Matching funds of at least ten percent (10%) are required by the Host Agency, allowable through contribution of in -kind services. The Miami Fire, Rescue and Inspection Services Department's contribution was $92,438.00 last year and is estimated not to exceed $98,727.60 this contract period.
