A RESOLUTION RATIFYING, APPROVING AND CONFIRMING, BY A 4/5THS AFFIRMATIVE VOTE OF THE MEMBERS OF THE CITY COMMISSION, THE ACTION OF THE CITY MANAGER IN FINDING THE DEMOLITION OF A THREE STORY APARTMENT BUILDING LOCATED AT 776 N.W. 11TH STREET TO BE AN EMERGENCY AND IN AUTHORIZING THE ISSUANCE OF AN EMERGENCY PURCHASE ORDER FOR SUCH DEMOLITION TO DELTA DEMOLITION FOR THE DEPARTMENT OF BUILDING AND ZONING AT A TOTAL PROPOSED AMOUNT OF $15,313.00; FUNDS THEREFOR ALLOCATED FROM THE DEMOLITION FUND ACCOUNT CODE #560502-340-110035. WHEREAS, pursuant to public notice, sealed bids were received May 27, 1987 for the furnishing of Demolition Services to the Department of Building and Zoning; and WHEREAS, invitations were mailed to thirty four (34) potential suppliers and seven (7) bids were received; and WHEREAS, funds for this purchase are available from the Demolition Fund Account Code #560502-340-110035; and WHEREAS, the demolition of this building is classified as an emergency based on this structure being vacant, unsecured and ha harbor for vagrants and undesirables where recent incidents have indicated this structure to be the source of extreme danger to neighboring residents; and WHEREAS, the City Manager has made a written finding that a valid emergency need existed for the herein service in order to rid the City of this eyesore; and NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. By an affirmative vote of four fifths (4/5ths) of the members of the City Commission, the City Manager's written findings that the demolition of a three story apartment building located at 776 N.W. llth Street is hereby accepted with funds therefor hereby allocated from the Demolition Fund Account Code #560502-340-110035. BACKGROUND: The Department of Building & Zoning has analyzed the need to execute the attached resolution for the award of bid for the demolition of a structure. Pursuant to public notice, sealed bids were received May 27, 1987 for furnishing materials and equipment needed to demolish and clear away the debris from the structure as directed by the Building & Zoning Department, Code Enforcement Section. The subject building has long been an eyesore. It is vacant, unsecured and a harbor for vagrants. It has been identified as a source of criminal activity and poses threats to Firefighters and Police Officers responding to frequent calls from endangered and outraged owners in the area, justifying the need for its removal.
