IN THE AMOUNT OF $5,500,00 FOR FURNISHING DEMOLITION SERVICES FOR THE DEPARTMENT OF BUILDING AND ZONING AT A TOTAL PROPOSED COST OF $29,328.00; ALLOCATING FUNDS THEREFOR FROM THE DEMOLITION FUND ACCOUNT CODE #560502-340-110035; AUTHORIZING THE CITY MANAGER TO INSTRUCT THE CHIEF PROCUREMENT OFFICER TO ISSUE PURCHASE ORDERS FOR THIS SERVICE. WHEREAS, pursuant to public notice, sealed bids were received June 17, 1987 for the furnishing of Demolition Services to the Department of Building and Zoning; and WHEREAS, invitations were mailed to thirty five (35) potential suppliers and seven (7) bids were received; and WHEREAS, funds for this purchase will be available from the Demolition Fund Account Code #560502-340-110035; and WHEREAS, this service will be used by the Department of Building and Zoning for the purpose of the demolishing structures located at 781 N.W. 55th Street and 1748--58-60-62 N.W. 36th Street; and WHEREAS, the City Manager and the Director of the Department of Building and Zoning recommend that the bids received from Juelle, Inc. and Wildcat Wrecking, Corp. be accepted as the lowest responsible and responsive bid; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section I. The June 17, 1987 bids of Juelle, Inc. in the amount of $23,828.00 and Wildcat Wrecking, Corp. for furnishing Demolition Services to the Department of Building and Zoning at a total proposed cost of $29,328.00 is hereby accepted with funds therefor hereby allocated from the Demolition Fund Account Code #560502-340-110035. However, a petition for a Temporary Restraining Order (TRO) has been filed in connection with this demolition activity; nevertheless, we recommend your adoption of this resolution in order to expedite the removal of this health hazzard in the event of a favorable conclusion to the TRO proceedings. For clarity, the resolution draft form distributed for Agenda Item #45 (Miami Convention Center/MCA Space Exchange) at today's meeting has been slightly modified and the original of the attached approved substitute resolution is being delivered to the City Clerk. No change whatever has been made in the substance of the draft form copy previously distributed. Due to a lack of factual recitals within the resolution draft form in connection with Agenda Item #62 (North District Police Substation/Architect), we have incorporated more comprehensive background and supporting information in the attached approved resolution. Our request for this additional material necessitated a redrafting of this item and we are delivering the original of the attached approved substitute resolution to the City Clerk. Odio ' V City Manager RECOMMENDATIONS: Resolution and Award SUBJECT: of Bid for Demolition of Structures -Bid No. 86-87-102 REFERENCES: ENCLOSURES: For City Commission Meeting, July 9th It is respectfully recommended that an Award be made and a Resolution be passed accepting the lowest responsive and re3ponsible Bid as received from Wildcat Wrecking, a Demolition Contractor, for the demolition and clearing away of debris from the property located at 781 N. W. 55 Street at a total cost of $5,500.00. Also, from Juelle, Inc., a Contractor, for the property located at 1748-54-58-60-62 N. W. 36 Street at a total cost of $23,828.00. BACKGROUND: The Department of Building & Zoning has analyzed the need to execute the attached resolution for the award of bid for the demolition of various structures. Pursuant to public notice, sealed bids were received June 1791987 for furnishing materials and equipment needed to demolish and clear away the debris from the structures as directed by the Building & Zoning Department, Code Enforcement Section. The subject buildings have become eyesores. Some are vacant, unsecured and a harbor for vagrants. Just in the recent past, they have been identified as sources of criminal activity. This along with the fact that they pose threats to Firefighters and Police Officers responding to the frequent calls from the equally endangered and outraged property owners in the area justify the need for their removal.
