A RESOLUTION CONCERNING THE INBOARD NATIONAL
HYDROPLANE CHAMPIONSHIPS TO RE HELD AUGUST 8 AND 9,
1987, AT THE MARINE STADIUM; ALLOCATING AN AMOUNT
NOT TO EXCEED $25,000 FROM SPECIAL PROGRAMS AND
ACCOUNTS, CONTINGENT FUND, AS A GRANT TO THE
FLORIDA INBOARD RACING CLUB TO BRING SAID EVENT TO
THE CITY, WHICH EVENT WILL BE TELEVISED FOR THREE
HOURS ON E.S.P.N. TELEVISION THEREBY PROMOTING THE
CITY OF MIAMI AND THE MARINE STADIUM; ALLOCATING AN
ADDITIONAL AMOUNT NOT TO EXCEED $10,000 FROM
SPECIAL PROGRAMS AND ACCOUNTS, CONTINGENT FUND, TO
COVER THE COST OF RENTAL OF THE MARINE STADIUM FOR
SAID EVENT; FURTHER AUTHORIZING THE USE OF
COMMUNICATIONS RADIOS AND RELATED EQUIPMENT FOR
SAID EVENT; SUBJECT TO AND CONTINGENT UPON
COMPLIANCE WITH SUCH CONDITIONS AND LIMITATIONS AS
MAY BE PRESCRIBED BY THE CITY OF MIAMI.
BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA:
Section 1. An amount not to exceed $25,000 is hereby
allocated from Special Programs and Accounts, Contingent Fund, as a
grant to the Florida Inboard Racing Club to bring the Inboard
National Hydroplane Championships to the Marine Stadium on August 8
and 9, 1987, which event will be televised for three hours on
E.S.P.N. television thereby promoting the City of Miami and the
Marine Stadium.
Section 2. An amount not to exceed $10,000 is hereby
allocated from Special Programs and Accounts, Contingent Fund, to
cover the cost of rental of the Marine Stadium for said event.
Section 3. The City Manager is hereby authorized to allow the
use of communications radios and related equipment for said event.
Section 4. The aforementioned allocations and approvals are
hereby subject to and contingent upon the organization's compliance
with any and all applicable administrative directives and/or
requirements.

Allocating

Championships
It is respectfully recommended that the City Commission adopt
the attached resolution allocating an amount not to exceed
$25,000 from Special Programs and Accounts. Contingent Fund,
as a grant to the Florida Inboard Racing Club in order to
bring the Inboard National Hydroplane Championships to the
Marine Stadium on August 8 and 9, 1987 and to secure three
hours of E.S.P.N. television coverage of the event.
Background:
The Department of Parks, Recreation and Public Facilities has
prepared the attached resolution as a result of Motion 87-226
which directed the City Manager to allocate an amount not to
exceed $25,000 to bring the Inboard National Hydroplane
Championships to Miami. The sponsor of the event is the
Florida Inboard Racing Club (F.I.R.C.) which has been the
City's co-sponsor for the past several Budweiser Unlimited
Hydroplane Regattas. The Inboard Championships which
are being promoted as "Miami Hydroblast 187" are expected to
draw over 5,000 spectators and approximately 180 race teams
from throughout the United States and Canada. The $25,000
grant, will enable the F.I.R.C. to secure three hours of
E.S.P.N. television coverage of the event which promotes the
City of Miami and the Marine Stadium. The F.I.R.C. will
enter into a standard agreement with the City for use of the
Marine Stadium.

WHAT IMPACT WILL THIS EVENT HAVE ON TOURISM AND REPUTATION
FOR THE CITY OF MIAMI?
The Inboard National Championships is expected to draw over
5000 spectators. Approximately 180 race teams from 20 different
states and Canada will compete in powerboat ra,-ings most demand-
ing event, last held in the City of !:iami in 1972. More
importantly Florida Inboard Racing Club feels this event will
highlight the City of Miami with ESPN filming (to be shown in
late fall) and active sponsorship of racing teams and classes by
Ford, Mercury Marine will assure media coverage of the event.
This race weekend will assemble the largest field of race boats
in 'the U.S. The slowest 85 MPH TO THE FASTEST 155 MPH, WITH 8 TO
12 BOATS IN EVERY HEAT WITH RACES STARTING EVERY 20 MIN.
The following demographics and informations is not news to
anyone involved with the City of Miami: MOTORBOAT RACING IS THE
HYBRID OF AMERICA`S TOP RANKED PARTICIPANT AND SPECTATOR SPORTS.
It is a relatively new sport specially prepared for commercial
Presentation. Performance boating (33,000 enthusiast surveyed);
76% are between the age of 19 and 40, 16% are over age 40, 81%
are married, 62% have annual income over $30,000 and 65% are
male.
Lou Nuta has been appointed Liaison by FIRC to the City of
Miami. Bob Craig is Race Coordinator, Chuck Ankrum is Race
Chairman. The Florida Inboard Racing Club, chartered and
sanctioned by the American Powerboat Association, -was organized
more than 23 years ago duribg the development of the Miami Marine
Stadium. Since then FIRC has sponsored and managed powerboat
races at the stadium and throughout the State of Florida. FIRC
in coorperation with the City of Miami'and Champion Spark Plug
and in recent years in partnership with the City of Miami and
Budweiser have successfully conducted the Unlimited Regatta at
the marine stadium.
