RESOLUTION NO.
A RESOLUTION AUTHORIZING THE CITY MANAGER TO
REQUEST BIDS FROM PRIVATE CONTRACTORS FOR THE
CONSTRUCTION OF SEVEN SINGLE FAMILY OWNER
OCCUPIED RESIDENTIAL UNITS ON THE PUBLICLY -
OWNED CARVER BRANCH -YMCA PROPERTY LOCATED AT
5770 NORTHWEST 15TH AVENUE IN THE MODEL CITY
COMMUNITY DEVELOPMENT TARGET AREA; FURTHER
ALLOCATING FUNDS IN THE AMOUNT OF $350,000
FROM PROJECT NO. 321034 "SCATTERED SITE
AFFORDABLE HOUSING DEVELOPMENT PROGRAM" TO
FUND THE COST OF CONSTRUCTING THE
ABOVEMENTIONED HOUSING UNITS.
WHEREAS, there exists in the City of Miami a severe shortage
of homes within the affordability range of families and
individuals of low and moderate income, and
WHEREAS, the City Commission recognizes the necessity to
stimulate the development of sales housing within the
affordability limits and purchasing power of families and
individuals of low and moderate income; and
WHEREAS, in October of 1986, the City Commission approved
implementation of the Scattered Site Affordable Housing
Development Program for the purpose of providing homeownership
opportunities to qualified low and moderate income purchasers in
the City's Community Development Target Areas; and
WHEREAS, in October of 1986, the City Commission also
authorized the issuance of $4,290,000 in Special Obligation
Bonds, 1986 Series A for the purpose of providing financing for
the construction of the single family homes planned under the
Program; and
WHEREAS, the City serving as Housing Developer, will be able
to deliver the housing units planned for construction under the
Program at sales prices affordable to low and moderate income
home buyers; and
WHEREAS, the City retained the services of three
architectural firms for the purpose of designing prototypical
housing units to be developed on an in -fill housing basis in the
City's Community Development Target Areas in connection with the

WHEREAS, final drawings and specifications have been
completed by the architectural firm of Cruz -Stark and Associates
for the development of seven (7) single family homes on the City -
owned Carver Branch -YMCA site which will commence implementation
of the City's Scattered Site Housing Development and Affordable
Homeownership Opportunity Program; and
WHEREAS, it is the City Manager's recommendation that the
Carver Branch -YMCA Demonstration Project be designated as a Black
contractor set -aside in accordance with the provisions of
Ordinance No. 10062; and
WHEREAS, in April of 1987, the City Commission amended the
Capital Improvement Project Ordinance No. 10187, establishing a
new Capital Project entitled "Scattered Site Affordable Housing
Development Program," Project No. 321034, and appropriated funds
in the amount of $3,997,800 from Special Obligation Bonds, 1986
Series A proceeds for the purpose of providing construction
financing for the Program; and
WHEREAS, the construction of seven single family homes on
the City -owned Carver Branch -YMCA site is estimated at a total
development cost of $400,000;
NOW, THEREFORE,BE IT RESOLVED BY THE COMMISSION OF THE CITY
OF MIAMI, FLORIDA:
Section I. The City Manager is hereby authorized to request
bids from private contractors for the construction of seven
single family owner occupied housing units to be developed on the
Carver Branch -YMCA site in the Model City neighborhood.
Section 2. The City Commission hereby designates the Carver
Branch -YMCA Demonstration Project as a Black contractor set aside
in accordance with the provisions of Ordinance No. 10062.
Section 3. Special Obligation Bonds, 1986 Series A proceeds
in the amount of $350,000 is hereby allocated to fund the cost of
constructing the above mentioned single family homes.

It is respectfully recommended that the City Commission adopt the
attached resolution authorizing the City Manager to request bids from
private contractors for the construction of seven (7) single family
owner -occupied residential :units planned for development on the City -
owned Carver Branch -YMCA site located at 5770 Northwest 15th Avenue
in the Model City neighborhood.
It is further recommended that the City Commission approve the City
Manager's recommendation designating t:.o Carver oranch-YMCA
Demonstration Project as a Black contractor set aside, in accordance
with the provisions of Ordinance No. 10062 - Minority/Women Business
Affairs and Procurement Program Ordinance. It is also recommended
that the City Commission approve allocating $400,000 in Special
Obligation Bonds, 1986 Series A proceeds to fund the cost of
construction and other related expenses associated with the
development of the seven dwelling units planned.
BACKGROUND:
Among Miami's greatest needs in the housing area is the need for
sales housing within the affordability range of low and moderate
income families, those with annual incomes ranging from $15,150 to
$35,625. The costs of land, materials, and labor in the Miami
housing market place effectively preclude the development of single
family homes within the purchasing power and affordability range of
the City's low and moderate income residents by the private housing
industry.
In an attempt to address this tremendous need for new affordable
homeownership opportunities for low and moderate income City
residents, the City Commission approved in October of 1986, the
implementation of the City's sponsored Scattered Site Housing
Development and Affordable Homeownership Opportunity Program With
the City of Miami serving as developer, it will be possible for the
City to construct and deliver new single family residential units at
sales prices affordable to low and moderate income purchasers in the
City's Community Development Target Areas.

Several months ago, the City retained the services of three (3)
architectural firms for the purpose of designing a prototypical
single family and duplex model in connection with the aforementioned
Program. Final plans and specifications for the development of a
three bedroom, two bath model has been completed by the
architectural firm of Cruz -Stark and Associates.
The Carver Branch -YMCA site, a .9 acre parcel, currently under
public ownership, located at 5770 Northwest 15th Avenue in the Model
City neighborhood, is being recommended as the location for the
City's first undertaking in the development of new single family
residential housing units under the Scattered Site . Housing
Development and Affordable Homeownership Opportunity Program. Seven
3 bedroom, 2 bath single family homes are proposed for development
on subject site.
The -roposed seven homes which will be located in the Model City
ne,-ihborhood will generate both employment and business
opportunities during construction. As a result, it is my
recommendation that the City Commission approve designating the
Carver Branch YMCA Demonstration Project as a Black contractor set -
aside in accordance with Ordinance No. 10062.
Approximately $3,998,800 in Special Obligation Bonds, 1986 Series A
is available for the purpose of providing construction financing for
the development of the housing units planned under the Program. The
cost of constructing the 1,350 square feet 3 bedroom, 2 bath single
family home planned for development on the Carver Branch -YMCA site
is estimated to cost approximately $50,000 per unit. Approximately
$400,000 in Special Obligation Bonds, 1986 Series A proceeds are
being recommended to fund the cost of construction and other related
expenses associated with the development of the seven (7) dwelling
units planned.
Barnett Bank has agreed to provide up to $380,000 in first position
mortgage financing commitments for the seven (7) single family homes
planned under the demonstration project. An additional $275,000 in
second mortgage financing will be provided by the City of Miami from
interest income derived from the investment of 1976 General
Obligation Bond proceeds subject to City Commission approval.
City Commission ratification of the attached resolution is
recommended.

RECOMMENDATION
It is recommended that the City Manager designate City of Miami
Housing Agency, Project No. 321034, "Scattered Site Affordable
Housing Development Program," Carver Branch YMCA Project (see
attached) as a Black contractor set -aside. t
SET -ASIDE JUSTIFICATION
According to the provisic.,s of Ordina ce 410062 - Minority/women
Business Affairs and Pro--irement Program Ordinance, we must be below
our minority procurement goal in order to reserve bidding on a
project for one of our three affected categories of vendors. As of
April, 1987 Black minority vendor procurement stood at 1.5% or
$633,000 of the total year-to-date procurement of $28,049,259.
The second requirement is for a sufficient number of vendors in the
affected category to insure competition among bidders. Attached
please find a list of black general contractors who have been
certified as eligible for bidding on such a project by Dade County.
The seven (7) homes which will be built in this phase of the City's
Scattered Site Affordable Housing Development Program will be
located on the old Carver YMCA site and are within the Model City
area, a predominantly black community. This fact, coupled with the
employment/supplier opportunities which the construction will
generate, support our recommendation that you designate this
project, estimated at $400,000, as a black set- ide.

This transmits for your review and execution PW Form 121R, which
will provide the Department of Public Works authorization to
advertise for bids for the construction of seven (7) three -
bedroom, two -bath single family homes on the publicly -owned
Carver Branch YMCA site. The subject housing units are being
developed under the City -sponsored Scattered Site Affordable
Development Program. Approximately $3,997,000 in bond proceeds
are available to provide construction financing for this Program.
My staff will be nand carrying this package between the
Departments of Finance, Planning, Management & Budget, and
General Services Administration for execution by your office.
Once executed, please have your secretary contact Jeff Hepburn of
my office in order that I may arrange transmittal to the next
office.
