("Motorola Solutions"), which was competitively solicited for a term of five (5) years with the option to renew for two (2), additional one (1) year periods, and will expire on March 12, 2025, subject to any renewals, extensions and/or replacement contracts by the Broward Sheriff's Office; allocating funds from Police's various sources of funds from the user Departments, subject to the availability of funds and budgetary approval at the time of need; authorizing the City Manager to execute the supplemental agreement, in a form acceptable to the City Attorney; further authorizing the City Manager to negotiate and execute any and all documents, including any amendments, renewals, and extensions subject to all allocations, appropriations and budgetary approvals having been previously made, compliance with applicable provisions of the Code of the City of Miami, Florida, as amended, ("City Code"), including, the City of Miami's Procurement Ordinance, Anti -Deficiency Act, and Financial Integrity Principles, all as set forth in Chapter 18 of the City Code, in a form acceptable to the City Attorney, and in compliance with all applicable laws, rules and regulations, as may be deemed necessary for said purpose. Background of Item: Police has a need for a License Plate Reader ("LPR") with related hardware, software, and installation to be able to enhance public safety by assisting in identifying possible vehicles involved in an investigation. This technology can alert law enforcement in real- time of vehicles that were used to participate in robberies, homicides and identify vehicles used in illegal dumping. LPRs also identify vehicles with wants (i.e., stolen vehicles) and warrants associated with them; they also provide a force multiplier for agencies by increasing officer efficiency and data sharing between law enforcement agencies. Procurement on behalf of Police recommends the access of the BSO Contract No. RLI 19053JLS for Base Layer Integration Software Platform for Our Real Time Crime Center, will enable the City to have an experienced and licensed company that will integrate, automate and geomap multiple data points from hardware and other software and programs that result in faster and more accurate deployment of resources. Said technology is anticipated to enhance the efficiency and effectiveness of law enforcement responses to all threats in the community. This contract was competitively solicited under full and open competition and meets all of the City's needs. Procurement worked diligently with Police to identify a contract for said services that had favorable contract terms and pricing for the City, which resulted in the recommendation to access the BSO Contract. This contract has a term of five (5) years with the option to renew for two (2), additional one (1) year periods, and will expire on March 12, 2025. The estimated fiscal impact is approximately $636,379.00 in total. WHEREAS, the City of Miami ("City") Police Department ("Police") has a need for a License Plate Reader ("LPR") with the related hardware, software, and installation to enhance public safety by assisting in identifying possible vehicles involved in investigations; and WHEREAS, said technology can alert law enforcement in real time of vehicles that were used to participate in crimes including, but not limited to, homicides, robberies, and illegal dumping; and WHEREAS, the LPR can also assist with stolen vehicles and warrants associated with them, they can provide a force multiplier for law enforcement by increasing officer efficiency and data sharing between agencies, and it is anticipated that it will also enhance the efficiency and effectiveness of law enforcement responses to all kinds of threats to the community; and WHEREAS, Motorola Solutions, Inc., a foreign profit corporation authorized to conduct business in Florida ("Motorola Solutions"), will enable the City with provision of an experienced and licensed company that will integrate, automate, and geomap multiple data points from hardware and other software and programs that will result in the faster and more accurate deployment of resources; and WHEREAS, the Broward Sheriff's Office ("BSO") Request for Letters of Intent ("RLI") Contract No. 19053JLS for the Base Layer Integration Software Platform for the Real Time Crime Center ("RTCC"), meets the needs of Police; and WHEREAS, Motorola Solutions will assist Police with integrating and automating the LPR hardware and other software and programs, on a contractual basis; and WHEREAS, pursuant to Section 18-111 of the Code of the City of Miami, Florida, as amended ("City Code"), the City's Chief Procurement Officer determined that the BSO RLI Contract No. 19053JLS was entered into, pursuant to a competitive process in compliance with the City's laws, policies, and procedures; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The recitals and findings contained in the Preamble to this Resolution are adopted by reference and incorporated as if fully set forth in this Section. Section 2. The accessing of the BSO RLI Contract No. 19053JLS for the provision of the Base Layer Integration Software Platform for the RTCC, on a contractual basis, for the Police LPR, pursuant to Section 18-111 of the City Code, with Motorola Solutions, which was competitively solicited for an initial term of five (5) years with the option to renew for two (2) additional one (1) year periods, effective through March 12, 2025, and subject to any renewals, extensions, and/or replacement contracts by the BSO, is hereby authorized.' Section 3. Funds shall be allocated from City Project No. 40-13233208 and such other various sources of funds from the user department, subject to the availability of funds and budgetary approval at the time of need. Section 4. The City Manager is hereby authorized' to execute the City's Supplemental Agreement, in a form acceptable to the City Attorney, for said purpose. Section 5. The City Manager is hereby further authorized' to negotiate and execute any and all documents, including any amendments, renewals, and extensions, subject to all allocations, appropriations, prior budgetary approvals, compliance with all applicable provisions of the City Code, including the City's Procurement Ordinance, Anti -Deficiency Act, and Financial Integrity Principles, all as set forth in Chapter 18 of the City Code, in forms acceptable to the City Attorney, and in compliance with all applicable laws, rules, and regulations, as may be deemed necessary for said purpose. Section 6. This Resolution shall become effective immediately upon its adoption. ' The herein authorization is further subject to compliance with all legal requirements that may be imposed, including but not limited to, those prescribed by applicable City Charter and City Code provisions.
