A RESOLUTION CONCERNING THE XI ANNUAL
CARIBBEAN YOUTH BASEBALL SERIES, ALLOCATING
AN AMOUNT NOT TO EXCEED $15t300 FROM SPECIAL
PROGWIS AND ACCOU"ri"S, CON'TINGE,ri' FUND, TO COWR THE
COSTS FOR RENT AND CITY SERVICES REQUIRED FOR
THE STAGING OF SAID SERIES AT THE BOBBY
MADURO MIAMI BASEBALL STADIUM FROM JULY 27
THROUGH AUGUST 1, 1987; FURTHER ALLOCATING AN
AMOUNT NOT TO EXCEED $20,000 FROM SPECIAL
PROGRAMS AND ACCOUNTS, CONTINGENT FUND AS A
ONE -'TIME GRANT TO THE SPONSORS OF SAID SERIFS
FOR OTHER EXPENSES CONNECTED WITH SAME;
DIRECTING THE DEPARTMENT OF CONFERENCES AND
CONVENTIONS TO WORK WITH SAID SPONSORS TO
LOCATE DONATIONS OF MEALS AND HOTEL ROOMS FOR
PARTICIPANTS IN SAID SERIES; PROVIDING THAT
NO CITY FUNDS BE GIVEN TO SAID SPONSORS
UNLESS AND UNTIL SAID SPONSORS AGREE 'THAT THE
CITY COMMISSION APPROVE, IN ADVANCE ANY
EXPENDITURE OF PROCEEDS FROM SAID SERIES AND
THAT THE CITY COMMISSION BE ALLOWED To
CONDUCT A POST -SERIES AUDIT; FURTHER SUBJECT
TO AND CONTINGENT UPON COMPLIANCE WITH SUCH
OTHER CONDIT[ONS AND LIMITATIONS AS MAY BE
PRESCRIBED BY THE CITY.
BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI,
FLORIDA:
Section 1. An amount not to exceed $15,300 is hereby
allocated from Special Programs and Accounts, Contingent Fund,to
cover the costs for stadium rent and City services required for
the XI Annual Caribbean Youth Baseball Series to be held at the
Bobby Maduro Miami Baseball Stadium July 27 through August 1,
1987.
Section 2. An additional. amount not to exceed $20,000 is
hereby allocated from Special Program and Accounts, Contingent
Fund,as a one-time grant to the sponsors of said series for other
expenses connected with same.
Section 3. The City Manager is hereby instructed to direct
the Department of Conferences and Conventions to work with said
sponsors to locate donations of meals and hotel rooms for
participants in said series.

Section 4. Said allocations are hereby subject to and
contingent upon compliance to the provision that the City
Commission approve in advance any expenditure of proceeds from
said series and that the City Commission be allowed to conduct a
post -series audit of said expenditures.
Section 5. The aforementioned allocations and approval are
hereby further subject to and contingent upon the sponsor's
compliance with any and all other applicable administrative
directives and requirements as may be prescribed by the City.

Emergency Approval of Baseball
Caps and Emblems

Your approval is requested to expend funds totaling $12,764.50
for the emergency purchase of 1200 baseball caps and 1200 bullion
emblems for the Papal visit on September 10, 1987. Public Safety
Devices and Lou's Tailoring are local uniform vendors that can
supply the emblems and caps, however, due to time constraints,
request is made to purchase the bullions directly from Commercial
Emblem Company and the baseball caps from Manhattan Miami
Corporation, in order for this Department to meet the August 31st
shipping deadline. Purchasing directly from manufacturers
instead of vendors will expedite delivery of these items.
Expenditure of these funds will be charged to account code
290201-075, Clothing City Purchase. The Police Finance Unit has
informed me that this expenditure will reduce the amount
allocated for police uniforms and there is a possibility that
funds will be exhausted prior to the end of the uniform contract.
Presently, I am not privy to another funding source that this
expenditure can be charged against.
Your approval is urgently needed as time is of the essence.
