A RESOLUTION CONCERNING THE PAPAL MOTORCADE
IN DOWNTOWN MIAMI ON SEPTEMBER 10, 1987,
PROVIDING AUTHORITY FOR THE CLOSURE OF
DESIGNATED STREETS TO THROUGH VEHICULAR
TRAFFIC AND ESTABLISHING A TEMPORARY
PEDESTRIAN MALL SUBJECT TO THE ISSUANCE OF
PERMITS BY THE DEPARTMENTS OF POLICE AND
FIRE, RESCUE AND INSPECTION SERVICES; FURTHER
ESTABLISHING AN AREA PROHIBITED TO RETAIL
PEDDLERS DURING THE PERIOD OF THE EVENT.
WHEREAS, on September 10, 1987, the Vatican City's head of
state will participate in a motorcade through downtown Miami, and
WHEREAS, in order to protect the safety and welfare of the
attending crowds it is necessary that certain street be subject
to closure to through vehicular traffic and that food and
beverages be made available to these spectators in a controlled
manner; and
WHEREAS, the organizers of the motorcade, including City
Police and the Secret Service, have requested that retail
peddlers be subject to restricted operations in that area;
NOW, THEREFORE,BE IT RESOLVED BY THE COMMISSION OF THE CITY
OF MIAMI, FLORIDA:
Section 1. In order to effectuate safe passage and to
establish a temporary pedestrian mall during the Papal Motorcade,
the streets contained within the following boundaries are hereby
authorized to be closed to through vehicular traffic from 12:00
noon to 10:00 p.m., or within those times as may be authorized
and designated by the Chief of Police, on Thursday, September 10,
1987:
a) Bounded on the South by the Miami River
b) Bounded on the North by NE 54th Street
c) Bounded on the East by Biscayne Bay
d) Bounded on the West by NE 2nd Avenue from the Miami River
to NE 37th Street, and by the FEC Railroad tracks from NE
37th Street to NE 54th Street
e) Included in the herein closure are all streets, avenues
and thoroughfares which are contained within the
enumerated area delineated in this section.

REMARKS:
Section 2. Such authority to close streets is subject to
all other governmental approvals and the issuance of permits by
the Departments of Police and Fire, Rescue and Inspection
Services. Said permit from the Department of Police is to be
issued upon the full approval of the Chief of Police after giving
all due consideration to the safety and traffic needs of
residents, businesses and religious institutions in the area for
entering and crossing through said arterials and upon the
favorable exercise of the City Manager's judgment predicated upon
all factors set forth herein.
Section 3. Pursuant to the provisions of Ordinance No,.
9880 enacted September 13, 1984, all retail peddlers licences
issued under the provisions of Chapter 31 of the City Code, as
amended, will not be valid on September 10, 1987, as authorized
by the City Manager during the hours of 8:00 a.m. to 10:00 p.m.
on streets contained within the above designated area south of NE
36th Street and on all contained and intersecting streets for two
blocks in all directions.

ENCLOSURES
Following the City Commission's discussion of concession
operations for the papal visit at the meeting of June 25, 1987,
staff of the Department of Parks, Recreation and Public
Facilities prepared the attached budget and survey of event
concessions. While we feel that City management of said
operations during the papal visit will be expensive, we may
achieve a greater level of control than would be allowed by an
outside contractor.
However, the attached survey of concession booth prices clearly
shows that the Commission's recommendation of $1,000 for
food/beverage sites, and $2,000 for merchandise sites are far too
high in the current market for these operations. The survey
shows that the average charge to a concessionaire for the
privilege to operate during street festivals and events is $430
per booth. It should also be noted that these festivals
"guarantee" the concessionaires that attendance will be
captivated for a given time span, generally 8 to 10 hours.
Usually, the event also includes other activities and
entertainment to hold. the crowd's attention. At this point in
time, the Police Department is unable to accurately predict the
level of attendance or the hours of operation (which depend on
street closures and attendance). These factors, guarantee of
attendance, entertainment and extended hours of operation, do not
exist for the papal motorcade, thus vendors have little chance of
recouping a high investment for this event.
By setting the entrance/permit fee this high, we run the risk of
not having any vendors respond to our invitation +-o operate
during the motorcade. Further, failure to have permitted
concessionaires on the site would deprive spectators from
accessable refreshments which is a danger to the health and well-
being of the attending crowds.

It is therefor recommended that the City Commission allow the
"permit" fee for concession operators during the papal motorcade
be reduced to $500 for either food, beverage or. mer-handise. If
100 spaces are allocated, this will bring in $50,000 gross
revenue.
It is requested that a member of your staff contact Dianne
Johnson at 6900 if you feel this reduction is not appropriate.
