A RESOLUTION CONCERNING THE LABOR DAY WEEKEND SHOPPING EVENT TO BE CONDUCTED BY THE COCONUT GROVE CHAMBER OF COMMERCE ON SEPTEMBER 6, 1987, AUTHORIZING THE CLOSURE OF DESIGNATED STREETS TO THROUGH VEHICULAR TRAFFIC AND ESTABLISHING A TEMPORARY PEDESTRIAN MALL SUBJECT TO THE ISSUANCE OF PERMITS BY THE DEPARTMENTS OF POLICE AND FIRE, RESCUE AND INSPECTION SERVICES AND THE REQUIREMENT THAT THE CITY WILL BE INSURED AGAINST ANY POTENTIAL LIABILITY; FURTHER ESTABLISHING AN AREA PROHIBITED TO RETAIL PEDDLERS DURING THE PERIOD OF SAID EVENT; CONDITIONED UPON THE ORGANIZERS PAYING FOR NECESSARY COSTS OF CITY SERVICES ASSOCIATED WITH SAID EVENT. BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. In order to effectuate safe passage and establish a temporary pedestrian mall during the Labor Day Weekend Shopping event to be conducted by the Coconut Grove Chamber of Commerce, the following streets are hereby closed to through vehicular traffic from 8:00 a.m. to 8:00 p.m. on Saturday, September 6, 1987. Commodore Plaza between Main Highway and Grand Avenue. Fuller Street between Grand Avenue and Main Highway. Included in the herein closure are all streets, avenues, alleys, ways and thoroughfares which intersect the enumerated areas delineated in this Section. Section 2. Such closing of streets is subject to the issuance of permits by the Departments of Police and Fire, Rescue and Inspection Services. Said permit from the Department of Police is to be issued upon the full approval of the Chief of Police after giving all due consideration to the safety and traffic needs of residents, businesses, and religious institutions in the area for entering and crossing through said arterials and upon the favorable exercise of the City Manager's judgement predicated upon all factors set forth herein,CITY COTiMISSIQN� DIE -LIIVC OF JUL 9 3 1987�yr $7— •�5-- IN No. r- Section 3. Such closing of streets is subject to the Coconut Grove Chamber of Commerce, obtaining insurance requirement as mandated by the City of Miami, General Services Administration Department. Section 4. Pursuant to the provision of ordinance No. 8851, enacted September 28, 1978, all retail peddlers' occupational licenses issued under the provisions of Chapter 31 of the City Code, as amended, will not be valid on Saturday, September 6, 1987, during the hours of 8:00 a.m. to 8:00 p.m. in the area of the public right of way included within and adjoining the streets and avenues described in Section 1, for two blocks in all directions. Section 5. Such authorization is hereby conditioned upon the organizers paying for all costs of City services associated with said event. PASSED AND ADOPTED this 23rd day of July , 1987. XAVIER L. 'he Miami Herald will be featuring Coconut Grove in a lengthly pull out section labor Day weekend and the Miami News will focus Coconut Grove in its Entertainment Section. The merchants -ouid Ake to welcome the many expected visitors to the Grove with street performers, artists and store front sales -all creating a pleasant day for shoppers and promoting; the variety of goods to be found in `)a Coconut Grove community, famous fir its artistic flavor in an area where the old mixes with the new in a tropic&. Setting. c;,ce Ine majority of visitors are expected the Sunday prior to Laoor Day, we have requested, through Sgt. Harvey Bach of t'e Ci:y of Miami Police Dept., that the following streets be closed cf- Sunday, September 6 from 8:00 A.M. to 8:00 P.M. The streets invulvnd are Fuller Street at the intersection of Fuller and Grano. Avenue to the intersection of Fuller and Main Highway (one block; and Commodore Plaza at .the intersection of Commodore and Grano :.venue to the intersection of Commodore and Main Highway (one block). We are hereby requesting that the City Commission provide a resolution granting the restriction of street vendors (peddlers.) in the Village center for the day of this event. This is not to include artists and performers. The merchants have been notified of the 5 ft. sidewalk access requirement. We recognize that it is probably too late to be placed on the July 23rd Commission agenda and therefore we are requesting that this be brought up as a "pocket" item, since this is the last Commission meeting before the event.
