RESOLUTION NO.
A RESOLUTION RATIFYING, APPROVING AND
CONFIRMING, BY A 4/5THS AFFIRMATIVE VOTE OF
THE MEMBERS OF THE CITY COMMISSION, THE
ACTION OF THE CITY MANAGER THAT THE
REQUIREMENTS FOR FORMAL COMPETITIVE SEALED
BIDS BE WAIVED AND THAT THE EMERGENCY
PURCHASE OF ONE (1) INFLATABLE BOAT WITH AN
OUTBOARD MOTOR AND A TRAILER FROM THE
COMPLEAT INFLATABLE, INC. TO BE USED BY THE
LIFEGUARDS AT VIRGINIA KEY BEACH FOR THE
PARKS, RECREATION AND PUBLIC FACILITIES
DEPARTMENT IN THE PROPOSED AMOUNT OF
$6,160.95 BE APPROVED; ALLOCATING FUNDS
THEREFOR FROM THE 1986-87 OPERATIW, BUDGET,
ACCOUNT NO. 490328-840.
WHEREAS, the public usage of the Virginia Key Beach has
increased and the potential for a serious accident has risen and
whereas recently a swimmer was hit by a boat and lifeguards had
difficulty bringing the victim to shore and in another accident a
shark was reported in the area and a lifeguard was forced to
investigate the situation on a surfboard; and
WHEREAS, an inflatable boat with a motor and a trailer
is necessary to provide proper rescue capability; and
WHEREAS, the administration perceived an urgent need
to acquire this equipment before the July 4th weekend; and
WHEREAS, funds for this purchase are available in the
1986-87 Operating Budget Account No. 490328-840; and
WHEREAS, the Director of Parks, Recreation and Public
Facilities has determined the validity of this emergency purchase
and recommends the waiver of formal sealed bids, and acceptance
of the purchase from Compleat Inflatable, Inc. in the proposed
amount of $6,160.95; and
WHEREAS, this determination has been approved and
adopted as the findings of the Chief Procurement Officer and of
the City Manager;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE
CITY OF MIAMI, FLORIDA:

Section 1. By an affirmative vote of four fifths
(4/5ths) of the Members of the City Commission, the City
Manager's written finding, that the purchase of one (1)
inflatable boat with an outboard motor and a trailer to be used
by the lifeguards at Virginia Key Beach for the Parks, Recreation
and Public Facilities Department constitutes an emergency, is
hereby ratified, confirmed and approved.
Section 2. The requirements for formal sealed bids for
the procurement of this equipment is hereby waived, and the
purchase from Compleat Inflatable, Inc. at a cost of $6,160.95 is
hereby approved with funds therefor allocated from the 1986-B7
Operating Budget Account No. 490328-840.
PASSED AND ADOPTED this 23rd day of July 1987.

Lifeguard Boat for
Virginia Beach
It is respectfully recommended that the City Commission adopt the
attached resolution ratifying, approving and confirming the
action of the City Manager that the requirement for formal
competitive sealed bids be waived and approving the emergency
purchase of an inflatable boat, outboard motor and trailer from
Compleat Inflatable, Inc., in the amount of $6,160.95 to be used
by lifeguards at Virginia Key Beach.
Background:
The Department of Parks, Recreation and Public Facilities
urgently needed to have an inflatable boat for use by its
lifeguards at Virginia Key Beach beginning with the busy 4th of
July weekend. There have been a variety of incidents at Virginia
Key Beach which have required the availability of a rescue boat.
City lifeguards have had to swim long distances to make rescues
and the return trip, without the aid of a rescue boat. As well
as serving as a rescue boat, the inflatable boat will be used to
keep boaters out of the restricted swimming area. The emergency
purchase was necessary to limit the City's liability at this
beach.
The boat will enable City lifeguards to make long distance
rescues of windsurfers stranded far from shore and swimmers who
jump from their boats and cannot swim all the way to the shore.
The boat was used extensively on the 4th of July weekend and the —
Department will continue to use it on a daily basis at Virginia
Key Beach.

ENCLOSURES:
The General Services Administration Department recommends your
approval of a request from ti-e Department of Parks; Recreation
and Public Facilities for the emergency purchase of one
inflatable boat with an outboard motor and a trailer, to be used
by the lifeguards at Virginia Key Beach.
As the public usage of the beach has increased, the potential for
-a serious accident has risen. Recently, a swimmer was hit by a

-In another incident; a shark was reported in the 'area and a
lifeguard was forced to investigate the situation on a surfboard.
A boat is necessary to provide proper rescue capability.
However; the boat must be light enough to pull up on the peach
and of shallow enough draft to operate olose to the beach;
therefore an inflatable boat with motor and trailer is advised.
It is recommended that the formal bid procedure be waived and
emergency purchase of this equipment be approved so the equipment
can be in place by the July 4th weekend. Approximate cost of
this equipment will be about $6;500. Funds are available in
account 490328-840; Parks, Recreation and Public Facilities'
