Dear Mr. de Quesada:
Thank you for your recent letter in which you express certain concerns regarding
above subject project.
As indicated to you previously, the County Manager's office has directed that
we not accept any proposals for review or funding until such time as a new CDC
rating and review policy have been established, in addition to approval of the
FY-88 Surtax Program budget.
We will be happy to consider your proposal along with others subsequent to
approval of the aforementioned prerequisites.
Your understanding of our position is appreciated.

To wit:
On April 1985 "CDC Community Development Corporation Surtax
Guidelines" were issued by your departmonL•, copy enclosed.
On May 8, 1985 the Office of Community and Economic Development
of Dade County (OCED) issued "Goals of CDC Joint Ventures under
the Surtax Program" which were elaborated into the document
with the same name'issued on June 12, 1985, copies enclosed.
Our proposal complies in substance and form with every item
required in the above mentioned guidelines. To my knowledge,
these guidelines establishing the criteria and procedures for
CDC participation in the Surtax program are still in effect.
Furthermore, OCED's guidelines do not apply to the "Las Palmas"
project, as it is not a joint. ve11tu27e. Never. L•helcss, i.L• complies
with all the st.nt:ed gon1s in HvtL• clocu►nenE specially goal 113
"To physically and economically upgrade a target area."
As you know, this particular project: is a priority of the City
of Miami. It is also the County's showcase as the first CDC
to achieve OCED's goal to built] capacity in the CDC's to. be
developers on their own using conventional financing.
On April 7, 1987 we officially presented the complete set of
drdw ngs to your staff. All along what we have been requesting
is the rating and processing of "Las Palmas" to be in the pipeline
when funding is available.

TheraEorat your unwillingness to process and rate our proposal,
using the existing guidelines and criteria is in -effect denying
COM due process.
In addition; your refusal to even examine and determine the
fundability of the project is in affect jeopardizing the whole
project inasmuch' we can not obtain firm financing commitments
either from the private banking sources or tho 19ttitt without
your acknowledgment that our project conr-orlits with the Progrb",
and will be considered for funding once the PY 1988 funds are
available.

As indicated to you in previous correspondence, no funding requests
or project presentations are scheduled on the August 20, 1987 Surtax
Council agenda.
Staff has not reviewed or rated the above project inasmuch as the
joint effort CDC project rating and selection policies and procedures
have not been established either by OCED or the Surtax staff.
We do not anticipate reviewing or rating any CDC projects until
such time as the FY-88 budget is approved, and appropriate selection
policies and procedures are established.
