BE IT RESOLVED BY THE COMMISSION OF T14E CITY OF MIAMI, FLORIDA: SECTION 1. The sum of $5,000 from the Special Programs and Accounts: Contingent Fund are hereby allocated as specified below: AGENCY/ AMOUNT Social Action of Little Havana, Inc. $5,000 TOTAL ALLOCATION $5,000 SECTION 2. The expressed intent- to allocate $30,000 from the FY'87 Emergency Shelter Grant, pending the approval and award of said grant from the U.S. Department of Housing and Urban Development, as specified below: AGENCY/ AMOUNT Social Action of Little Havana, Inc. $30,000 t. TOTAL ALLOCATION $30,000 SECTION 3. The City Manager is hereby authorized to enter into agreement., in a form accept -able to the City Attorney, with the aforementioned agency to implement its food cooperative program., subject to the conditions and limitations contained herein and in the City Code. Founded in 1977, we have dedicated ourselves to seeking ways and means of improving the quality of life for deprived and minority communities in Dade County. Our agency conducted a study from 1977, through 1986, of deprived and., minority communities. The focus of the study was to evaluate the quality and level of food cost, distribution, retailing acid transportation. The study concluded by stating that deprived and minority communities often suffer due to high costs of food prodUcts, the distances between their homes and markets and distributed within their community. The study also noted that the wort:: force was drawn from outside the deprived or minority community. The establishment of a food cooperative would benefit the target community by providing a low cost service while allowing greater control for the community in their financial destiny. The work force would be drawn from the target community therefore creating more employment opportunities. The following is a brief e-,planation of a Food co -Op Pilot Project. .. . 87-834 0 SOC t AL ACT I ON 09 L I TTLC 'WAVANA POOL CO-OP PROJECT The Food Co-op pilot Project Will be an innovative approach towards solving a series of acute prolefris confronting deprived and Minority communities in Dade County. Food Go -Op will I ncrease the level of control by the pebPle towards the transportation, distribution and retailing of food product%. The Food Co -Op Project will provide a major socio-economic boost within the target community. As proposed, the Project would: A) Provide more adequate and predictable budgeting for families on fixed income, limited resources and on government assistance programs. B) Greater availability of foods to the target area at a lower cost. C) Provide easier accessability to handicapped, elderly and disabled citizens. D) Greater financial independence for the affected people through ,job availability. Once the first Uear of awations is weer, way, it is of Paramount importance that funding for the 1988-89, Fiscal Year be secured. This will serve to establish a mare perpetual approach to community social programs, thus avoiding a "pitfall" effect and a setback: to the communities self sustainrtlent. Clearly, the Food Cc -Op Project will provide the target community with greater control of thei+^ finantial future. Food Co -Op can serve as a model for future programs in community restructuring and economic independence. i .
