'Roct3mmendation for itesoluti'on cover mouranduia.l$i-d tea. 85-88-46 Maboratary Services) Contract extension tNdL6.§UAt§; It is respectfully recommended that the City Commission adopt the attached resolution authorizing the contract extension of Bid No. 85-86-►96# in substantially the form attached, accepting the lowest responsible and responsive 'bid as received from Toxicology Testing Services for providing Laboratory Services on a contract basis for one (1) year# at a total estimated cost of $60,000. aACK0f20DtfiD: The Department of Personnel management has analyzed the need for an extension of the attached resolution. The proposed resolution extends the termination date of the contract by one (1) year to September 11, 1588. The extension is necessary so that Toxicology Testing Services can continue to provide laboratory services for pre -employment urine drug profiles for all prospective employees. Laboratory services will also include 1) annual -physical drug screen profiles for Police, Fire and Day Care employees and 2) testing of employees suspected of being under the influence of alcohol or may have been using, possessing, dispensing or selling any illegal drug or controlled substance not prescribed by a licensed physician. The need for laboratory services is outlined in Section 3(f) of Ordinance No. 8526 adopted by the City Commission on January 20, 1976. The specifications for this mandate are for the Department of Personnel Management to establish and maintain medical services which shall include a medical examination of employees and potential employees. Additionally, negotiated labor agreements allow substance abuse testing. Provisions have been made within the FY'87-88 budgets of the various operating departments and Special Programs and Accounts to defray the costs associated with laboratory services. Ir 87-190 M o.
