DEPARTMENT AS A CRISIS COUNSELOR,
WHEREAS, the City `Commission recognized the need and fully
supported the efforts of the Police Department to provide crisis
counselor services to members of the Department through their
authorization and passage of Resolution No. 86-640; and
WHEREAS, there is a positive need for the extension of the
services of a Crisis Counselor, asbeing currently provided by
Melbron E. Self, which include the availability of such services
forty (40) hours weekly and on a twenty-four 24 hour on -call
basis to act as a "sounding board" for police officers and their
families in dealing with such stressful situations; and
WHEREAS, pursuant to Article I of the Crisis Counselor
Contract, the City wishes to exercise its option to extend the
agreement under the same terms and conditions for an additional E
one (1) year period; and
WHEREAS, the extension of the contract, as amended, between
the City of Miami and Melbron E. Self will require additional
funding in the amount of $45,200 to cover the necessary costs and
expenses to be incurred by the Police Department; and
WHEREAS, funds to cover these necessary costs and expenses —
have not been included in the Police Department's normal
Operating Budget; and
WHEREAS, the Chief of Police has recommended adoption of
this resolution and the use of funds which are available in the
City of Miami Law Enforce

Section 2. The City Manager is hereby authorized; subject
to the availability of funds; to amend the original agreement; as
amended, under the same terns and conditions, in substantially
the form attached, with Melbron E. Self for consultant services
to the Police Department to include an additional one (1) year
extension to the contract period and an increase in funding of
$450200 to cover the necessary costs and expenses to be incurred

It is respectfully recommended that the City Cotemission adopt the
attached reoolution extending the crisis counselor professional
services agreement for a one ( 1 ) year period and allocating an
additional forty Five thousand and two hundred dollars ($45#200)
from the Lary Enforcement Trust purid to cover expenses resulting
from said extension; as Steil as authorizing the City Manager to
execute an amendment to the agreement, as previously amended,
between Melbron E. Self and the City of Miami, in substantially
the attached forth, to include the change in "contract period and
the allocation of additional monies.
BACKGROUND s
The Miami Police Department is currently receiving crisis
'
counseling services from Melbron E. Self under a professional
c
services agreement, as "amended, which is due to expire on
t
September 30, 1987. Under this agreement, as amended, the
members' of the Police Department have available to them the
following services: counseling, consultation, spiritual
{
guidance, and, upon request, administration of religious rites at
time of death or imminency, of death.-
The services currently provided by the crisis counselor are
routinely available forty (40) hours weekly and on a twenty four
(24) hour on -call basis. The crisis counselor provides a
"sounding board" for police officers and their families in
dealing with stressful situations and serves as a`buffer in
reducing potential crisis situations before they become
monumental.
The Chief of Police recommends that the existing professional
services agreement, as amended, be extended.
Funds to be allocated from the Law Enforcement Trust Fund.
