A RESOLUTION CONCERNING A BICYCLE RACE TO RE
CONDUCTED BY SOCIEDAD OEPORTIVA ZAS OCTOBER
12, 1987, PROVIDING FOR THE CLOSURE OF
DESIGNATED STREETS TO THROUGH VEHICULAR
TRAFFIC AND ESTABLISHING A PEDESTRIAN MALL
SUBJECT TO THE ISSUANCE OF PERMITS BY THE
DEPARTMENTS OF POLICE AND FIRE, RESCUE AND
INSPECTION SERVICES. AUTHORIZING A ONE -DAY
PERMIT TO SELL BEER AND WINE IN CONNECTION
WITH SAID EVENT SUBJECT TO THE ISSUANCE OF ALL
PERMITS REQUIRED BY LAW; FURTHER ESTABLISHING
AN AREA PROHIBITED TO RETAIL PEDDLERS DURING
THE PERIOD OF THE EVENT; CONDITIONED UPON THE
ORGANIZERS PAYING FOR THE NECESSARY COSTS OF
CITY SERVICES ASSOCIATED WITH SAID EVENT AND
THE REQUIREMENT THAT THE CITY WILL BE INSURED
AGAINST ANY POTENTIAL LIABILITY.
WHEREAS, Sociedad Deportiva Zas will conduct a Bicycle Race
in Downtown Miami on October 12, 1987; and
WHEREAS, certain streets must be closed to through
vehicular traffic establishing a pedestrian mall to insure the
safety of the participants and pedestrians attending this event;
and
WHEREAS, the organizers of the event have requested the
restriction of retail peddlers in the area of the race and
permission to sell beer and wine for a one -day period during the
specified hours of the event;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY
OF MIAMI, FLORIDA:
Section 1. In order to effectuate safe passage and
establish a temporary pedestrian mall during the Bicycle Race, to
be conducted by Sociedad Deportiva Zas, the following streets are
hereby closed to through vehicular traffic from 8:00 A.M. to 5:00
P.M. on Monday, October 12, 1987 as specified below:
Biscavne Blvd. between S.E. 2nd Street to N.E. 2nd Street
Included in the herein closure are all streets,
avenues, alleys, ways and thoroughfares which
intersect the enumerated areas delineated in this
Section.

Section 2. Such closing of streets is subject to State
approval and issuance of permits by the beparttnehts of Police and
fire, Rescue and Inspection Services, said permit from the
Department of Police is to be issued upon the full approval of
the Chief of Police after giving all due consideration to the
safety and traffic needs of residents, businesses, and religious
institutions in the area for entering and crossing through said
arterials and upon the favorable exercise of the City Manager's
judgement predicated upon all factors set forth herein.
Section 3. Upon the issuance of a temporary permit by the
Florida Department of Business Regulation, Division of Alcoholic
Beverages and Tobacco, to sell beer and wine pursuant to City
Code 54-12.1, the request of Sociedad Deportiva Zas to sell beer
and wine for a one -day period in connection with a Bicycle Race,
is hereby granted subject to the issuance of all permits required
by law.
Section 4. Pursuant to the provision of Ordinance No. 8851,
enacted September 28, 1978, all retail peddlers' occupational
licenses issued under the provisions of Chapter 31 of the City
Code, as amended, will not be valid on October 12, 1987, during
the hours of 8:00 A.M. to 4:30 P.M. on the above designated
streets and on all intersecting streets for two blocks in all
directions.
Section 5. Such authorizations are hereby conditioned upon
the organizers paying for all cost of City services associated
with said event and the requirement that the City insured against
any potential liability.

RECOMMENDATION:
It is respectfully recommended that the City Commission adopt the
attached resolution authorizing the closure of certain streets,
establishing a pedestrian mall, granting a one -day permit to sell
beer and wine and restricting retail peddlers in the area in
connection with a Bicycle Race to be conducted by Sociedad
Deportiva Zas on Columbus Day, Monday, October 12, 1987. The
street closures are subject to the issuance of permits by the
Departments of Police and Fire, Rescue and Inspection Service.
The organizers are paying for the necessary costs of City
services associated with said event and the requirement that the
City will be insured against any potential liability.
BACKGROUND:
The Department of Community Development has prepared the
appropriate legislation in connection with a Bicycle Race to be
conducted by Sociedad Deportiva Zas on Monday, October 12, 1987
in the Downtown area.
The Department of Community Development, in conjunction with the
Police Department, assisted the organizers of the race in the
design of the course. The Police Department has given
preliminary approval for the street closures.
