HomeMy WebLinkAboutR-87-0793J=81=199 + 8/12/87 RESOLUTION NO, 137-179 3r A RESOLUTION CONCERNING THE BICENTENNIAL OF THR CONSTITUTION CELEBRATION PARADE TO BE CONDUCTED BY METROPOLITAN DADE COUNTY ON SEPTEMBER 171 1987, PROVIDING FOR THE CLOSURE OF DESIGNATED STREETS TO THROUGH VEHICULAR TRAFFIC SUBJECT TO THE ISSUANCE OF PERMITS BY THE DEPARTMENTS OF POLICE AND FIRE, RESCUE AND INSPECTION SERVICES; CONDITIONED UPON THE REQUIREMENT THAT THE CITY WILL BE INSURED AGAINST ANY POTENTIAL LIABILITY AND UPON ORGANIZERS PAYING FOR ALL NECESSARY COSTS OF CITY SERVICES ASSOCIATED WITH SAID EVENT, WHEREAS, Metropolitan Dade County will conduct a Bicentennial of the Constitution Celebration Parade in the Downtown area on September 17, 1987; and WHEREAS, certain streets must be closed to through vehicular traffic during specified dates and hours to insure the safety of the participants and pedestrians attending this event; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. In order to effectuate safe passage during the Bicentennial of the Constitution Celebration Parade, the following streets are hereby closed to through vehicular traffic from 10:00 A.M. to 2:30 P.M. on Thursday, September 17, 1987, as specified below: Flaaler Street between East 3rd Avenue and West 2nd Avenue S.E. 3rd Avenue between East Flagler Street and S.E. 1st Street Included in the herein closure are all streets, avenues, alleys, ways and thoroughfares which intersect the enumerated areas delineated in this Section 2. Such closing of streets is subject to State approval and issuance of permits by the Departments of Police and Fire, Rescue and Inspection Services. Said permit from the Department of Police is to be issued upon the full approval of the Chief of Police after giving all due consider -- CITY COMMISSION MEETING OF SEP 8 1987 No. safety and traffic needs of residents, businesses, and religious institutions in the area for entering and crossing through said arterials and upon the favorable exercise of the City Manager's judgement predicated upon all factors set forth herein. Section 3. Such closing of streets is hereby conditioned upon the organizers paying for all costs of City services associated with said event and the requirement that the City be insured against any potential liability. September 8, 1987 It is respectfully recommended that the City Commission adopt the attached resolution authorizing the closure of certain streets in connection with the Bicentennial of the Constitution Celebration Parade to be held in Downtown conducted by Metropolitan Dade County on Thursday, September 17, 1987. The street closures are subject to the issuance of permits by the Departments of Police and Fire and Rescue and Inspection Services and the organizers paying for the necessary cost of City services. BACKGROUND: The Department of Community Development has prepared the appropriate legislation in connection with a parade to be conducted by Metropolitan Dade County on Thursday, September 17, 1987 from 11:00 AM to 1:30 PM on Flagler Street, in the Downtown area, to commemorate the Bicentennial of the Constitution.
