TO OPERATE ITS SENIOR ADULT DAY CARE CENTER AT LEGION PARK; FURTHER AUTHOR1ZING THE CITY MANAGER TO ENTER INTO AGREEMENT WITH SAID AGENCY, IN A FORM ACCEPTABLE TO THE CITY ATTORNEY. WHEREAS, the City Commission adopted Resolution No. 87-560 at its meeting of June 11, 1987, which allocated $1,791,000 of 13th Year Community Development for public services to agencies providing social service projects to City residents; and WHEREAS, Resolution No. 87-560 also expressed the City Commission's intent to allocate the balance of unexpended 12th Year Community Development Block Grant Funds for public services, if available, in the following manner: the first $3,850 to the Lions Home for the Blind, Inc. (formerly called the Industrial Home for the Blind Foundation, Inc.), the next $2,265 to the Association for the Useful Aged, Inc. and the next $20,000 to the Catholic Community Services, Inc./Centro Mater Little Havana Childcare; and WHEREAS, the City Commission passed Motion 87-738 which instructed the administration to consider the Miami Jewish Home and Hospital for the Aged, Inc. for funding if Commnuity Development funds become available; and WHEREAS, a fund balance of $58,293 of unexpended 12th Year Community Development Block Grant funds for public services has been identified NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: SECTION 1. $32,178 from the fund balance of unexpended Twelfth Year Community Development Block Grant funds, previously appropriated by Ordinance No. 10112 adopted June 12, 1986 and Ordinance No. 10145 adopted September 11, 1986, is hereby allocated as specified: CITY C4I�3�2�0N � MEETING OF SEP 8 1987 zcaoLurIov No.8'�--'7��46 41AAHKS: - AOP.NCY/PRO41�(T AMOUNT Miami Jewish 11oMe and Hospital for the $32,178 Aged, Inc. Funds for public services 01torrhENCEiv Commission Agenda Item September 8, 1087 (ENCLOSURES:Four (4) Resolutions It is respectfully recommended that the City Commission adopt the attached resolutions allocating the balance of unexpended 12th Year Community Development Funds for public services in the following manner: M BSO to the Lions Home for the Blind, Inc. (formerly the Industrial Home for the Blind Foundation, Inc.), $2,265 to the Association for the Useful Aged, $20,000 to Catholic Community Services, Inc./Centro Mater and $32,178 to the Miami Jewish Home and Hospital for the Aged, Inc.; and further authorizing the City Manager to enter into agreement or amend existing agreements with the aforesaid agencies in a form acceptable to the City Attorney. BACKGROUND: The Department of Community Development recommends that the City Commission adopt the attached four (4) resolutions formalizing previous legislation adopted by the City 'Commission. At the public hearing for the allocation of 13th Year Community Development Block Grant Funds, the City Commission adopted Resolution No. 87-560 which allocated $1,791,000 of 13th Year C.D. Funds for public services. Through this resolution, the City Commission also expressed its intent to allocate the balance of unexpended 12th Year C.D. funds for public services in the following manner: the first $3,850 to the Lions Home for the Blind, Inc. (formerly the Industrial Home for the Blind Foundation, Inc.), the next $2,265 to the Association for the Useful Aged, Inc. and the next $200000 to the Catholic Community Services, Inc./Centro Mater. At its meeting of July 23, 1987, the Commission passed Motion 87-738 which instructed the administration to consider funding the Miami Jewish Home and Hospital for the Aged if Community Development funds became available. Staff has closed out 12th Year Community Development agreements with agencies providing social services to City residents and identified a balance of $58,293 of unexpended funds. Therefore, unexpended 12th Year C.D. funds are available to meet the expressed intent to provide funds to the Lions Home for the Blind, Inc., Association for the Useful Aged, Inc. and Catholic Community Services, Inc./Centro Mater V`,. F Honorable Mayor and Members ab 2 mb of the City Commission as previously outlined. 2n addition, $32,178 is available to allocate to the Miami Jewish Home and Hospital for the Aged. Inc. Following is a brief overview of each of the services provided by the four (4) agencies: 1. Lions Home for the Blind,_ Inc. - This Agency provides enrichment act v t es to blind residents of the City of Miami, primarily from the Little Havana target area. The Agency received $49#710 of 13th Year Community Development Block Grant funds. The additional $3,850 would restore the allocation to the Lions Home for the Blind to $53,560, the same level as last year. 2. Association for the Useful Aged, Inc. - This Agency provides commun ty information education, food packages and casework services to approximately 1,400 elderly City of Miami residents primarily from the Little Havana target area. The Agency received $44,679 of 13th Year Community Development Block Grant funds. The additional $2,265 would increase the allocation to the Association for the Useful Aged to $46,944, a $15,000 increase over 12th Year funding. 3. Catholic Community Services, Inc./Centro Mater - Centro Mater received $70,000 of 13th Year Communx-`ty Development funds to provide after school and summer camp activities to over 300 City youth between the ages of 5-14. The additional $20,000 will be directed to the Agency's Headstart project to provide child care services to 170 children six weeks to 5 years ,old. The additional $20,000 allocation would restore funding to Centro Mater at $90,000, the same level as last year. 4. Miami Jewish Home and Hospital for the Aged, Inc. - This Agency Is under contract for the period October 1, 1986 through September 30, 1987 to provide senior adult day care services to a minimum of 80 elderly City of Miami residents at the City owned Legion Park. During the 1986-87 budget hearings, the City Commission designated that $150,000 from the budget of the Department of Parks, Recreation and Public Facilities be directed to food programs. From this amount, this Agency received $75,000. The Agency was un3uccessful in its request for 13th Year Community Development Block Grant funds in June. However, representatives from the Agency appeared before the Commission at the July 23, 1987 meeting to again request City funding. The Agency indicated that it is requesting funds to maintain the existing funding level. The Commission passed a motion directing the administration to consider the Agency for funding if Community Development funds became available. The $32,178 recommended in the attached resolution reflects the balance 87-7-1b Z- Honorable Mayor and Members 3 of the City Commission of unexpended 12th Year funds after allocating funds to agencies.
