THIS SPECIAL EXCEPTION IS FILED IN CONJUNCTION WITH SPECIAL EXCEPTION REQUEST FOR REDUCTION IN THE NUMBER OF RESERVOIR SPACES FOR A DRIVE-IN FACILITY ON ABOVE SITE AND HAS A TIME LIMITATION OF TWELVE MONTHS IN WHICH A BUILDING PERMIT MUST BE OBTAINED. WHEREAS, the Creditbank, a financial institution, located at 2800 Biscayne Boulevard, Miami, Florida, desires to install drive-in facilities in conjunction with its financial institution for its property located at 253 Northeast 28th Street and 254 Northeast 29th Street, Miami, Florida, more particularly described herein; and WHEREAS, the City Commission has determined that it wishes to review all applications for the installation of drive-in facilities; and WHEREAS, the Miami Zoning Board at its meeting of July 6, 1987, Item 20 following an advertised meeting, adopted Resolution ZB 82-87 by a nine to zero (9-0) vote granting the Special Exception subject to the approval of the City Commission as listed in Ordinance 9500, as amended, the Zoning Ordinance of the City of Miami, Schedule of District Regulations, Page 4 of 6, CR-3 Commercial Residential (General), and CR-1 Commercial Residential, (Neighborhood), Principal Uses and Structures, to permit a drive-in facility for a financial institution 1pcRt+ed.at �GITY COsSI, MEETING OF SEP 22 1987 �w��wiewMws.�w+� • . ;Y C r approximately 2800 Biscayne Boulevard, for its property located at 253 Northeast 28th Street and 254 Northeast 29th Street, Miami, Florida, also described as Lot 190 BANKERS PARK, as recorded in Plat Book 2 at Page 53, of the Public Records of Dade County, Florida, as per plans on file, subject to the teller structure, as indicated on the plans, being moved 5 feet to the east, subject to a five foot landscape buffer to be approved by the Planning Department, and further subject to City Commission review; zoned CR-3/7 Commercial Residential (General). The small proposed buffer of only two feet (2' ) between the west drive-in teller window and the adjacent existing multiple family residential building is not enough and would create a negative impact on the residential use. The Planning Department is recommending that the open space area to the east of the drive-thru lane be shifted to the west and be fully landscaped. By doing so, the curve of the drive-thru lane would be flattffad, there would be an easier circulation of vehicles and a meaningful buffer would be created between the drive-in tellers and the adjacent apartment building. The Planning Department also does not favor the emerging of three lanes into two as proposed for the drive-in facility; unless there is somebody there at peak hours, a situation of conflict would be created among motorists. ty PUBLIC WORKS No dedication is required.
