RESOLUTION NO. 041 -RA!
A RESOLUTION CONCERNING AN INAUGURATION
CEREMONY TO BE CONDUCTED BY THE NEW WORLD
SCHOOL OF THE ARTS ON OCTOBER 1, 1987,
PROVIDING FOR THE CLOSURE OF DESIGNATED
STREETS TO THROUGH VEHICULAR TRAFFIC, -
ESTABLISHING A PEDESTRIAN MALL SUBJECT TO THE
ISSUANCE OF PERMITS BY THE DEPARTMENTS OF
POLICE AND FIRE, RESCUE AND INSPECTION
SERVICES; CONDITIONED UPON THE REQUIREMENT
• THAT THE CITY WILL BE INSURED AGAINST ANY
POTENTIAL LIABILITY AND UPON THE ORGANIZERS
PAYING FOR ANY NECESSARY COSTS OF CITY
SERVICES ASSOCIATED WITH SAID EVENTS.
BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI,
FLORIDA:
Section 1. In order to effectuate safe passage and
establish a temporary pedestrian mall during the inauguration
ceremonies for the New World School of the Arts, the following
streets are hereby closed to through vehicular traffic from 3:00
P.M. to 9:00 P.M. on uctober 1, 1987 as specified below:
X.E. 4 Street from Biscayne Blvd. to N.E. 2 Ave.
Included in the herein closure are all streets,
avenues, alleys, ways and thoroughfares which
intersect the enumerated areas delineated in this
Section.
Section 2. Such closing of streets is subject to State
approval and issuance of permits by the Departments of Police and
Fire, Rescue and Inspection Services. Said permit from the
Department of Police is to be issued upon full approval of the
Chief of Police after giving all due consideration to the safety
and traffic needs of residents, businesses, and religious
institutions in the area for entering and crossing through said
arterials and upon the favorable exercise of the City Manager's
judgement predicated upon all factors set forth herein.

Section 3. Such closing is hereby subject to the organizers
obtaining insurance requirements as mandated by the City of Miami
and paying for any necessary costs of City services.

Dear Commissioner Kennedy:
Pursuant to our telephone conversation of AuguBt 31st, I'm providing you
with details regarding our Grant Opening Event" scheduled for October 1,
1987. The event is meant to provide a festive open house format for the
parents of our students and aproximately 1,500 - 2,000 individuals from
the community who have been supportive of our efforts. I have attached
a memo I sent to Dr. Kathie Sigler, Dean of Administration at the Wolfson
Campus, that gives more specific details on the opening.
Critical to the effort is the need to have N.E. 4th Street closed at both
N.E. 2nd Avenue and Biscayne Boulevard, in order to insure safety for the
pedestrians. We anticipate this is where we need your assistance since
this action will require commission approval. You indicated during our
conversation that you would put me on the agenda for September 23 so that
I could make this request.
I also mentioned that the event is estimated to cost approximately $10,000.
Thus far we have sponsors, Terremark Inc., Coca Cola, and Entenman's Inc.
for the refreshments for the public and for the reception for our founding
sponsors and dignitaries. We still could use some support to help defray
additional costs that are pending. These are estimated at $3,000. If
there is any way the city could assist us, please let me know.
On behalf of our Provost Richard Klein, and all of the staff at the New
World School of the Arts, I thank you for your support and interest. We
look forward to having you and the other commissioners at our opening
and anticipate many future events where together we can promote not only
• our school, but this wonderful city we live in.

SUBJECT: OPENING EVENT FOR NWSA
This is an update on plans for the "Grand Opening Event" for the New World
,bSchool of the Arts. As per your recommendations, I met with Christina
Mateo and suffice to say, she is extraordinary. Not only did she provide
me with a lengthy list of sources. but she made suggestions that will make
this and future events successful and cost effec1ve.
The date is scheduled for October 1. from 4:30 p.m. to 7 p.m. This does
not conflict with any Wolfson or City of Miami events, as the only other
activity planned is the opening of an art exhibit at the Interamerican
Center which runs later than our "openin8'. The format we will follow is
not different than many you have held on the campus. We will ask the city
to close off Northeast Fourth Street at Northeast Second Avenue and at
Biscayne Boulevard, thus keeping the flow of traffic open on Second Avenue
and allowing for foot traffic to move freely from the NCNB building to the
other studios across the street. Barricades, police, and campus security
,T will be used to insure safety. I've contacted Angel Valdez, who has also
been extremely cooperative, and he will provide all necessary campus
services and bill us for any overages we may incur. A canopied platform
for the dignitaries and speakers will be setup on Kyriakides Plaza; helium
balloons. banners, and pennants will hang from the trees lining Fourth
Street as well as connecting the new buildings. Mr. Valdez will setup
booths for dispensing soft drinks. food, etc. A 30 foot balloon with the
school's name will float 150 feet above the NCKB building and 1,500
balloons, in the schools' colors. will be released from the roof at the
closure of the speeches and dedication of the building.
Invitations to the event will be sent to officials of the three sponsoring
institutions, legislators, metro and city commissioners, etc., as wall as
to the parents of our students. Christina suggested we speak to the garage
people to arrange for student rates for those showing the invitation.
The following is a breakdown of the activities scheduled:
4:30 to 5:30 p.m. Open house -- parents and public visit class-
rooms, studios. etc.
5:30 to 6 p.m. Speeches and dedication of NCNB building --
balloon release at conclusion.
