HomeMy WebLinkAboutR-87-0859J-87-834 9/28/87 RESOLUTION N0.f"9 A RESOLUTION CONCERNING THE ORANGE BLOSSOM CLASSIC PARADE TO BE CONDUCTED BY THE MIAMI DADE ALUMNI CHAPTER OF FLORIDA A & M UNIVERSITY ON OCTOBER 17, 1987, PROVIDING FOR THE CLOSURE OF DESIGNATED STREETS TO THROUGH VEHICULAR TRAFFIC; ESTABLISHING A PEDESTRIAN MALL SUBJECT TO THE ISSUANCE OF PERMITS BY THE DEPARTMENTS OF POLICE AND FIRE, RESCUE AND INSPECTION SERVICES; FURTHER ESTABLISHING AN AREA PROHIBITED TO RETAIL PEDDLERS DURING THE PERIOD OF THE EVENT; CONDITIONED UPON THE REQUIREMENT THAT THE CITY WILL BE INSURED AGAINST ANY POTENTIAL LIABILITY AND UPON THE ORGANIZERS PAYING FOR ALL NECESSARY COSTS OF CITY SERVICES ASSOCIATED WITH SAID EVENT, BEYOND THE FUNDING PROVIDING BY FESTIVAL ORDINANCE NO. 10206. WHEREAS, the Miami Dade Alumni Chapter of Florida A & M University will conduct The Orange Blossom Classic Parade on Saturday, October 17, 1987; and WHEREAS, certain streets must be closed to through vehicular traffic, establishing a pedestrian mall and an area restricting retail peddlers during specified hours to ensure the safety of the participants and attendees; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. In order to effectuate safe passage and establish a temporary pedestrian mall during the Orange Blossom Classic Parade the following streets are hereby closed to through vehicular traffic from 8:80 A.M. to 4:00 P.M. on Saturday, October 17, 1987 as specified below: N.W. 54 Street from N.W. 7 Street to N.W. 12 Avenue N.W. 7 Avenue from N.W. 54 Street to N.W. 71 Street N.W. 71 Street from N.W. 7 Avenue West to 12 Ave. in the herein closure are all F ]'1 11 i !fit t i i' Section 2. Such closing of streets is subject to State approval and issuance of permits by the Departments of Police and Fire, Rescue and Inspection Services. Said permit from the Department of Police is to be issued upon full approval of the Chief of Police after giving all due consideration to the safety and traffic needs of residents, businesses and religious institutions in the area for entering and crossing through said arterials and upon the favorable exercise of the City Manager's judgement predicated upon all factors set forth herein. Section 3. Pursuant to the provision of Ordinance No. 8851, enacted September 28, 1978, all retail peddlers' occupational licenses issued under the provisions of Chapter 31 of the City Code, as amended, will not be valid on October 11, 1987, during the hours of 10:00 A.M. to 4:00 P.M. on the above designated streets and on all intersecting streets fir two blocks in all directions. Section 4. Such authorizations are hereby subject to the organizers obtaining insurance requirements as mandated by the City of Miami and paying for all necessary costs of City Services, br,;yond the funding provided by Festival Ordinance No. 10206. Odio REFERENCES City Manager 00 ENCLOSURES RECOMMENDATION: It is respectfully recommended that the City Commission adopt the attached resolution authorizing the closure of certain streets, establishing a pedestrian mall and restriction of non -festival retail peddlers in the area in connection with the Orange Blossom Classic Parade to be conducted by the Miami Dade Alumni Chapter of Florida A & M University on October 17, 1987. The street closures are subject to the issuance of permits by the Departments of Police and Fire, Rescue and Inspection Services and the organizers paying for the cost of City Services beyond the funding provided by Festival Ordinance No. 10206 BACKGROUND: The Department of Community Development has prepared the appropriate legislation for the above mentioned authorizations for the Orange Blossom Classic Parade to be conducted by the Miami Dade Alumni Chapter of Florida A M University on Saturday, October 17, 1987.
