A RESOLUTION CONCERNING THE COLUMBUS DAY CARIBBEAN CARNIVAL PARADE TO BE CONDUCTED BY THE AMERICAN CARIBBEAN SOUTH FLORIDA ASSOCIATION, INC. ON OCTOBER 10, 1987, PROVIDING FOR THE CLOSURE OF DESIGNATED STREETS TO THROUGH VEHICULAR TRAFFIC, ESTABLISHING A PEDESTRIAN MALL SUBJECT TO THE ISSUANCE OF PERMITS BY THE DEPARTMENTS OF POLICE AND FIRE, RESCUE AND INSPECTION SERVICES; FURTHER ESTABLISHING AN AREA PROHIBITED TO RETAIL PEDDLERS DURING THE PERIOD OF THE EVENT; CONDITIONED UPON THE REQUIREMENT THAT THE CITY WILL BE INSURED AGAINST ANY POTENTIAL LIABILITY AND UPON ORGANIZERS PAYING FOR ALL NECESSARY COSTS OF CITY SERVICES ASSOCIATED WITH SAID EVENT. WHEREAS, the American Caribbean South Florida Association, Inc. will conduct the Columbus Day Caribbean Carnival Parade on October 10, 1987; and WHEREAS, certain streets must be closed to through vehicular traffic, establishing a pedestrian mall and an area restricting non -festival retail peddlers during specified hours to ensure the safety of participants and attendees; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. In order to effectuate safe passage and establish a temporary pedestrian mall during the Columbus Day Caribbean Carnival Parade the following streets are hereby closed :A to through vehicular traffic from 10:00 A.M. to 4:00 P.M. on } October 10, 1987 as specified below: North Bayshore Drive from N.E. 13 Street to N.E. 19 Street � f, MacArthur CausewaX Ramp from North Ba shore Drive to 8 centenn a Park northern entrance 2 y .tv:xa"x.�tsn'.�.SF`frde vJi•. ?:^A +.4.. caw.. -:_.I ,}., .w�;.. Included in the herein closure are all streets, avenues, alleys, wa s and thoroughfares which intersect the enumerated areas delineated in this Sect on. Section 2. Such closing of streets is subject to State approval and issuance of permits by the Departments of Police and Fire, Rescue and Inspection Services. Said permit from the Department of Police is to be issued upon full approval of the Chief of Police after giving all due consideration to the safety and traffic needs of residents, businesses, and religious institutions in the area for entering and crossing through said arterials and upon the favorable exercise of the City Manager's judgement predicated upon all factors set forth herein. Section 3. Pursuant to the provision of ordinance No. 8851, enacted September 28, 1978, all retail peddlers' occupational licenses issued under the provisions of Chapter 31 of the City Code, as amended, will not be valid on October 10, 1987, during the hours of 10.-00 A.M. to 4:00 P.M. on the above designated streets and on all intersecting streets for two blocks in all directions. Section 4. Such authorizations are hereby subject to the organizers obtaining insurance requirements as mandated by the City of Miami and paying for all necessary costs of City services. REFERENCES ENCLOSURES It is respectfully recommended that the City Commission adopt the attached resolution authorizing the closure of certain streets, the establishment of a pedestrian mall and the restriction of retail peddlers in the area in connection with the Columbus Day Caribbean Carnival Parade to be conducted by the American Caribbean South Florida Association, Inc. on Saturday, October 10, 1987. The street closures are subject to the issuance of permits by the Departments of Police and Fire, Rescue and Inspection Services and upon the organizers paying for all the necessary costs of City Services. BACKGROUND: The Department of Community Development has prepared the appropriate legislation for the above mentioned authorizations for the Columbus Day Caribbean Carnival Parade to be conducted by the American Caribbean South Florida Association, Inc. on October 10, 1987. The festivities, with Caribbean music and food, will be held in Bicentennial Park.
