A RESOLUTION CONCERNING A CARIBBEAN CARNIVAL
PARADE ON OCTOBER 11, 1987, PROVIDING FOR THE
CLOSURE OF DESIGNATED STREETS TO THROUGH
VEHICULAR TRAFFIC; ESTABLISHING A PEDESTRIAN
MALL SUBJECT TO THE ISSUANCE OF PERMITS BY
THE DEPARTMENTS OF POLICE AND FIRE, RESCUE
AND INSPECTION SERVICES; FURTHER ESTABLISHING
AN AREA PROHIBITED TO RETAIL PEDDLERS DURING
THE PERIOD OF THE EVENT; CONDITIONED UPON THE
REQUIREMENT THAT THE CITY WILL BE INSURED
AGAINST ANY POTENTIAL LIABILITY AND UPON
ORGANISERS PAYING FOR ALL NECESSARY COSTS OF
CITY SERVICES ASSOCIATED WITH SAID EVENT.
WHEREAS, certain streets must be closed on October 11, 1987
to through vehicular traffic during a celebration concerning
Caribbean culture, thereby establishing a pedestrian mall and an
area restricting retail peddlers during specified hours to ensure
the safety of participants and attendees;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY
OF MIAMI, FLORIDA:
Section 1. In order to effectuate safe passage and
establish a temporary pedestrian mall during a Caribbean Carnival
Parade, the following streets are hereby closed to through
vehicular traffic from 10:00 A.M. to 4:00 P.M. on
October 11, 1987 as specified below:
Worth Bayshore Drive from N.B. 13 Street to N.B. 19 Street'
MacArthur Causeway Ramp from North Ba shore Drive to
Bicentennial Park northern entrance .`

Section 2. Such closing of streets is subject to State
approval and issuance of permits by the Departments of Police and
Fire, Rescue and Inspection Services. Said permit from the
Department of Police is to be issued upon full approval of the
Chief of Police after giving all due consideration to the safety
and traffic needs of residents, businesses, and religious
institutions in the area for entering and crossing through said
arterials and upon the favorable exercise of the City Manager's
judgement predicated upon all factors set forth herein.
Section 3. Pursuant to the provision of Ordinance No. 8851,
enacted September 28, 1978, all retail peddlers' occupational
licenses issued under the provisions of Chapter 31 of the City
Code, as amended, will not be valid on October 11, 1987, during
the hours of 10:00 A.M. to 4:00 P.M. on the above designated
streets and on all intersecting streets for two blocks in all
directions.
Section 4. Such authorizations are hereby subject to the
organizers obtaining insurance requirements as mandated by the
City of Miami and paying for all necessary costs of City
services.

It is respectfully recommended that the City Commission adopt the
attached resolution authorizing the closure of certain streets
establishing a pedestrian mall and the restriction of non -
festival retail peddlers in the area in connection with a
Caribbean Carnival Parade to be conducted by the West Indian
American Day Carnival Association of Greater Miami, Inc. on
Sunday, October 11, 1987. The street closures are subject to the
issuance of permits by the Departments of Police and Fire, Rescue
and Inspection Services and conditioned upon the organizers
paying for the cost of City services.
BACKGROUND:
The Department of Community Development has prepared the
appropriate legislation for the above mentioned authorizations
for the Caribbean Carnival Parade to be conducted by the West
Indian American Day Carnival Association of Greater Miami, Inc.
on Sunday, October 11, 1987 at Bicentennial Park..
