The Lisbon World Trade Center, in conjunction with the
Miami World Trade Center and Vie City of Miami is
organizing "Portuguese Week", October 27 - 31, 1987.
It was respectfully recommended that the City Commission
discuss a Friendship Agreement proposal between the
Cities of Lisbon and Miami for this event.
Mr. Joseph T. Theriaga, Honorary Consul of Portugal in Miami,
has received the agreement signed by Mayor Nuno Kruz
Abecasis , and will be presenting it to the Miami City Commission
during the Oct. 22 Commission Meeting (appearing as item #122
on the agenda) for approval and signature.

It is respectfully recommended that the City Commission
discuss the attached Friendship Agreement between the
Cities of Lisbon and Miami.
The Lisbon World Trade Center, in conjunction with the
Miami World Trade Center and the City of Miami is
organizing "Portuguese Week", October 27-November 4.
The organizers of the event, which will be part of a
commercial mission as well as a cultural, sports and
tourism program, have requested the City of Miami
to consider signing a FRIENDSHIP AGREEMENT between these
cities on October 28th.

"DRAFT FRIENDSHIP AGREEMENT BETWEEN THE
CITIES OF MIAMI AND LISBON"
In appreciation of the close bands of friendship between the peoples
of USA and Portugal, the city of Miami and the city of Lisbon hereby
agree to formally establish a friendship link to become effective
from the date of signing of this Documment by the official represen-
tatives of both cities.
The friendship link offers both cities the opportunity to celebrate
the strong ties of heritage between Lisbon, the capital. city of
Portugal and Miami, which takes great pride in the valuable contribu
tion to civic life made by Florida's Portuguese American Community.
Miami and Lisbon both share a deep committment to the international
goals of freedom, democracy, justice, cooperation and achivment of a
high quality of life for our cities.
This relationship recognizes a mutual interest in commerce, industry
education and culture and will help to promote mutual trust, friendship
and understanding on a p.:rsonal and civic level as a foundation for
peace and the well being of mankind.

I wish, first of all to thank you for the war= hospitality I received during my stay
in Miami, the past month of June.
I equally want to express my appreciation for the way you received the Project of the ~
"Portuguese Week in Miami", which I had the priviledge of presenting to you.
Nov, I would like to inform you of the evolution of this project and of the several
programs that will take place during the "Portuguese Week in Miami". ;
The "portuguese Week in Miami", an event of prestige in the promotion of Portugal which
will take place from October 27th to the November 4th , 1987, will include a Commercial
Mission, a Cultural Program. a Touristic'and a Sport Program, as well as a presentation
of a Portuguese Gastronomy Festival.
This Program has the support of ICIP - External Trade Office of Portugal and of
of American Organizations such as the World Trade Center of Miami. The support of the
American Rmbassy, the USA Department of Commerce, the Florida Department of Commerce
and the Florida International University has been sollicited.

I must acknowledge all the support we have received from Miami City.
Interest in this program has also been expressed by the Portuguese Embassador
in Washington and by the Portuguese Consul in Miami.
The Commercial Mission, whose purpose in the promotion of portuguese exports has
besides the ICEP's support, as mentioned above, the cooperation of the Portuguese
Banks in Miami, which will be responsable for the organization and the guiding of
the commercial contacts. These will be assisted. if necessary, by the WTC Miami
the USA Deparu ent of Commerce and the Florida Department of Commerce.
Included in the Economics Program are two lunches/debates for which prestigious
personalities will be invited,a seminar whose themes are, respectively "Meet Por
tugal your new partner at EEC" and "Florida's trade and investment with Portugal".
For this program, the cooperation of the USA Department of Commerce, Florida Expor
ters Association, Florida International Bankers Association, as well as other anti -
ties, has been requested.
Concerning the Cultural Program. an exhibition relating to the Portuguese Disco-
veries is being prepared with the cooperation of the National Committee 'of the
Discoverie's celebration, and the seminar organization, whose suggested theme has
been "Discoveries and their impact in cultural and economical development of
regions focussing XV and XVI Century and XX and XXI Century " . The coopera
tion of the Florida International University, the National Center of Culture and
the Calouste Gulbenkian Foundation has been requested.
As speakers, the following have been quggested: Mr. Eduardo Serra Brandso, Presi-
dent of the National Committee of the Discoveries, Mrs. Tagide Maria Ferreira ,
and Mr. Fernando Antonio Baptista Pereira. proposed by the National Center of
Culture. Mr. Boorstin, Ex -President of the USA Congress Library and the Economic
Counsellor of the Portuguese Embassy in Washington, Engineer Fernando Soares
Carneiro.

After this brief presentation, intented to clarify that the program of the WTC
Lisbon has received from the official and private entities, I would like to ask
you to implement the procl " " during the openig ce-
rimony of the "Portuguese Week in Miami", October the 28 1987. We are sending
enclose a copy of similar event hold in New York.
I would also like to consider the signature of a friendship agreement with the
city of Lisbon. The later has already been contacted by the WTC Lisbon for this
purpose and the result of the conversations indicates a real interest on the
city of Lisbon to implement this agreement subject the approval of the Touw Council.
We have also agreed with the Councilman for international relations the context
of a minute which could serve as a basis towards the elaboration of the final
document of friendship. I have the pleasure to send you this to your esteemed
consideration.
I would still like to confirm that the Portuguese Consul in Miami will accompany
the evolution of this project with City of Miami.
We are sure that Your Excellency will consider these demands within a spirit of
frank cooperation and mutual interest since this kind of event, by its nature and
objective contribute towards a better approximation of the peoples of our countries.
