For your information, appointments to the Community Development
Advisory Board will be open for discussion and will be placed on
the October 22, 1987 City Commission agenda.
Background
By Resolution No. 86-47, adopted on January 23, 1986, the City
Commission created a thirteen (13) member Citywide Community
Development Advisory Board to advise the City Commission on
community development and housing needs. The Advisory Board is
comprised of the following:
- One (1) representative (resident or property owner) from
each (8) Community Development target area, to be
appointed by the City Commission. The following
individuals were recommended by target area and were
ratified by the City Commission:
Mariano Cruz
Jack Kuper
Jose Villalobos
Ann Marie Adker
Frankie Rolle
Sandy Hall
Cornelius Allen
Dorothy Quintana
- Allapattah
- Downtown
- Little Havana
- Overtown
- Coconut Grove
- Edison/Little River
- Model City
- Wynwood
- Five (5) representatives from the private sector, business
owners or representatives of financial institutions in the
City of Miami, to be appointed by the City Commission.
The following individuals were appointed by each member of
the City Commission:
Maria Elena Torano - Commissioner Kennedy
Luis Sabines - Commissioner Plummer
Willie Calhoun - Commissioner Dawkins
Cary de Leon - Commissioner Carollo
Heriberto Fonseca - Mayor Suarez

The initial terms of membership of this Board expired on May 1,
1987, or at such time as the successor members are duly appointed
by the City of Miami Commission. Terms thereafter shall expire on
May 1 of each calendar year or at such time as successor members
are duly appointed by the City Commission.
We would like to present this for discussion before the City
Commission at its October 8th meeting so that members of the
Commission can determine how they wish to proceed on this matter.
Attached please find Resolution No. 86-47 which created the present
Community Development Advisory Board.

A RESOLUTION RESCINDING RESOLUTION
82-568, ADOPTED JUNE 7, 1982, WHICH
HAD ESTABLISHED A 21 MEMBER
CITYWIDE ADVISORY BOARD FOR THE
COMMUNITY DEVELOPMENT BLOCK GRANT
PROGRAM; FURTHER CREATING A 13-
MEMBER CITYWIDE ADVISORY BOARD FOR
THE COMMUNITY DEVELOPMENT BLOCK
GRANT PROGRAM, SETTING FORTH THE
METHOD OF APPOINTMENT AND
COMPOSITION OF SAID BOARD AND
AUTHORIZING THE CITY MANAGER TO
ESTABLISH GUIDELINES AND PROCEDURES
FOR THE FUNCTIONING OF SAID BOARD.
WHEREAS, on June 7, 1982, by Resolution 82-560, the City
of Miami created a 21 member Citywide Advisory Board for the
Community Development Block Grant Program; and
WHEREAS, on December 19, 1985, by Motion 85-1183 the
City Commission approved a new process for citizen participation
for the Community Development Block Grant Program to supersede
Resolution 82-560, and to become effective upon appointment of
members to the Board;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE
CITY OF MIAMI, FLORIDA:
Section 1. Resolution 82-560, adopted June 7, 1982
which created the 21 member citywide Community Development
Advisory Board,is hereby rescinded.
Section 2. A 13 member Citywide Community Development
Advisory
Board comprised of
the following
membership is hereby
created
to advise the City
Commission on
community development
and housing needs:
- One representative (resident or property owner) from
each eight Community Development target areas, to be
appointed by the City Commissional
- Five representatives from the private sector,
business owners or representatives of financial
y institutions in the City of Miami, to be appointed by
the City Commission.

Section 3. The initial term of membership shall expire
May 1, 1987 or at such time as the successor members are duly
appointed by the City of Miami Commission. Terms thereafter
shall expire on May 1 of each calendar year or at such time as
successor members are duly appointed by the City Commission.
Section 4. The City Manager is hereby authorized to
establish guidelines and procedures for the functioning of said
Advisory Board.
Section S. Authority under the Federal Regulations
governing the Community Development Block Grant Program is hereby
reserved by the City Commission to amend, alter or abolish and
replace the citizen participation process or parts thereof for
the Community Development Block Grant Program.
