The Department of General Services Administration will provide equipment and services as necessary in order for City of Miami Police Department Public Information Office to transmit on the media information channel. The cost of this service consists of $3,000 for a radio consolette and associated minor installation hardware. The work will be performed by GSA Communications Services employees. Since approximately the end of May of this year, the City of Miami Department of Fire, Rescue, and Inspection Services has been utilizing Channel 16 on the 800 MHz to convey news bulletins to interested parties, primarliy the news media. The alarm office personnel have stated that since the date this system went into use, they have noticed a considerable cut back in the number of news media calls they receive during an incident when they are the busiest. They have received no complaints from the media who have the equipment to receive the transmissions. We are in the process of enhancing our ability to provide up to date information to the media by installing an omnifax machine. This will allow us to provide immediate updates and additional information as an incident progresses. cc: Chief C.H. ENCLOSURES: On 7-16-87 at 1000 hrs. a meeting was held at Dinner Key reference to media access. In attendance were: Commissioner J. L. Plummer, Ms. Cori Zywotow, Mr. Ron E. Williams, Mr. Julio Fernandez, Mr. Al Reyes (GSA), Mr. Bob Sherman of the Media and this writer. The meeting was chaired by Commissioner Plummer. The following was discussed. 1. Between June 18 and July 2, 1987, the Miami Fire Department conducted a test of broadcasting "media interest" dispatches on Police/Fire mutual Channel 16 as media bolos.' Fire and. media personnel reported favorably on the test. 2. On 6-24-87, a meeting was held with Police, Fire and Media Representatives to discuss the types of police dispatches that. would be put on a "media interest" bolo list. (See attachment) 3. On July 2, 1987, a meeting was held at -Dinner Key wi.n Commissioner Plummer, Police, Fire, GSA, and Media Representatives. This meeting was to discuss and review the police "media interest" bolo list. All present agreed to conduct a police test on Channel 16 using the police media interest dispatch list and procedure. (See attachment) This test was to commence on 7-7-87 with Police PIO using portable radios on Channel 16. 4. Between 7-7-87 and 7-16-87 Police PIO conducted the test of broadcasting police "media interest" calls on Channel 16. PIO and Media personnel reported favorably on the test. Zywotow 87`964 r MEDIA INTEREST DISPATCH LIST AND PROCEDURE A. Police Communications Bridge Personnel will notify PIO personnel of the following events. 1. Confrontation with media 2. Disasters 3. Explosions 4. Explosive Device found 5• Hostage Situation 6. Major Disturbance 7. Mass Arrest 8. Officer Shot 9. Officer Shot at 10. Police Shooting 11. SWAT Call out including SWAT Warrants 12. Homicides 13. House Invasion Robberies 14. Shooting with serious injuries 15. Police Vehicle Accidents resulting in serious injuries or death S. PIO Personnel will use the police radio on Channel-16 and broadcast as follows: "Attention all news media, the Miami Police Dept has just dispatched a Homicide to 1200 NW 2 Ave. Contact PIO personnel at the scene/office for more information." C. PIO Personnel will respond to the scene or monitor the incident as appropriate and make periodic broadcasts on Channel 16 to provide update information as appropriate: "Attention all news media, additional information on on the Homicide at 1200 NW 2 Ave. is as follows: -- .
