AN EMERGENCY ORDINANCE ESTABLISHING A NEW SPECIAL REVENUE FUND ENTITLED: "VISIONS 2000 COMMITTEE", APPROPRIATING FUNDS FOR ITS OPERATION IN THE AMOUNT OF $410407 CONSISTING OF $419407 FROM THE FLORIDA DEPARTMENT OF STATE; RATIFYING, APPROVING, AND CONFIRMING THE ACTION OF THE CITY MANAGER IN EXECUTING THE NECESSARY AGREEMENT AND DOCUMENTS ACCEPTING THE GRANT; INCREASING THE SIZE OF THE VISIONS 2000 COMMITTEE FROM TEN TO A MAXIMUM OF TWENTY- FIVE MEMBERS; AND CONTAINING A REPEALER PROVISION AND SEVERABILITY CLAUSE. WHEREAS, the State of Florida enacted the "Visions ti 2000 Act of 1986" (Chapter 86-221, F.S.) on July 1, 1986 authorizing each county and municipality to establ a "Visions 2000 Committee" to formulate public policy goal a objectives, and develop comprehensive policies for hi<e g said goals and objectives; and WHEREAS, these go is an s rategies shall relate to the social, economic, and phy ca makeup of the municipality to assure that all citizens have access to the necessities that make life valuable fulfilling and useful; and WHER A , e City Commission adopted Resolution No. i 87-158 n e y 129 1987 establishing a Visions 2000 Commi tee .co si ting of ten members to be appointed by a major y vote of the members of the State Legislature represe\ ing the City of Miami; and WHEREAS, "The Visions* 2000 Act of 1986" establishes the Visions 2000 Committee to consist of up to twenty-five members appointed by a majority vote of the members of the Legislature representing the municipality, and whose members shall include a broad cross-section of community -based representation; and WHEREAS, the City of Miami has been awarded a $41,407 grant from the Florida Department of State to assist the Committee in carrying out its responsibilities and obligations as provided in Chapter 86-2216 F.S.; and 1
