The Miami Comprehensive Neighborhood Plan and Addenda (September 1985), is hereby amended by changing the designation of that certain parcel of property located at approximately 1500 Northwest 35th Street, more particularly described as Lots 16, 1.7, and 18, BEVERLY HEIGHTS, as recorded in Plat Book 6 at page 164 of. the Public Records of Dade County, Florida, from commercial/residential to general/residential use. Consideration of a change of plan designation for the subject- property on the Miami Comprehensive Neighborhood Plan (September, 1985) from Commercial/Residential to General Commercial. REQUEST To amend the Miami Comprehensive Neighborhood Plan (1985) from Commercial/Residential to General Commercial for the subject property. BACKGROUND The King Cole Plumbing Corporation has purchased a site at 1500 N.W. 35th Avenue for proposed use as a general plumbing contractor operation. The existing Commercial/Residential land use designation, and its corresponding zoning classification (CR-3/7), permits retail sales of plumbing supplies to the general public, but prohibits plumbing contractor usage and storage. The applicant is requesting a Comprehensive Neighborhood Plan redesignation to General/Commercial which, together with a companion change of zoning request to CG-1/7, would permit contractor uses. ANALYSIS The activities that normally take place in a plumbing contractor operation are exceptionally broad, permitting extensive storage, internal and external fabrication, and frequent truck and equipment movements. Property directly north and northeast of the subject site is classified on the Comprehensive Neighborhood Plan for General/Commercial uses a liberal designation translated in the zoning atlas as a CG-1 district, which does permit contractor operations directly comparable to the uses being requested by the applicant. There is also a longstanding residential neighborhood bordering the subject site on the south and east sides. This neighborhood is designated on the Comprehensive Neighborhood Plan as an area reserved for Low and Moderate Residential uses, and extends over an area of approximately 1-1/2 square miles. it is the position of the Planning Department that the requested General/Commercial designation is too liberal and intense and would impact heavily upon the adjacent' residential neighborhood. RECOMMENDATIONS PLANNING DEPT. Denial of request for a Master Plan amendment to a General/Commercial designation. PLANNING ADVISORY BOARD At its meeting,of May 20, 1987, the Planning Advisory Board adopted Resolution PAB 35-87, by a 7 to 2 vote, recommending approval of the above. CITY COMMISSION Two replies in favor and two objectios were received by sail. Three proponents were present at this meeting. At its meeting of June 25, 1987, the City Commission continued the above to its meeting of July 23, 1987. At its meeting of September 22, 1987, the City Commission passed the above on First Reading.
