WHEREAS, the Miami Pl.:anninq Advi;(-)ry Roard, ,at its meeting
of Mav 6, 1987, It?m No. 2, following an advertised hearing
adopted Resolution No. PAB 32-87, by a 9 to 0 vtate, RECOMMENDING
APPROVAL cif an amendment to the Miami Comprehensive Neighborhood
Plan and Addenda (September 1985), as hereinafter set forth; and
WHEREAS, changing conditions in the area surrounding the
subject property support the horein changes; and
WHEREAS, the City Commission after careful consideration of
this ;natter deems it advisable and in the best interest of the
general, welfare of the City of Miami ,and its inhabitants to grant
this Comprehensive Plan change as hereinafter set forth;
NOW, THEREFORE, BE IT ORDAINED BY THE COMMISSION OF THE CITY
OF MIAMI, FLORIDA:
Section 1. The Miami Comprehensive Neighborhood Plan and
Addenda (September 1985), is hereby amended by changing the
designation of that certain parcel of property located at
approximately 1720-1770 Northwest 34th Street. and 1721-1757
Northwest 33rd Street, more particularly described as Lots 1-5
and 12-18, Block LAVONIA PARK, as recorded in Plat Book 9 at page
113 of the .Public. Records of Dade County, Florida, from low
moderate density residential to high density residential Use.
Section 2. It is hereby found that this Comprehensive Plan
designation change;

Consideration of an amendment to the Miami
Comprehensive Neighborhood Plan (September,
1985) by changing the plan designation of the
subject property from Low Moderate Density
Residential to High Density Residential.
REQUEST To amend the Miami Comprehensive Neighborhood
Plan (1985) from Low Moderate Density
Residential to High Density Residential.
BACKGROUND The Allapattah Baptist Church, Inc., is the
owner of the subject property. The church is
requesting permission to convert the existing
school facilities, a 2-story structure and a 3-
story structure, into an Adult Congregate Living
Facility (ACLF), with a total of 152 rooms. An
ACLF is one type of Community Based Residential
Facility (CBRF) as defined in Ordinance 9500.,
The existing Low Density Residential land use
designation for this property allows for a
zoning district which permits only six (6)
resident's, including staff, for an ACLF
residential use on this site.
To make full use of the existing structures on
the site, which contains 152 rooms, the
applicant is requesting a zoning change, which
in turn requires a plan amendment. The site is
bounded on the north, east and partially on the
south by Commercial/Residential land uses. In
addition, there is also a 160 foot wide parcel
on the south side of NW 33rd Street which is
used entirely for parking. The proposed high
density land use designation would not conflict
with the adjacent Commercial/Residential land
use designations.

At its meeting of May 6, 1987, the Planning
Advisory Board adopted Resolution PAB 32-87, by
a 9 to 0 vote, recommending approval of the
of the above.
Two objections were received in the mail. One
proponent was present at this meeting. .
At its meeting of June 25, 1987, the City
Commission continued the above to its meeting of
July 23, 1987.
At its meeting of July 23, 1987, the City
Commission continued the above -to its meeting of
September 22, 1987.
At its meeting of September 22, 1987, the
City Commission passed the above on First

Section 62-17 of the Code of the City of Miami, Periodic review, additions and
amendments to the adopted comprehensive plan, reads as follows:
Periodically, but not less often than once in
five (S) • years or more often than once in two
(2) years, adopted comprehensive plans or a
portion thereeof shall be reviewed by the
planning advisory board to determine whether
changes in the amount, kind or direction of
development and growth of the city or area

thereof shall be the same as the procedure for
original adoption.
