AMENDING THE MIAMI COMPREHENSIVE NEIGHBORHOOD PLAN AND ADDENDA (SEPTEMBER 1985) FOR PROPERTY LOCATED AT APPROXIMATELY 741-899 NORTHWEST 37TH AVENUE AND 3663-3671 NORTHWEST 7TH STREET (MORE PARTICULARLY DESCRIBED HEREIN) BY CHANGING DESIGNATION OF THE SUBJECT PROPERTY FROM MODERATE HIGH DENSITY RESIDENTIAL TO COMMERCIAL/RESIDENT'IAC, USE; MAKING FINDINGS; CONTAINING A REPEALER PROVISION AND A SE,VERABILITY C1jAUSE. WHEREAS, the Miami Planning Advisory Board, at its meeting of May 6, 1987, 1987, Item No. 1, following an advertised hearing adopted Resolution No. PAB 3.1--87, by a 9 to 0 vote, RECOMMENDING APPROVAL of an amendment to the Miami Comprehensive Neighborhood Plan and Addenda (September 1985), as hereinafter set forth; and WHEREAS, changing conditions in the area surrounding the subject property, support the herein changes; and WHEREAS, the City Commission after careful consideration of this matter deems it advisable and in the best interest of the general welfare of the City of. Miami and its inhabitants to grant this Comprehensive Plan change as hereinafter set forth; NOW, THEREFORE, BE IT ORDAINED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. Consideration of a change of plan designation to the Miami Comprehensive Neighborhood Plan (September, 1985) from Moderate High Density Residential to Commercial/Residential. REQUEST To amend the Miami Comprehensive Neighborhood Plan for the subject property from Moderate -High Density Residential to Commercial Residential. BACKGROUND A great percentage of the subject site is now zoned for commercial purposes. The remaining 60 by 111 foot lot was the subject of a companion application for rezoning for commercial uses recommended for approval by the Zoning Board at their meeting of April 6, 1987 The SW corner of lot 6, in other ownership, has already been in commercial use for an extended period of time. The subject site, less the small lot referred to above, is under permit for the construction of a shopping center. If the rezoning application for the small lot is approved, that lot would be incorporated into the shopping center site. Single-family use is no longer viable in that specific area, since NW 37th Avenue and 7th Street is a major intersection, which creates noise and traffic problems completely at odds with moderate residential use. Assigning the Commercial/Residential land use designation would recognize the changeswhich have previously occurred within this block. This redesignation action would permit a consistent relationship between the Miami Comprehensive Neighborhood Plan and the eventual construction of corresponding appropriate land uses. 1 0 33 3 PAS 5/6/87 Item 01 Page I 10 Ni RECOMMENDATIONS PLANNING DEPT. PLANNING ADVISORY BOARD CITY COMMISSION The proposed plan amendment is consistent with the goals of the MCNP(95), and would not create an isolated or unrelated parcel. The change would be consistent with surrounding uses, and would not adversely affect living conditions to the adjacent residential neighborhood. Approval of change of plan designation from Moderate -High Density Residential to Commercial -Residential. At its meeting of April 15, 1987, the Planning Advisory Board adopted Resolution PAD 28-87, 5y a 6 to 0 vote, deferring the above to its meeting of May 6, 1987. At its meeting of May 6, 1987, the Planning Advisory Board adopted Resolution PAB 31-87, by a 9 to 0 vote, recommending approval of the above. One reply in favor was received by mail. Three proponents were present at this meeting. At its meeting of June 25, 1987, the City Commission continued the above to its meeting of July 23, 1987. At its meeting of July 23, 1987, the City Commission continued the above to' its n►eeting of September 22, 1987.
