AN EMERGENCY ORDINANCE AMENDING SECTIONS 1,

ANNUAL Si APPROPRIAT and 6 OF ORDINANCE
NAORDINAN E 10FOR THE
FISCAL YEAR ENDING SEPTEMBER 30, 1987, AS
AMENDED, AND ADDING A NEW SECTION 5.1 TO SAID
ORDINANCE FOR THE PURPOSE OF FORMALIZING CITY
COMMISSION ACTIONS AND IMPLEMENTING BUDGETARY
ADJUSTMENTS TO COMPLY WITH GENERALLY ACCEPTED
ACCOUNTING PRINCIPLES AS OUTLINED BY THE
CITY'S EXTERNAL AUDITORS; CONTAINING A
REPEALER PROVISION AND A SEVERABILITY
CLAUSE.
WHEREAS, the.City Commission adopted Ordinance No. 10150 the
annual appropriations ordinance, on September 25, 1986,
establishing revenues and appropriations for the City of Miami,
Florida for the fiscal year ending September 30, 1987; and
WHEREAS, the adjustments to said FY'87 appropriations
ordinance which results from the herein proposed ordinance are
set forth below together with the explanation for said
adjustments; and
WHEREAS, a sum of $1,000,000 from interest earned on several
1985 General Obligation Bond Funds is available for transfer to
the General Fund; and
WHEREAS, a sum of $2,322,292 from Utility Service Tax and
balances thereof shall be transferred to the General Fund; and
WHEREAS, the appropriation for the Department of Conferences
and Conventions is being reduced by $500,000 to reflect a
$500,000 reduction in transfers of Metro Dade Tourist Bed Tax
Revenues to the Orange Bowl Stadium Enterprise Fund; and
WHEREAS, the Fire Department needs an additional
appropriation of $1,000,000 to cover costs primarily associated
with union negotiations and holiday pay requirements; and
WHEREAS, the City Commission adopted Ordinance No. 10281 on
June 11, 1987, establishing a new 'debt service fund entitled.,
"Housing Special Obligation Franchise Fee Revenues Debt Service
Fund", and appropriating $300,000 from Southern Bell ,Telephone
and Telegraph Company Franchise Fee Revenues to support the debt
service requirements; and

WHEREAS, the appropriation for the Genera. Fund.: Special
Programs and Accounts is being reduced by $300,000 with a
corresponding $300,000 reduction in General Fund Revenue: Taxes'
to suppport the aforementioned Debt Service Fund; and
WHEREAS, the appropriation for the Housing Conservation and
Development Agency is being reduced from $9,026,109 to $3,000.000
in order that the annual appropriation ordinance will more
accurately reflect expenditures by this agency during fiscal year
1987; and
WHEREAS, appropriations are made each year to a Special
Revenue Fund to reflect new Community Development Block Grant
(CDBG) awards made by the United States Department of Housing and
Urban Development and anticipated program income; and
WHEREAS, the City's auditors recommend that the amount
appropriated reflect expenditures of CDBG funds and program
income from current and prior CDBG awards that were incurred
during the fiscal year ending September 30, 1987; and
WHEREAS, this adjustment is reflected in the $16,800,000
Special Revenue Fund appropriation included in this ordinance;
and
WHEREAS, Ordinance No. 10188, adopted December 11, 1986,
established a new Special Revenue Fund entitled: "Unsafe and
Blighted Structures Demolition Revolving Trust Fund and loaned
to the aforementioned Fund a sum of $500,000; and
WHEREAS, this ordinance incorporates Ordinance No. 10188
and changes the $500,000 loan to a contribution so that delays
in payment from property owners for the 'cost of demolition can be
covered without having to borrow funds from the General Fund; and
WHEREAS, the City of Miami has received an additional

NOW, THEREFORE, BE IT ORDAINED BY THE COMMISSION OF THE CITY OF
MIAMI, FLORIDA:
Section 1. The following appropriations are
made for the municipal operations of the City
of 1Iiami, Florida, for the fiscal year 1986-
87, including the payment of principal and
interest on all General, Obligation Bonds:

10150, adopted September 95, 1986, the annualappropriations
ordinance for the Fiscal Year ending September 30, 1987, are
hereby amended and a new Section 5.1 is hereby added to said

Section 2. The herein increase in appropriations for the
General Fund in the amount of $3,522,292 consists of a $1,000,000
increase in appropriations to the Fire Department and $2,522,292
increase -in appropriations to Special Programs and Accounts.
Section 3. The herein increase in revenues to the General
Fund in the amount of $3,522,292 consists of the following: a)
$11000,000 from interest on investments from the sale of General
Obligation Bonds (Non -Revenues) as follows: i) 1981 Fire
Bonds - $600,000, and ii) 1975-76 Sanitary Sewer Bonds -
$400,000; b) $2,322,292 from Utility Service Tax Revenue (Non -
Revenues); o)$500,000 from General Obligation Debt Service Fund -
Interest Earnings; and d) a $300,000 reduction in Southern Bell
Franchise Fees (Taxes).
Section 4. The City Manager is hereby athorized to transfer

Section 5. The herein decrease it appropriations for
Conferences and Conventions in the amount of s500,000 reflects a
$500,000 reduction in transfers Of Metro -Dade Tourist Bed Tax
revenues from Conferences and Conventions to the Orange Bowl
Stadium Enterprise Fund.
Section 6, The herein ordinance incorporates Section I of
Ordinance No. 10188, adopted December 11, 1986, and changes the
resource to be used to support the Unsafe and Blighted Structures
Demolition Revolving Trust Fund from a loan to a contribution
from the FY'87 General Fund: Special Programs and Accounts, The
$500,000 contribution in Ordinance No. 10188 is hereby intended
to be an open-ended appropriation with no limitation as to the
amount which can be expended in the current fiscal year or in
future fiscal years.
Section 7. The herein increase in appropriations for
Pension in the amount of $305,443 results from additional
receipts from the State of Florida transferred to the Police and
Fire Relief and Pension Fund, pursuant to Chapters 175 and 185 of
the Florida Statutes.
Section 8. All ordinances or parts of ordinances insofar as
they are inconsistent or in conflict with the provisions of this
ordinance . are hereby repealed.
Section 9. If any Section, part of Section, paragraph,
clause, phrase, or word of this ordinance is declared invalid,
the remaining provisions of this ordinance shall not be affected.
section 10. This ordinance is hereby declared to be an
emergency measure on grounds of urgent public health, safety and
property of the City of Miami and upon the further ground of the
necessity to make the required and necessary payments to its
employees and officers, payment of its debts, necessary and
required purchases of goods and supplies, and to generally carry
on the function and duties of municipal affairs.
Section 11, The requirement of reading this ordinance on
two separate days is hereby dispensed with by a vote of not less
than four -fifths of the members of the'Commission,

changed to a contribution so that t h e Fund c a n maintain a
positive balance while payments are being collected from property
owners for the cost of demolition.
A $305,443 increase in appropriations to t h e Pension Fund is
needed to reflect additional pension receipts from the State of
Florida f o r Police and F, r e Personnel pursuant to Chapters 175
and 185 of the Florida Statutes.
This ordinance is being presented as an emergency ordinance n
order that budgetary adjustments can be made to the City's fiscal
records for the closing on October 31, 1987.
