A RESOLUTION WAIVING THE COMPLIMENTARY TICKET
LIMITATION (500 MAXIMUM) AS MANDATED IN
SECTION 53-141 OF THE CODE OF THE CITY OF
MIAMI, FLORIDA, FOR THE UNIVERSITY OF MIAMI,
FOOTBALL GAME AT THE MIAMI ORANGE BOWL
STADIUM ON NOVEMBER 21, 1987, PROVIDING THAT
SUCH TICKETS BE DONATED TO JUST SAY NO TO
DRUGS, INC. FOR DISTRIBUTION TO LOCAL
STUDENTS, THEREBY EXEMPTING SAID TICKETS FROM
THE REQUIRED ORANGE BOWL ADMISSION TAX;
SUBJECT TO AND CONTINGENT UPON COMPLIANCE
WITH SUCH CONDITIONS AND LIMITATIONS AS MAY
BE PRESCRIBED BY THE CITY OF MIAMI.
BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI,
FLORIDA:
Section 1. The complimentary ticket limitation of 500
maximum as mandated in Section 53-141 of the Code of the City of
Miami, Florida, is hereby waived for the University of Miami
football game to be held at the Miami Orange Bowl Stadium on
November 21, 1987, provided that such tickets be donated to Just
Say No to Drugs, Inc. for distribution to local students
participating in said organization's program, thereby exempting
said tickets from the required Orange Bowl Stadium admission tax.
Section 2. Said waiver is hereby subject to and contingent
upon the sponsors' compliance with any and all applicable
conditions and requirements as may be prescribed by the
administration of the City of Miami.

I would like to request that my name be placed on the list of speakers
for the, October 8th Commissioners' Meeting: The subject of my presen-
tation would be as follows:
Last year the University of Miami gave Just Say No To Drugs, Inc.,
20,000 tickets to their November 15th Miami Hurricanes vs Tulsa Golden
Hurricanes Football Game. Just Say No To Drugs, Inc. coordinated
its distribution of these tickets with Dade County Public School officials
and requested and received a signed pledge to live a Drug Free
Lifestyle from each and every student who was awarded a ticket to
this game. Seventeen thousand tickets were distributed and 17,000
pledges were received in exchange for the tickets. Attendance figures
for the November 15th game indicate that 9,600 students came out to
the Orange Bowl and enjoyed the football game.
This year the University of Miami has offered Just Say No To Drugs,
Inc., a total of 1*0,000 tickets for their November 21 st game. One
reason cited for this 50% reduction in tickets being made available
this year, was the concern by the University of Miami in the amount
of money (in the form of fees) that would be owed to the City of Miami
due to the issuance of this large block of complimentary tickets.
It is my intention to request from -the City Commissioners that any
fees owed to the City of Miami by the University of Miami, generated
by the issuance and redemption of complimentary tickets issued in the
name and program of'- Just Say No To Drugs, Inc., be waived.

Dear Mayor Suarez:
Last year the University of Miami gave Just Say No To Drugs, Inc., 20,000
tickets to their November 15th football game. The tickets were given
to students in Dade County who wrote a Pledge to Live a Drug Free
Lifestyle. Seventeen thousand pledges were exchanged for tickets by area
students and 9,600 students came out the Orange Bowl to enjoy an evening
of great Hurricane football.
This year the University has offered 10,000 tickets to their November
21 st football game. The reason cited for the 50% reduction in tickets
for this year's game was the cost to the University last year.
The University would like to continue to support the Just Say No To Drugs
Campaign in Dade County Public and Private schools, but feels that due
to the tremendous success of last year's program, the University will
not be able to continue to cover the cost associated with the distribution
of such a large number of complementary tickets to their games at • the
Orange Bowl. Therefore, as Executive Director of Just Say No To Drugs,
Inc., I am respectfully requesting that the fees normally collected from
the University of Miami's football tickets for the Just Say No To Drugs
Pledge Campaign be waived beginning with this year's football season.
I feel confident that if this request is granted, than the aforementioned
program of exchanging a Pledge to Live a Drug Free Lifestyle for a
_ University of Miami Hurricane Football Ticket will become a strong
component for the overall campaign to fight drug abuse among young people.
I ask for your support to keep the Pledge/Ticket Program alive and
expanding, so that the young people of our community can grow up: SAYING
NO TO DRUGS.

As discussed, the University of Miami Athletic Department will participate
in the Just Say No To Drugs Program. This year we are offering 10,000
general Admission tickets for our Miami -vs -Toledo game, November
219 1987 at 7:30 p.m.
We request that you include schools in each district and prepare a distribution
list of the schools, name of school representative (contact) and the number
of participants that will attend the game. When I receive this information
I will submit it to the ticket office. The ticket office will mail the tickets
to the individual school representative.
In addition we will do the on field presentation similar to last years.
If you have any questions or I can be of any further assistance, please
do not hesitate to contact me.

In the Dade County Public School System. These students signed
their names pledging to live a Drug Free Lifestyle. In exchange
for their pledges Just Say No To Drugs, Inc., distributed tickets
to the April 18th Hurricane Baseball Game to these students.
On behalf of Just Say No To Drugs, Inc., participating students,
parents and teachers we all, Just Say Thanks, Doc Lebow for making
the tickets available to students of Dade County.
My family and I enjoyed a good evening of Hurricane Baseball on
the 18th and from the size of the crowd it was obvious that many
other families also enjoyed the game.
I hope that Just Say No To Drugs, Inc. and Oakland Toyota can continue
working together to help the youth of our community, Just Say No

SUBJECT: "Say No To Drugs" Campaign
As you are.aware, we have a serious problem in our county with the use of
drugs. The use of drugs transcends all socio-economic boundaries. No one
in our country is totally safe from the effects of.drugs. We are affected
daily by crime, poor work habits, dangerous drivers, etc.,.resulting from
the use of drugs.
In an effort to stay drug free and.help ourselves to understand the dangers
• of drug use, a program was started entitled "Say No To Drugs". Under the
guidelines of -this program, both child and phrent sTgff-ApMdge to lead a
drug free life. With the signing of 'this pledge, a commitment is made not only
to the country, but to the individuals signing the pledge.
In conjuction with this "Say No To Drugs" campaign, a special event has been planned
and -is being coordinated by Mr. Al Brinson, a parent at our school. This
event is --a baseball game on Jrpril 18, 1987 at 7:30 pm at Mark Light Stadium
on the University of Miami Campus.
This event will serve -as one of the activities in the "Say No To Drugs"
campaign. -Parents, you must arrange transportation for your child (children)
' to Mark'L•ight Stadium. 'Tickets will be available to all students (and their
families) who return the pledge form. signed by both child and parent.

•� This will give each child at North Miami Elementary School the opportunity
to join with other -students anti make a.commitment on a grand scale. It is
our'bope-that many children and parents will be able to participate in this
most worthwhile.campaign.

child's (children•s) teacher (teachers) by April 183,1987. Hope to see

Parents, here is a great opportunity for you and your
family to attend a University of Miami football game.
Mr. Al Brinson, a parent from our school, has made
this super event possible for all North Area students.
Your child must write and sign a* "Say No To Drugs'•Pledge".
The pledges must be handwritten. Your child can use the
sample model on the reverse side or the 'pledge can be in
their own words.
Parents, you must sign your child's pledge and pledge
to arrange transportation for your child to the Orange
Bowl so that he/she•can attend the University,of Miami's
: Nov. 15, 1486 football game.
Children must be chaperoned. Tickets will be made available
for parents who volunteer to chaperone. .

teacher by Tuesday, Nov. 4; 1986. Please note that this
is a Saturday evening game and it's Homecoming for the

Dear Al,
I am sorry our project has taken a few winding turns on the road
to completion.
Hopefully our phone conversation of this morning opened the door to
another angle.
The University of Miami would be interested in participating in a
reward program for the "Say No To Drugs" campaign in selected schools,
using general admission tickets to the Nov. 15, Tulsa Game as
incentives for participation.
My original concept holds firm, that we reward a select number of
students (properly chaperoned, of course) for their achievement
in the "Say No To Drugs" campaign, which we heartily endorse.
My one proviso, however, is that this is not a ticket give-away,
but an incentive for participating in a most worthy program.
To that end, I would insist that winners be required to demonstrate
some achievement in the "Say No" program, which could be either by
passing a simple test in the basics of "Say No", or allowing
students to write a short essay on "Say No".
The second proviso is that these students would be properly
chaperoned and transported to the game. Either in school bus or
organised car pool. Again, this precludes the idea of just giving
a child a ticket and requiring he/she to furnish own transportation
to this game.
