A RESOLUTION ALLOCATING AN AMOUNT NOT TO
EXCEED $7,500 FROM SPECIAL PROGRAMS AND
ACCOUNTS, CONTINGENT FUND, TO COVER ALL OR
PARTIAL CITY FEES AND EXPENSES REQUIRED FOR
THE MIAMI RIVERFEST, TO BE PRESENTED BY THE
MIAMI RIVER COORDINATING COMMITTEE IN
BRICKELL PARK ON OCTOBER 23, 1987 AND IN JOSE
MARTI AND CURTI.S PARKS ON DATES TO BE
DETERMINED; SUBJECT TO AND CONTINGENT UPON
COMPLIANCE WITH SUCH CONDITIONS AND
LIMITATIONS AS MAY BE PRESCRIBED BY THE CITY
OF MIAMI.
BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI,
FLORIDA:
Section 1. An amount not to exceed $7,500 is hereby
allocated from Special Programs and Accounts, Contingent Fund, to
cover all or partial City fees and expenses required for the
Miami Riverfest to be presented by the Miami River Coordinating
Committee in Brickell Park on October 23, 1987 and in Jose Marti
and Curtis Parks on dates to be determined.
S Section 2. Said allocation is hereby subject to and
contingent upon the sponsor's compliance with any and all
applicable administrative conditions and requirements prescribed
by the City of Miami.

Miami Riverfest sponsored by the Miami River Coordinating
Committee which is scheduled for a personal appearance at the
October 22, 1987 City Commission Meeting.

Recommendation:
It is respectfully recommended that the City Commission approve
the request of the Miami River Coordinating Committee for
financial support for the Miami River Festival to be held in
Brickell, Jose Marti and Curtis Parks along the River.
Background:
The Department of Parks, Recreation and Public Facilities, in
cooperation with the sponsor and other affected City Departments,
has prepared a preliminary budget (attached) for the upcoming
Miami Riverfest. Total estimated costs for required City
services and fees (including Police, Fire and Solid Waste) are
$22,000. The Festival was originally scheduled for October 23-
25, 1987 but has been cancelled for two of those dates because of
sewer breakdowns along the river. We are presently awaiting the
Committee's official word on future dates.
The Miami River Coordinating Committee, the primary sponsor, is
an interlocal board comprised of private and public sector
representatives, including the City Manager, the County Manager
and Governor. Bob Martinez. As such, the City of Miami is
compelled to support its programs which serve to rivitalize the
River and its environs. Metro Dade County Council of Arts and
Sciences has granted $15,000 to the Committee for the Festival.
Other event sponsors include the Miami Herald, the Miami Runners
Club, and the Brickell Avenue Association.
As in previous years, this will be a three-day festival to
heighten awareness and enjoyment of this Miami resource. On
Friday, October 23, 1987, the festival will kick off at Brickell
Park with live entertainment and food. When the Festival
reconvenes, the Saturday event will start with a 5 K Race
followed by music and food in Jose Marti Park. On Sunday, the
committee will revive the Boat Parade which will culminate
festival activities in Curtis Park.
As the City of Miami is an integral part of this Committee and
River revitalization programs in general, I recommend that funds
be provided from Special Programs and Accounts Contingent Fund
for City services to support this event.

Dear Walter:
I desperately need to get an agenda concerning the Riverfest as soon as
possible. Would you please call Annette at my office and advise her when this
can occur. If I can't be there, I will get somebody else, but basically It will
be to update the Commission on where the river is, at this point, Initiate or
invite Commissioners to participate In the Riverfest itself and request the
Commission to assist us by waiving the costs of services, etc. for the
Riverfest Itself as they did last year.
We need to get this accomplished and I don't want to let it drag to much
further. Thank you for your help.
