XLS/lcg 91-1-1 7-0% 941w r G' September 18, 1987 Mayor Xavier Suarez & City Commission City Hall 3500 Pan American Drive Miami, Florida 33133 Dear Mayor and Commissioners: We are writing to you to request your help in trying to keep a small business which we recently opened in the Overtown Shopping Center alive. Several months ago you rejected the terms of a revocable permit which we had negotiated with Mr. Albert Armarda of the Property and Lease Division. You instructed Mr. Armarda to increase the amount which we would be required to pay if our revenues were to reach $48#000 a year. Without sounding disrespectful, we would like to invite each of you to visit the shopping center and to tell us that the environment in which we have our business is one that is demanding of the rent structure which you have proposed. We have no security other than a gate which we had installed and a promise from the police department to drive through the parking lot periodically during the evenings. Two women manage our facility and the majority of our customers are women and children who are afraid to come to the Center because we are the only business there and we are in the back of the center. For this reason we have been reluctant to open on the weekends when the Dade County Family and Youth Services, our only neighbor, is closed. We are sure that you realize that a large part of the service which we provide is needed on weekends and evenings. As minority business owners who have taken a risk at considerable personal financial cost, we are requesting that the City of Miami show some consideration in return. We are asking for reimbursement of the cost of the security gate which we had installed and we are requesting that we receive some financial assistance in the form of the City's payment of our utilities until such time as additional businesses are in place in the Center and begin to generate customers for our business,.enabling us to begin to operate at a profit. We have requested an appearance before you on October 8, 1987 in order to personally present our requests to you. We hope you will receive us favorably. Sincerely, 1 r Rotiert L. Williams, Trea. 95
