RESOLUTION NO. 87-9- 41
A RESOLUTION ALLOCATING $30,000 FROM THE
SPECIAL PROGRAMS AND ACCOUNTS CONTINGENT
FUND TO THE FAMILY HEALTH CENTERS, INC. TO
SUPPORT THE AGENCY'S SUBSTANCE ABUSE
TREATMENT PROGRAM FOR WOMEN; FURTHER
AUTHORIZING THE CITY MANAGER TO ENTER INTO
AGREEMENT WITH SAID AGENCY FOR SAID
PURPOSE, IN A FORM ACCEPTABLE TO THE CITY
ATTORNEY.
BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI,
FLORIDA:
SECTION 1. The sum of $30,000 from the Special Programs and
Accounts Contingent Fund is hereby allocated as specified
below:

TOTAL ALLOCATION $30,000
SECTION 2. The City Manager is hereby authorized to enter
into agreement, in a form acceptable to the City Attorney, with
the aforementioned agency to implement its substance abuse
treatment program for women, subject to the conditions and
limitations contained herein and in the City Code.
PASSED AND ADOPTED this 22th day of October, 1987.

Dear Mr. Odio:
The purpose of this letter is request your permission
to appear on your October 22, 1987 Commission Agenda.
Your approval of this request will permit me to seek
financial support in the amount of $30,000 from the
Commission for a Drug/Alcohol residential treatment
program for women.
We were able to secure some funding, $500,000,00 from
the last legislature. These funds will only permit us
to provide care to 15-20 women and we can only use the
funds for operations. Our needs are many.
Currently we have obtained housing space within the
City of Miami and our 'clients will be mostly city re-
sidents.
Our program is unique in a number of ways- 1. We will
focus on pregnant women to reduce the likelihood of
babies being born addicted to drugs and/or alcohol;
2. Women in our program will receive comprehensive
health care; 3. This is the only program not only in
the City of Miami but all of Dade County, developed
-,specifically for women; 4. We hope to establish a child
care componet. The latter is not funded but it is vital
as the lack of childcare is a prime reason most women
do not seek care.

In summary our program will provide a mechanism for
poor women to receive treatment for this dreaded
disease and we have an opportunity to establish a pro-
gram for others to replicate.
