A RESOLUTION AUTHORIZING AN INCREASE IN THE CONTRACT AMOUNT OF $251,100 IN THE CONTRACT BETWEEN THE CITY OF MIAMI, FLORIDA AND TARAFA CONSTRUCTION, INC. DATED OCTOBER 14, 1986 FOR THE CONSTRUCTION OF FIRE GARAGE/FIRE STATION NO. 3 MODIFICATION & EXPANSION (SECOND BIDDING) C I P PROJECT NO. 313019, SAID FUNDS TO BE PROVIDED FROM FUNDS ALLOCATED FOR THE PROJECT; FURTHER RATIFYING THE CITY MANAGER'S WRITTEN FINDINGS THAT THE HEREIN INCREASE RESULTED FROM EMERGENCY CIRCUMSTANCES BY AN AFFIRMATIVE VOTE OF FOUR/FIFTHS OF THE MEMBERS OF THE CITY COMMISSION, AND ADOPTING THE FINDINGS AND CONCLUSIONS SET FORTH IN THE PREAMBLE OF THIS RESOLUTION. WHEREAS, there exists a contract dated October 14, 1986 between the City of Miami, Florida and Tarafa Construction, Inc. for the construction of Fire Garage/Fire Station No. 3 Modification & Expansion (Second Bidding) CIP No. 313019; and WHEREAS, an increase in contract of $251,100 is required to cover the costs of additive alternates for a hose tower, paint spray booth, air compressor, overhead crane system, portable lubers and jack set, including additional work and modifications due to unforeseen conditions; and WHEREAS, the City Manager has made a written finding that a valid emergency exists for the increase; and WHEREAS, the Directors of the Department of Public Works and Fire, Rescue and Inspection Services recommend an increase in contract to cover additional costs; and WHEREAS, funds to cover the increase are available from monies already allocated to the project; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. After a properly advertised public hearing, the findings of the City Manager set forth in the preamble to this resolution is hereby ratified by an affirmative vote of four/fifths of the City Commission, and adopted as fully set forth in this section. Odi City Manager o, RECOMMENDATION: °ATE O C T 1 41987 ME: SUBJECT: Fire Garage/Fire Station #3 Project Resolution for Increase in Contract REFERENCES: ENCLOSURES: It is respectfully recommended that the City Commission adopt the attached resolution authorizing an increase in the contract amount of $251,100 in the contract between the City of Miami and Tarafa Construction, Inc. dated October 14, 1986, for the construction of the Fire Garage/Fire Station #3 Modification and Expansion Project. Funds to be provided from monies allocated in the annual capital Improvements Appropriations Ordinance for fiscal year 1987-88, further ratifying the City Manager's written findings that the herein increase resulted from emergency circumstances by an affirmative vote of 4/5ths of the members of the City Commission, and adopting the findings and contract set forth above. BACKGROUND: The Departments of Public Works and Fire, Rescue and Inspection Services have analyzed the situation and determined that there exists a need for an increase in the amount of the contract for the Fire Garage/Fire Station #3 Modification and Expansion Project. After receiving bids in excess of funding allocation on first bidding, the City awarded a contract to Tarafa Construction, Inc. on second bidding for construction of the subject project on October 14, 1986. However, the original project funding allocation did not allow for award of several additive alternates for specialty construction and equipment items included in the second bidding. These add - alternates are as follows: Hose Tower/Fire Station #3 Garage Paint Spray Booth Air Compressor System Overhead Crane and Steel Support Portable Lubers and Drum Bung Pump "SEFAC" Jack Set Additionally, several expensive items of additional work have presented themselves in the course of Phase I construction that were F7_l 87--838- Fire Garage/Fire Station #3 Project Resolution for Increase in Contract page 2 unanticipated and which seriously deplete the project contingency allowance for the final Phase II construction. Those items to date are: Provision of separate restroom/shower for female fire fighters at Station #3. Replacement of an existing hydraulic lift which is leaking. Replacement of deteriorated water lines; previously unknown. Oversight in not providing concrete slabs over all inground fuel tanks. Addition of a cooling tower for the Pump Test Pit; previously deleted for cost avoidance. Minor repair and painting of the abutting south facade of Vaughn Parade Building (leased from City) . Substitution of concrete for asphalt in front of garage bays to facilitate jack/lifting of apparatus in this area. Addition of roof insulation previously over- looked. N3 SUBJECT: Emergency Need for Increase in Contract Amount REFERENCES: ENCLOSURES: Based on information supplied to me by the Director of the Department of Public Works and the Director of the Department of Fire, Rescue and Inspection Services, I have found that there exists an emergency need for an increase in contract amount of $251,100 in the contract between the City of Miami and Tarafa Construction, Inc. for the construction of the Fire Garage/Fire Station #3 Modification and Expansion Project. However, these items were all incorporated and provided for in the original plan and bid documents. In addition, several expensive items of additional work have presented themselves in the course of Phase I construction that were either unanticipated or overlooked and which seriously deplete the project contingency allowance for the final Phase II construction. Subject to your approval, a companion resolution will be proffered along with the Capital Improvements Appropriations Ordinance for FY 1987-88 at the October 22, 1987 Commission Meeting. The resolution will authorize the allocation of $251,100 in 1981 Fire Bonds from the C.I.P. account entitled "Fire Department Garage/Station No. 3- ; Modification and Expansion" to cover these lump sum items and necessary additional work.
