RESOLUTION NO. 8 7-'937.
A RESOLUTION RATIFYING,BY AFFIRMATIVE VOTE
BY 4/5'S OF THE CITY COMMISSION, THE
EMERGENCY ACTIONS OF THE CITY MANAGER IN
ACCEPTING THE BID OF MCO CONSTRUCTION, INC.
AND EXECUTING A CONTRACT WITH SAID FIRM IN
THE PROPOSED AMOUNT OF $52,800.00, BASE BID
OF THE PROPOSAL, FOR SOUTH DISTRICT POLICE
SUB -STATION - BUILDINGS DEMOLITION; WITH
MONIES THEREFOR ALLOCATED FROM THE CAPITAL
IMPROVEMENTS ORDINANCE NO. 10187, PROJECT
NO. 312008 IN THE AMOUNT OF $52,800.00 TO
COVER THE CONTRACT COST.
WHEREAS, sealed bids were received September 17, 1987, for
South District Police Sub -Station - Buildings Demolition; and
WHEREAS, the City Manager and the Directors of the
Departments of Public Works and Development recommended that the
bid received from MCO Construction, Inc. be accepted as the
lowest responsible and responsive bid; and
WHEREAS, the Capital Improvements Ordinance No. 10187, was
adopted on December 11, 1986, and monies are available for the
proposed amount of the contract, project expense, and Incidentals
under Project *312008 of said ordinance;
WHEREAS, there existed an emergency need to begin
construction on the project Immediately; and
WHEREAS, the City Manager accepted the bid of MCO
Construction, Inc., and executed a contract with them for the
work;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY
OF MIAMI, FLORIDA:
Section 1. The City Manager's action In accepting the bid
of MCO Construction, Inc. In the proposed amount of $52,800, for
the project entitled South District Police Sub -Station -
Buildings Demolition, for the Base Bid of the proposal is hereby
ratified.

Section 2. The City Manager's written findings that a valid
emergency need existed herein and his action in executing a
contract with MCO Construction, Inc., for the above -mentioned
work are hereby ratified.
Section 3. The amount of $52,800 Is hereby allocated from
C.I.P. Ordlnance No. 10187, as amended, Project No. 312008 to
cover the cost of said contract.

Resolution authorizing
the City Manager to
award a contract for SOUTH
DISTRICT POLICE SUB -STATION -
BUILDINGS DEMOLITION
It Is respectfully.recommended that the City Commission adopt the
attached resolution ratifying the actions of the City Manager in
accepting the bid of MCO Construction, Inc. and executing a
contract in a proposed amount of $52,800 for the base bid for
South District Police Sub -Station - Buildings Demolition, with
monies therefor allocated from the C.I.P. Ordinance 10187,
Project No. 312008 In the amount of $52,800 to cover the contract
costs.
The Department of Public Works evaluated the bids received
September 17, 1987 for the South District Police Sub -Station -
Bulidings Demolition, with the intention of asking the Commission
to award a contract to the lowest acceptable bidder at the
October 8th Commission Meeting. Because of rescheduling of the
October 8th Commission Meeting, the Commisslon would be unable to
consider the project until the new scheduled date of October
22nd.
The Departments of Public Works and Development believed that
delaying the starting of the work covered by the contract until
that time would likely result in an Increased hazard to the
public as well as an Increased liability to the City.
Accordingly, the City Manager proceeded with the acceptance of
the lowest acceptable bid and the execution of a contract with
the firm.
The lowest acceptable bidder was MCO Construction, Inc. They
are a black/hispanic joint venture whose bid of $52,800 for the
base bid Is under the City's estimate of the cost of 'the work.
The Directors of the Departments of Public Works and Development
recommended the award of the contract to them. Funds for the
project are available from the C.I.P. Ordinance No. 10187, as
amended, Project No. 312008.

The seven buildings that are to be demolished in order to clear
the site for the proposed South District Police Substation need
to be secured. Vandals have already broken into three of these
buildings and started a fire in one and that building has now
been boarded up. However, the other buildings have not been
secured.
The buildings are vacant and have become nuisances and are
harboring vagrants and undesirable activities. They present a
hazardous situation to the surrounding community as well as a
high risk of increased fire and police response. All the doors
and windows need to be secured in order to insure the safety of
the public, as the City might be liable for any harm done to
persons using these buildings.
The cost for having these buildings secured is approximately
$10,000. This money could be saved by immediately awarding a
contract for the demolition of these buildings and clearing the
site of debris.
