RESOLUTION NO.
A RESOLUTION APPROVING THE CITY OF MIAMI CAPITAL
IMPROVEMENT PROGRAM 1987 - 1993, IN PRINCIPLE, TO
PROVIDE GUIDELINES FOR CITY AGENCIES, BOARDS AND
DEPARTMENTS, AS SET FORTH IN THE THREE -VOLUME DOCUMENT
RECOMMENDED BY THE PLANNING ADVISORY BOARD ON OCTOBER
7, 1987.
WHEREAS, in accordance with Section 2-136 of the Miami City Code, the
Planning Department has prepared the 1987 - 1993 Capital Improvement Program;
and
WHEREAS, in accordance with Chapter 163.3177 (3) of the Florida Statutes,
the expenditure of public funds for capital improvements in accordance with
the adopted Miami Comprehensive Neighborhood Plan shall include estimated
costs and proposed funding sources; and
WHEREAS, the City of Miami Capital Improvement Program 1987 - 1993 has
been prepared to partially satisfy the aforementioned State law; and
WHEREAS, a capital improvement program is a desirable policy and
management tool to plan municipal borrowing and indebtedness over a period of
time, to establish annual expenditures within a framework of long-range fiscal
requirements and to serve as an official statement of the City's development
plan; and
WHEREAS, the Miami Planning Advisory Board, at its meeting of October 7 ,
1987, Item No. 2 following an advertised hearing, adopted Resolution No. PAB
59 - 87, by a 9 to 0 vote, recommended approval, in principle, of the City
of Miami Capital Improvement Program 1987 - 1993;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI,
FLORIDA:
Section 1. The City of Miami Capital Improvement Program 1987 - 1993, be
and the same is hereby approved, in principle, to provide guidelines for City
agencies, boards and departments, as set forth in the three -volume docu-
ment recommended by the Planning Advisory Board on October 7, 1987.

RECOMMENDATION:
It is respectfully recommended that the City Commission adopt the attached
Resolution approving, in principle, the 1987-1993 City of Miami Capital
Improvement Program.
BACKGROUND:
The 1987-93 Capital Improvement Program (CIP) is the eleventh program prepared
by the Planning Department as part of Miami's ongoing capital programming
process. The CIP serves as a source of information about the City's
development and capital expenditures.
The proposed 1987-1993 Capital Improvement Program (CIP) includes over 200
projects valued at nearly $400 million. Major emphasis is placed on Parks and
Recreation, Storm Sewers, Sanitary Sewers and Street projects programmed
throughout the six year plan. These four types of projects together receive
60% of the total proposed funding allocation.
The 1987-1993 Capital Improvement Program is funded from four major sources.
City bonds provide 75% of the total Junding requirements for the six -year
capital program. The City's Capital Improvement Fund provides 12% of the
funding required. Federal and State Grants account for less than 10%.
Funds are not currently available to implement, every project proposed
throughout the last five years of the 1987-1993 capital program. While
available funds to date represent most of the total program funding
requirements, over 30% is anticipated to become available during years 1988 -
1993.
