A RESOLUTION CONCERNING THE FOURTH MIAMI BOOK
FAIR INTERNATIONAL TO BE CONDUCTED BY MIAMI
BOOK FAIR INTERNATIONAL, INC. ON NOVEMBER 8-
15, 1987 AUTHORIZING THE CLOSURE OF DESIGNATED
STREETS TO THROUGH VEHICULAR TRAFFIC AND
ESTABLISHING A TEMPORARY PEDESTRIAN MALL
SUBJECT TO THE ISSUANCE OF PERMITS BY THE
DEPARTMENTS OF POLICE AND FIRE, RESCUE AND
INSPECTION SERVICES AND THE REQUIREMENT THAT
THE CITY WILL BE INSURED AGAINST ANY POTENTIAL
LIABILITY; FURTHER ESTABLISHING AN AREA
PROHIBITED TO RETAIL PEDDLERS DURING THE
PERIOD OF SAID EVENT; CONDITIONED UPON THE
ORGANIZERS PAYING FOR NECESSARY COSTS OF CITY
SERVICES ASSOCIATED WITH SAID EVENT.
WHEREAS, Miami Book Fair International Inc. will conduct
the Fourth Miami Book Fair International on November 8-15, 1987;
and
WHEREAS, certain streets shall be closed to through
vehicular traffic, establishing a pedestrian mall during
specified dates and hours to insure the safety of the
participants and pedestrians attending this event; and
WHEREAS, this organization has requested that
retail peddlers be prohibited in the area of the event;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY
OF MIAMI, FLORIDA:
Section 1. In order to effectuate safe passage and
establish a temporary pedestrian mall during the Fourth Miami
Book Fair International to be conducted by Miami Book Fair
International, Inc. the following streets are hereby closed to
through vehicular traffic from 6:00 A.M. on Thursday, November
12, 1987 to 8:00 A.M. on Monday, November 16, 1987 as specified
below:
N.E. 2nd Avenue from N.E. 5th Street to N.E. 3rd Street
N.E. 4th Street from Biscayne Blvd. to N.E. 2nd Avenue
N.E. lot Avenue from 3rd Street to N.E. 5th Street

November 16, 1987 at 8:00 A.M.
N.E. 4th Street from west side of Biscayne Blvd. to
east side of N.E. 2nd Avenue
Included in the herein closure are all streets,
avenues, alleys, ways and thoroughfares which intersect
the enumerated areas delineated in this Section.
Section 2. Such closing of streets is subject to the
issuance of permits by the Departments of Police and Fire, Rescue
and Inspection Services. Said permit from the Department of
Police is to be issued upon the full approval of the Chief of
Police after giving all due consideration to the safety and
traffic needs of residents, businesses and religious institutions
in the area for entering and crossing through said arterials and
upon the favorable exercise of the City Manager's judgement
predicated upon all factors set forth herein.
Section 3. Pursuant to the provisions of Ordinance No.
8851, enacted September 28, 1978, all retail peddler's
occupational licenses issued under the provisions of Chapter 31
of the City Code, as amended, will not be valid on, November 13-
15, 1987, during the hours of 8:00 a.m. to 7:00 p.m. in the area
of the public right of way included within and adjoining the
streets and avenues described in Section 1, for two blocks in all
directions.
Section 5. Such authorizations are hereby subject to the
organizers obtaining insurance requirements as mandated by the
City of Miami and conditioned upon the organizers paying for all
costs of City services associated with said event.

ENCLOSURES: October 22, 1987
It is respectfully recommended that the City Commission adopt the
attached resolution authorizing certain street closures
establishing a pedestrian mall and an area restricting non -
festival retail peddlers in connection with the Fourth Miami Book
Fair International to be conducted by the Miami Book Fair
International, Inc. on November 8-15, 1987. The street closures
for this event are subject to the issuance of permits by the
Departments of Police and Fire, Rescue and Inspection Services
and the organizers paying for all cost of City Services.
BACKGROUND:
The Department of Community Development has prepared the
appropriate legislation for the above mentioned authorizations in
connection with the Fourth Miami Book Fair International.
Miami Book Fair International, Inc. will conduct its Fourth Miami
Book Fair during November 8-15, 1987. Activities include a
street fair, various seminars and will feature authors and
publishers from around the world. The fair is expected to
attract approximately 200,000 to the Downtown area.
