A RESOLUTION NOMINATING AND DESIGNATING
CERTAIN INDIVIDUALS TO SERVE ON THE DOWNTOWN
WATERFRONT MASTER PLAN IMPLEMENTATION
ADVISORY COMMITTEE.
WHEREAS, on May 28, 1987, by Resolution No. 87-515, the
Miami City Commission approved, in principle, the Downtown
Waterfront Master Plan for the Bicentennial Park/FEC tract; and
WHEREAS, the Commission also passed Motion 87-516, on
May 28, 1987, directing the City Manager to establish a joint
public/private committee to develop an implementation program for
the Master Plan; and
WHEREAS, on July 23, 1987, Mayor Suarez nominated Julio de
Quesada and Don Lynn, Commissioner Carollo nominated Henry Givens
and Tibor Rollo, and the Commission nominated and designated said
public sector members as follows: the City Manager or his
designee; Sergio Rodriguez, Director, Planning Department; Donald
W. Cather, Director, Department of Public Works; Carlos Garcia,
Director, Finance Department; Walter Golby, Director, Parks,
Recreation and Public Facilities Department, and Ron Williams,
Director, General Services Administration; and
WHEREAS, Vioe-Mayor Plummer, Commissioner Kennedy and
Commissioner Dawkins did not make their nominations on
July 23, 1987 but now wish to formalize their nominations;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY
OF MIAMI, FLORIDA:
Section 1. The following two individuals are hereby
designated, after having been nominated by Vioe-Mayor J.L.
Plummer, Jr., to serve on the Downtown Waterfront Master Plan
Implementation Advisory Committee:
Maria Elena Torano and
Raul Rodriguez.

Section 2. The following two individuals are hereby
designated, after having been nominated by Commissioner Miller J.
Dawkins, to serve on the Downtown Waterfront Master Plan
Implementation Advisory Committee:
Arva Parks and
Ed Wright.
Section 3. The following two individuals are hereby
designated, after having been nominated by Commissioner Rosario
Kennedy, to serve on the Downtown Waterfront Master Plan
Implementation Advisory Committee:
Margarita Muina-Febres and
Ambler Moss.
Section 4. Additionally, the following public sector
members are hereby nominated and designated to serve on the
Downtown Waterfront Master Plan Implementation Advisory
Committee:
Jack Mulvena. Director, Off -Street Parking Department and
Roy Kenzie, Executive Director, Downtown Development Authority.
Section S. This Resolution shall be operative upon its
adoption and the provisions thereof, unless otherwise indicated
herein, shall also become effective upon its adoption.

RECOMMENDATION
It is respectfully requested that the City Commission formalize their additional
nominations to the Downtown Waterfront Master Plan Implementation Advisory
Committee, and include two additional nominations recommended by the
administration, per the attached resolution.
BACKGROUND
On May 28, 1987, the Planning Department recommended the Downtown Waterfront
Master Plan for approval for the Bicentennial Park/FEC tract area. The City
Commission then passed Resolution 87-5I5 adopting in principle the Downtown
Waterfront Master Plan. Follow-up Motion 87-516 was passed directing the City
Manager to establish a joint public -private sector committee to define and
recommend to the Commission an implementation program for the Plan. This
implementation program is to include:
1. A financial feasibility study for a public parking garage(s) and public
educational/interpretation attractions;
2. A market study to determine the type, amount, and economic value of ancillary
commercial services;
3. Special taxing districts to fund operations and maintenance of the park.
4. A process for achieving a formal design/development plan for the park (i.e.
landscaping, walkways, plazas, cost estimates, etc.).

support services, to be presented to the Commission for review.

On July 23, 1987, the Planning Department recommended that the Commission appoint
ten private sector individuals, representing various disciplines, to the Downtown
Waterfront Master Plan Implementation Advisory Committee. By Resolution 87-737,
Mayor Suarez made two appointments: Julio de Quesada and Don Lynn; and
Commissioner Carollo made two appointments: Henry Givens and Tibor Hollo.
Vice Mayor Plummer, Commissioner Kennedy and Commissioner Dawkins did not make
their appointments that day. Subsequently, Planning Department staff contacted
the Commissioners' offices and obtained their nominations, as follows:

-Ed Wright
Commissioner Kennedy's Appointments:

It is now in order for the Commission to formalize their nominations, as shown on
the attached resolution.
The administration recommends the addition of two public sector representatives
from the Off -Street Parking Department and Downtown Development Authority, as
discussed at the July 23rd public hearing. The other public sector appointments
already made are: the City Manager or his designee; Sergio Rodriguez, Director,
Planning Department; Donald W. Cather, Director, Department of Public Works;
Carlos Garcia, Director, Finance Department; Walter Golby, Director, Parks,
Recreation and Public Facilities Department; and Ron Williams, Director, General
Services Administration.
The Committee will elect a chairman, conduct monthly meetings, and report back to
the Commission with their recommendations by November 23 (120 days after July 23,
1987). The Committee will be staffed by the Department of Development.
