A RESOLUTION DECLARING THAT THE MOST
ADVANTAGEOUS METHOD TO DEVELOP AN
APPROXIMATELY 250,000 SQ. FT. BUILDING TO
HOUSE THE U.S. ATTORNEY'S OFFICE AND OTHER
FEDERAL LAW ENFORCEMENT AGENCIES IN MIAMI IS
BY PROCUREMENT OF AN INTEGRATED PACKAGE THAT
INCLUDES SITE ACQUISITION OF A 12-LOT LAND
PARCEL BETWEEN NE 1ST AND MIAMI AVENUES,
PLANNING AND DESIGN, AND CONSTRUCTION;
AUTHORIZING THE CITY MANAGER TO PREPARE A
DRAFT REQUEST FOR PROPOSALS (RFP) FOR THE
INTEGRATED DEVELOPMENT OF SAID IMPROVEMENTS;
AND FURTHER DIRECTING THE CITY MANAGER TO
PRESENT THE DRAFT RFP TO THE CITY COMMISSION
AS SOON AS PRACTICABLE FOR CONSIDERATION AND
APPROVAL PRIOR TO ITS ISSUANCE.
WHEREAS, on October 29, 1986, the United States of America,
acting by and through General Services Administration, and the
City of Miami entered into a Memorandum of Understanding
expressing their intent to enter into negotiations for the City
to construct and lease to United States of America a building to
house the U.S. Attorney's Office and other Federal law
enforcement agencies in Miami; and
WHEREAS, the proposed 250,000 sq. ft. building is to be
located on a 12-lot property site between NE 4th and 5th Streets
and NE 1st and Miami Avenues; and
WHEREAS, on July 23, 1987, the City Commission adopted
Resolution 87-746 authorizing the City Manager to execute a lease
agreement between the United States of America and the City of
Miami setting forth the terms and conditions for the City to
construct and lease to the United States of America an
approximately 250,000 sq. ft. building to house the U.S.
Attorney's Office and other Federal law enforcement agencies in
Miami to be located on said real property site for a period not
to exceed thirty years with renewal options by the United States
of America; and
WHEREAS, the City Commission determines that for the
development of an approximately 250,000 sq. ft. building to

NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY
OF MIAMI, FLORIDA:
Section 1. It is most advantageous for the development of
an approximately 250,000 sq. ft. building to house the U.S.
Attorney's Office and other Federal law enforcement agencies in
Miami that the City procure from a private person an integrated
package that includes site acquisition of a 12-lot land parcel
between NE 4th and 5th Streets and NE 1st and Miami Avenues,
planning and design, and construction.
Section 2. The City Manager is hereby authorized to prepare
a Draft Request for Proposals for the integrated development of
improvements as set forth in Section 1. herein above.
Section 3. The lease agreement between the United States of
America and the City of Miami includes the provision for the
herein authorized integrated development package.
Section 4. The City Manager is hereby directed to present
the Draft Request for Proposals to the City Commission as soon as
practicable for consideration and approval prior to its issuance.
PASSED AND ADOPTED this 22nd day of October 1987.

It is respectfully recommended that the City Commission adopt the
attached Resolution declaring that the most advantageous method to
develop a building to house the U.S. Attorney's Office and other
Federal law enforcement agencies in Miami on a 12-lot parcel between
NE 4 and 5 Streets and NE 1st and Miami Avenues is by procurement of
an integrated package that includes site acquisition, planning and
design, and construction; authorizing the preparation of a Draft
Request for Proposals; and directing the City Manager to present the
Draft Request for Proposals to the Commission for consideration and
approval prior to its issuance.
BACKGROUND:
The Department of Development recommends the attached Resolution be
adopted declaring that the most advantageous method for the
development of an approximately 250,000 sq.ft. building in downtown
Miami to house the U.S. Attorney's office and other law enforcement
agencies is by procurement of an integrated package from the
private sector that includes site acquisition, planning and design,
and construction.
On July 23, 1987, the City Commission adopted Resolution 87-746
authorizing the City Manager to execute a 30-year lease agreement
between the United States of America, General Services
Administration (GSA), and the City, setting forth the terms and
conditions for the City to construct and lease to GSA a building to
provide its agencies secure and efficient office space in Miami.
The proposed location is a 12-10t site located between NE 4 and 5
Streets and NE 1 and Miami Avenues.

The attached Resolution authorizes the preparation of a Request for
Proposals to accomplish the improvements. The RFP will be
structured to procure an integrated development package to include
acquisition of the specified site, planning and design of the
building in accordance with specifications provided by GSA, and
construction. The Draft Request for Proposals will be presented to
the City Commission as soon as practicable for consideration and
approval prior to its issuance.

months time period being provided for the Diesel

made.

In order to establish proof of the fact of the City 's
performanoe of obligations which are reflected in
existing contract documents, our offioe has modified
this item, as distributed, by using exact terminology
which tracks the language of the said contract

Agenda Item 451 (J-87-873) [Resolution authorizing
acceptance of appraisal proposals]. The reference -in

the distributed item to the location of parcels being
considered for acquisition as "IOW 8th Street" has been
changed, for accuracy, to "NW 8th Street".
Agenda Item #56 (J-87-929) [Resolution declaring most
advantageous method to develop property] This item
presents an integrated development package for your
consideration and seeks authorization to have the City
Manager prepare a draft of the Request For Proposals
for your approval. Language has been added stating
that such proposed integrated development package has
been incorporated in the City's lease agreement with
the Federal government.
Agenda Item #82 (J-87-940) [Model City Pilot
Development Program Resolution] We are attaching a
resolution prepared at the request of the Director of
the Department of Community Development vho is urging
re-evaluation of your September 28, 1987 position with
respect to the method of control and implementation of
the Model City Pilot Development Program. Folloving a
meeting on Tuesday, October 20, 1987 of the Board of
Directors of the Martin Luther King Economic
Development Corporation (MLKEDC); ve received a copy of
a proposal presented by that body and, yesterday, ve
prepared the attached Resolution (J-87-951) for your
consideration reflecting your approval of MLKEDC's

roposal. The Resolution distributed in the packet
d-87-940) has been modified to remove the City
Commission as the appointing body for the loan and
advisory committees which will be functioning as
advisory committees to MLKEDC; the provisions
pertaining to Miami Capital Development, Inc. and the
amendment of an earlier resolution vhioh had allocated
funds for Christian Hospital have not been changed.
Please substitute the attached modified Resolution (No.
J-87-940) in your packet.
(TOTE: In adopting the Consent Agenda (Items i1 through f63),
there should be an annouaoemout made by the Mayor that Items 418.

Agenda Item #66 (J-87-944) [Emergency Ordinance making
fiscal 1987 year end budgetary adjustments] This item,

of local labor force by city construction project
contractors) As adopted on first reading and
distributed in the Agenda Packet, this ordinance fails
to clearly set forth its nonapplioability to any
employee -employer relationships or apprenticeships -

may be bound or obligated to perform. As modified, the
attached ordinance applies to new and replacement
laborers, mechanics, and apprentices. Please
substitute the attached ordinance in your Agenda
Packet.
