A RESOLUTION A^TENDING SECTION 2 OF
RESOLUTION NO, 87-158, ADOPTED
FEBRUARY 12, 1987, WHICH ESTABLISHED
A VISIONS 2000 COMMITTEE FOR THE CITY
OF MIAMI, BY INCREASING THE TOTAL
MEMBERSHIP Or SAID COMMITTEE FROM
10 TO 25 ; FURTHER ADDING A NEW
SECTION 3 TO SAIn RESOLUTION SETTINn
FORTH THE EXPECTATIONS OF THE CITY
COMMISSION IN THE FUNCTION OF SAID
COMMITTEE.
BE IT RESOLVED BY THE COMTIISSION Or THE CITY OF MIAMI, FLORIDA:
Section 1. Section 2 of Resolution No. 87-158, adopted
February 12, 1987, is hereby amended in the following particu-
lars: I/
"Section 2. The Visions 2000 Committee shall consist
of tes 25 members to be appointed by a majority vote of
the members of the Legislature representing the City of
Miami.
Section 3. The Visions 2000 Committee is expected
to consider issues relevant to the Citv of Miami and
related to the goals and policies of the State Comprehensive
Plan which addresses problems in the areas of:
education
children
elderly
housing
health
public safety
protection of water resources, natural systems
and recreational lands
energy conservation
hazardous and non -hazardous materials and waste
mining and reclamation
land use regulation
public facilities, planning, finance and maintenance
historical and cultural resources and programs
_ transportation
the economy

remaining provisions are now in effect and remain unchanged.

The Committee is also expected to consider low, medium and high population
growth alternatives; what policies would induce them: and
which alternatives and policies are preferable. The Committee
may also consider the industrv-mix and size composition of
industries that are appropriate for the City, the current and
potential future role of major public institutions in the
City, the need and opportunities for inter-industry and
public/private sector cooperation, and the need for inter -
government cooperation."

It is respectfully recommended that the City Commission adopt the attached
resolution amending City Commission Resolution No. 87-158, adopted February
12, 1987 and establishing the Visions 2000 Committee. This amendment would
increase the size of the Committee from 10 members to a maximum of 25
members, as specified in Chapter 86-221, section (3) of Florida Statutes.
BACKGROUND:
The Planning Department is providing technical and logistical support to the
Visions 2000 Committee, with the assistance of Management and Budget. The
Visions 2000 Committee and its state funding are authorized under Chapter
86-221, F.S.: "The Visions 2000 Act of 1986." The composition and maximum
size of the Committee, its responsibilities and the manner by which
appointments to the committee will be made, are specified in the "Visions
2000 Act of 1986." On February 12, 1987, the City Commission adopted
Resolution No. 87-158 establishing a Visions 2000 Committee, consisting of
ten members. The Visions 2000 Act specifies that the committee will consist
of up to 25 members, appointed by the members of the Legislature
representing the municipality. There are 13 members of the Dade Delegation
that are charged with the responsibility of making appointments to the
Visions 2000 Committee. In order to allow the members of the Legislature to
select a committee whose composition Mould be representative of a cross-
section of community -based groups, it is requested that the size of the
Visions 2000 Committee be increased to a maximum of 25.
The attached resolution is a companion piece to an emergency ordinance
appropriating grant funds received from the State of Florida. The City of
Miami has received a grant of $41,407.00 from the Florida Department of
State, for the purposes of supporting the activities of the Visions 2000
Committee. The cover memo pertaining to that ordinance contains additional
information regarding the Visions 2000 Committee.
