Odi o_ City Manager RECOMMENDATION: CITY OF MIAMI, FLORIDA INTER -OFFICE MEMORANDUM DATE: O C t 1 31987 SUBJECT: Miami Police Cafeteria REFERENCES: ENCLOSURES: FILE: Department It is respectfully recommended that the City Commission adopt the attached resolution authorizing the City Manager to issue a Request for Proposals (RFP), in a form acceptable to the City Attorney, for the lease of a 2,271 square foot cafeteria and vending concession in the Miami Police Department building. BACKGROUND: The General Services Administration Department has been working towards procuring a concessionaire for the Miami Police Department building cafeteria. The previous concessionaire, H & H Foods, operated the cafeteria since 1978 through December 1986, when they vacated the premises upon short notice, leaving the Miami Police Department without food services and creating a hardship on police personnel. Shortly thereafter Chief DicKson appointed a cafeteria committee, who, in conjunction with the Property and Lease Manager, inspected several cafeteria operations and interviewed several concessionaires. This was in order to select an interim vendor to provide immediate service to accommodate police personnel, many of whom have only thirty minutes for lunch. In March 1987, an interim concessionaire was allowed to operate the cafeteria. It was understood that this was only. on a temporary basis, until such time as the RFP was prepared and the premises were competitively bid. The attached RFP would be issued after it has been reviewed by the Law Department. As soon as the RFP is approved, General Services Administration will commence the competitive bidding process. enc.
