HomeMy WebLinkAboutR-87-09071 J-87-924 10/1/87 RESOLUTION NO. 87-907 A RESOLUTION APPROVING THE SELECTION BY THE COMPETITIVE SELECTION COMMITTEE OF THE MOST QUALIFIED FIRMS IN LARGE FIRM AND SMALL FIRM CATEGORIES TO PROVIDE LAND SURVEY SERVICES FOR CITY OF MIAMI PROJECTS 1988; AUTHORIZING THE CITY MANAGER TO NEGOTIATE PROFESSIONAL SERVICES AGREEMENTS WITH THE THREE TOP RATED FIRMS IN THE LARGE FIRM CATEGORY AND THE TWO TOP RATED FIRMS IN THE SMALL FIRM CATEGORY, TO PROVIDE SURVEY SERVICES; DIRECTING THE CITY MANAGER TO PRESENT NEGOTIATED AGREEMENTS TO THE CITY COMMISSION FOR APPROVAL PRIOR TO EXECUTION THEREOF; FURTHER AUTHORIZING THE CITY MANAGER, IN THE EVENT ANY EXECUTED AGREEMENT IS TERMINATED PRIOR TO COMPLETION THEREOF, TO NEGOTIATE WITH REMAINING LISTED FIRMS FOR AN AGREEMENT TO REPLACE THE ORIGINAL FIRMS) WITH NO INCREASE IN COMPENSATION OR IN THE TERM OF SAID NEW AGREEMENT WHICH AGREEMENT MAY BE EXECUTED BY THE CITY MANAGER 141THOUT ANY FURTHER APPROVAL OF THE CITY COMMISSION. WHEREAS, a substantial amount of City of Miami contracted construction projects and departmental projects are scheduled for the immediate future; and WHEREAS, the City of Miami Public Works Department is insufficiently staffed to accomplish all land survey work necessary for said projects; and WHEREAS, Agreements with three private Survey firms negotiated in 1986 will expire in December, 1987 & January, 1988; and WHEREAS, it is necessary for the City to again engage Land Survey firms to render professional and technical services for the Calendar year 1988; and WHEREAS, funds for said professional and technical services can be allocated as a project expense from the individual project funding; and WHEREAS, by Resolution No. 87-804 passed and adopted on September 8, 1987, the City Commission approved the designation of Land Survey Services for City of Miami Projects - 1988 as a Category "B" project and appointed Jim Leukanech, P.E. as Chairman of the Competitive Selection Committee; and WHEREAS, in the implementation of the said projects, the City Manager, through the Competitive Selection Committee, CITY Comwslom- MEETING OF 4 solicited expressions of interest from qualified consultants in Large Firm and SmalI Firm Categories and evaluated the qualifications of those firms which responded to his inquiry; and WHEREAS, the most qualified firms for providing professional Land Survey services for City of Miami projects were selected in accordance with the State of Florida Consultants' Competitive Negotiation Act, enacted by the Florida Legislature on July 1, 1973 and by City of Miami Ordinance No. 8965 on July 23, 1979; and WHEREAS, it is in the best interest of the City of Miami to negotiate professional services contracts with three firms in the Large Firm category and two firms in the Small Firm category for City of Miami projects as soon as possible; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The City Commission hereby approves the selection of the Competitive Selection Committee of the following firms as the most qualified in the Large Firm category to provide professional Land Survey services for City of Miami projects in the rank order listed: 1. Manuel G. Vera and Associates, Inc. (A 100% minority owned firm) 2. E. R. Brownell & Associates, Inc. (A non minority owned firm) 3. Fernando Z. Gatell, Inc. (A 100% minority owned firm) 4. Lannes & Garcia, Inc. (A 100% minority owned firm) 5. Metric Engineering, Inc. (A 100% minority owned firm) Section 2. The City Commission hereby approves the selection of the Competitive Selection Committee of the following firms as the most qualified in the Small Firm category to provide professional Land Survey services for City of Miami projects in the rank order listed: 1. Weidener Surveying (A 51% minority owned firm) 2. H. J. Ross Associates (A non minority owned firm) 3. Carr Smith and Associates, Inc. (A non minority owned firm) 4. Tasnim Uddin & Associates Int., Inc. (A 10% minority owned firm) 5. Crowder Mahoney, Inc. (A non minority owned firm) Section 3. The City Commission hereby authorizes the City Manager or his designee to negotiate five professional service agreements on behalf of the City of Miami with the rank ordered firms listed in Sections 1 and 2 hereinabove for Land Survey services for City of Miami projects, beginning with the first three rank ordered firms in Section 1 and the first two rank ordered firms in Section 2 for such professional Land Survey services as may be required. During the negotiations procedure, in the event that the City Manager or his designee cannot negotiate an agreement which, in his opinion, is fair, competitive and reasonable, with any one or more of the required number of rank ordered firms, then he is hereby authorized to terminate such negotiations and to proceed to negotiate with the remaining firms in each category in the order listed until fair, competitive and reasonable agreements have been reached with the required number of firms. Section 4. The City Manager is directed to present to the City Commission the negotiated agreements at the earliest scheduled meeting of the City Commission immediately following the negotiation of the contracts for approval by the City Commission prior to execution. Section 5. a) The City Commission also hereby authorizes the City Manager or his designee to negotiate with the remaining firms in the order listed in the event that any authorized executed agreement(s) with one or more of the above top rated firms in either category is terminated prior to completion thereof with the maximum compensation allowed to any new firm(s) being the amount remaining in the terminated agreement. b) The expiration date of any terminated agreement as described in subsection (a) above shall also be the termination date of new agreement which may be executed by the City Manager without further City Commission approval. i PASSED AND ADOPTED this 22day of October , 1987. Odi City Manager RECOMMENDATION: DATE- 0 CT 1 31987 FILE: SUBJECT "Land Survey Services for City of Miami Projects - 1988" Resolution - Approving Selection REFERENCEg f Firms ENCLOSURES: It is respectfully recommended that the City Commission accept the recommendations of the Competitive Selection Committee by adopting the attached resolution approving the selection of the most qualified firms to provide "Land Survey Services for City of Miami Projects - 1988"; and authorize the City Manager to negotiate Professional Service Agreements with the top three rated firms in the Large Firm category, the top two rated firms in the Small Firm category and submit the negotiated agreements to the Commission for approval. BACKGROUND: The City is proposing to contract for a substantial amount of Highway, Sewer and Park construction projects in the immediate future. The Public Works Department is insufficiently staffed to accomplish the survey work required for these projects and other miscellaneous projects initiated by various departments. The agreements with three private survey firms negotiated in 1986 expire in December, 1987 and January, 1988. It is necessary, therefore, to again engage private firms to provide land survey services for the 1988 calendar year. In accordance with City of Miami Ordinance No. 8965 and as authorized by Resolution No. 97-804, dated September 8, 1987, a Competitive Selection Committee, comprised of four city employees and three members of the private sector, personally interviewed and evaluated the five most qualified firms from each of the Large and Small Firm categories who responded to the City's public advertisement for Request for Proposals. Those five firms from the Large Firm category were ranked in the following order: 147 -1 • •i I 1. Manuel G. Vera and Associates, Inc. (A 100% minority owned firm) 2. E. R. (A 100% minority owned firm) Those five firms from the Small Firm category were ranked in the following order: I. Yeidener Surveying (A 51% minority owned firm) 2. H. J. Ross Associates (A non minority owned firm) 3. Carr Smith and Associates, Inc. (A non minority owned firm) 4. Tasnim Uddin A Associates, Inc. (A 10% minority owned firm) 5. Crowder Mahoney, Inc. (A non minority owned firm) The resolution provides for the City Manager to negotiate agreements with the firms rated 1, 2 and 3 in the Large Firm category and firms rated 1 and 2 in the Small Firm category and also negotiate with one or more of the remaining firms in the order ranked in the event that any of the original agreements are terminated before their expiration date. The total compensation of the new agreement is to be what is left from the original one _and the expiration date will remain the same.
