DIRECTOR OF THE DOWNTOWN DEVELOPMENT AUTHORITY (DDA) TO EXPEND FUNDS FROM THE CAPITAL RESERVE LINE ITEM OF THE DDA'S APPROVED FISCAL. YEAR 1987 OPERATING BUDGET FOR DOWNTOWN STUDIES, BEAUTIFICATION, MARKETING AND CAPITAL IMPROVEMENT PROJECTS AND TO REIMBURSE APPROXIMATELY $49,000 TO THE DADE COUNTY TAX COLLECTOR. WHEREAS, the Commission directed the Downtown Development Authority to hold funds ($291,593) from its approved fiscal year 1987 budget in reserve for use, if needed, to fund its fiscal year 1988 budget; and WHEREAS, recently adopted State Legislation has assured full funding capability for the Downtown Development Authority for fiscal year 1988 and succeeding years, and; WHEREAS, the Downtown Development Authority desires to expend a portion of the funds held in reserve for studies, beautification, marketing , capital improvements, and other costs related to the Downtown Master Plan and DRI,and for projects resulting from discussions with the Brickell Association, the Downtown Miami Business Association, the Omni/Venetia Action Committee; and WHEREAS, approximately $49,000 must be reimbursed to the Dade County Tax Collector for taxes wrongly collected by • the County from 1984 - 1986 and dispersed to DDAj NOW,THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. Recommendation DATE: AU G 3 11987 FILE: SUBJECT: Resolution authorizing the Downtown Development Authority to expend funds heretofore restricted from the Fy'87 budget. REFERENCES: ENCLOSURES: It is recommended that the City Commission adopt the attached Resolution authorizing the Downtown Development Authority to expend the capital reserve line item ($291,593) from the approved DDA Fy'87 Budget. Background During the Fy'87 Budget Workshops, Commissioner Plummer directed the DDA to prepare the Fy'87 budget so that approximately $300,000 in anticipated revenues could be set aside in a reserve fund and used to support DDA in Fy'88 in case the 1987 State Legislature did not remove the DDA's millage from the City's millage calculation thus perpetuating DDA's funding problems. Fortunately, legislation was adopted during the 1987 legislative session that resulted in DDA being permanently defined as an "independent district" for millage calculation purposes. This legislation permits the City to collect up to 1/2 mill to support the Downtown Development Authority regardless of the City's millage rate. Enclosed is DDA Resolution 4/87 adopted on June 12, 1987, requesting the City Commission to remove restrictions on the expenditure of $291,593 being held by DDA in its capital reserve fund. The money will be used to fund Downtown studies, beautification, marketing (special events) and capital improvement projects identified in the Downtown Master Plan and/or resulting from discussions with the Brickell Association, the Downtown Miami Business Association, and the Omni/Venetia Action Committee. Further, these funds would also be used to fund the Fy'87 portion of the City's agreement with Joyce Meyers regarding the completion of the Downtown DRI and Master Plan.
